Minutes of the Silverton Village Council Workshop

Held Thursday, January 2, 2014

The Council of the Village of Silverton met for a workshop in Council Chambers at 6860 Plainfield Road at 7:00 pm on Thursday, January 2, 2014. Mayor Smith called the meeting to order.

OPENING REMARKS:

Mayor Smith led a moment of prayer followed by the Pledge of Allegiance.

MAYOR’S COMMENTS AND GUESTS:

Mayor Smith wished everyone a Happy New Year!

WORKSHOP DISCUSSION ITEMS:

1.  Mr. Pacheco that Council has selected a new Village Manager, Tom Carroll. Mr. Carroll will begin on Monday, January 13, 2014. He will be acting manager until his contract is approved by Council at the January 16, 2014 Council Meeting. Mr. Pacheco thanked Council be entrusting him to lead them through the interview process.

2.  Mr. Pacheco reported the Reds Community Fund Application is in process and will be submitted before the deadline.

3.  Mr. Pacheco reported the CLG Electric Consortium rate came in at 4.663/kWh. Our current rate is 4.374/kWh. While this is a slight increase, it is less than what was budgeted for in 2014, and better than the rate we had before joining the consortium. The rate is good for 38 months.

4.  Kudos to the Service Department for keeping up with the snow. This winter has been busier than normal. We have an adequate supply of road salt.

5.  Mr. Pacheco thanked Council for the opportunity to serve as acting manager over the past several weeks.

BUSINESS MEETING

PUBLIC COMMENT:

Molly Wilkins – 6517 Stoll Lane

Ms. Wilkins addressed Council to voice concerns over a dog in the neighborhood that is causing safety concerns. Ms. Wilkins described an incident where she was walking her two dogs, and was nearly attacked by a pit bull that broke free of his leash. Ms. Wilkins reported the incident to the police on two separate occasions, but felt more action should have been taken. Chief Molett stated this is the first he has heard of the incident. Mr. Pacheco and Chief Molett will look into the incident and see if there is any recourse against the dog owner. Chief Molett will have an officer will make contact with the dog owner to discuss properly containing and controlling the animal.

BUDGET REPORT:
Mr. Peterson gave the November 2014 Budget Report. Mrs. Williams motioned for passage and was seconded by Mr. Quarry. Motion carried by a unanimous voice vote.

INTRODUCTION AND READING OF LEGISLATION:

Mr. Pacheco introduced Resolution 14-680. Mrs. George gave the reading of Resolution 14-680 A Resolution Authorizing the Acting Village Manager to Accept the Proposal from Plattenburg and Associates for the Purpose of Converting the Village’s Books from Budgetary-Basis Accounting to Accrual-Basis Accounting and Preparing Draft Financial Statements. Mrs. Thompson motioned for passage and was seconded by Mr. Wilson. A roll call vote was taken. All members present voted aye. Motion carried.

Mr. Quarry introduced Resolution 14-679, and thanked Mr. Pacheco for his service and dedication to Silverton. Mrs. George gave the reading of Resolution 14-679 A Resolution for the Compensation of the Position of Village Solicitor of the Village of Silverton. Mr. Quarry motioned for passage and was seconded by Mr. Sylvester. A roll call vote was taken. All members present voted aye. Motion carried.

MOTION TO RETIRE TO EXECUTIVE SESSION:

At 7:38 p.m., Mr. Quarry motioned to retire to Executive Session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee, and to consider the purchase of property for public purposes, or for the sale of property at competitive bidding, if premature disclosure of information would give an unfair competitive or bargaining advantage to a person whose personal, private interest is adverse to the general public interest, per ORC 121.22(G). Mr. Wilson seconded the motion. A roll call vote was taken. All members present voted aye. Motion carried.

ADJOURNMENT:

Mrs. Hackett-Austin motioned for adjournment and was seconded by Mrs. Williams. All members present voted aye. Motion carried.
