  4. A male, aged about 53 years height 5’5” sallow complexion, & wearing white colour shirt and blue colour jeans pants found on 27.4.2013.

: -LOCAL POLICE OF PS KALKAJI SOLVED A CASE OF BAG LIFTING CONTAINING GOLD JEWELLERY WORTH RS. 3 LACS AND CLOTHES WORTH RS.35,000/-.

: -ACCUSED SANJAY ARRESTED AND STOLEN ARTICLES RECOVERED.

With the help of CCTV footage and technical investigation, the local Police of PS Kalkaji has succeeded in cracking a case of bag lifting from car which was containing gold jewellery worth Rs.3 lacs and valuables worth Rs.35,000/-

INCIDENT

On 27.4.2013 at 9.45 PM one Pankaj Sapra S/o Sh. R.C. Sapra R/o 549/31, Gurgaon, Haryana along with his family had come at F-79, Kalkaji, New Delhi to attend a marriage function of one of his relative. He parked his Sunny Nissan car bearing registration No. HR-26-BS-0422 near the above said house leaving his bag containing gold jewellery items worth Rs.3 lacs and clothes worth Rs.35,000/- in it. After sometime when he came back for taking out bag found, that thebag is missing. The matter was reported to local Police of PS Kalkaji and accordingly a case vide FIR No. 172/2013 dated 27.4.2013 u/s 379 IPC was immediately registered at PS Kalkaji.

INVESTIGATION CONDUCTED:-

In view of the gravity of the case, immediately, a team was constituted comprising of SI Janak Singh, HC Parminder Singh, HC Arun Tyagi and Const. Mahender under the close supervision of Inspr. Brijinder Singh, SHO/Kalkaji and overall supervision of Sh. Virender Kumar Kalia, ACP/Sub-Division Kalkaji.

The above team came into action swiftly and interrogated a number of suspected persons including guards, domestic helps working in the locality and finally succeeded in finding the bag (empty) which was found abandoned near Pocket 40, C.R. Park, Kalkaji, New Delhi.

As the locality of Pocket 40, C.R. Park, Kalkaji has been covered under CCTV Surveillance System by the Resident Welfare Association of Pocket 40 C.R. Park, Kalkaji, New Delhi, hence the footage of the CCTV camera was analyzed and finally detected that the accused came out of a Polo Car and threw away the bag near Pocket 40 C.R. Park and but the registration number was not visible.

The above team continued with their effort to catch the culprit and finally detected the above said car which lead the Police to the accused namely Sanjay S/o Sh. Siya Ram R/o H.No. 2036, Mukim Pura, Malka Ganj, Delhi. Initially, he did not admitted the crime but ultimately broke down and confessed to have committed the above crime. He lead Police Team to his house from where all stolen jewellery and clothes were recovered.

Accused Sanjay S/o Sh. Siya Ram R/o H.No. 2036, Mukim Pura, Malka Ganj, Delhi was working as Driver with Sh. Shashank Gupta S/o Sh. Rajeshwar Gupta R/o 12/16, Shakti Nagar, Delhi who is the friend of the complainant. Shashank Gupta had also come at Kalkaji to attend the marriage function along with his driver.

RECOVERY:-

  1. All stolen gold Jewellery worth Rs.3 Lacs
  2. Clothes worth Rs. 35,000/-

With the arrest of one Bhagwan Dass, aged about 22 years s/o Jairam r/o H. No. T-165, Bheel Basti, Baljit Nagar, Anand Parbat, Delhi, Central Distt. Delhi has solved a case of murder within 24 hours of its commission.

INCIDENT

On.02.05.13, a PCR call was received at PS Anand Parbat regarding quarrel at T-29/FQ, Bheel Basti, Baljeet Nagar, Delhi. The Police team rushed to the spot immediately and found blood scattered in the room. Meanwhile, an information was received from Sardar Ballabh Bhai Patel Hospital that one person has been admitted as brought dead in the hospital. Later, the deceased was identified as Raju, resident of Jhansi, UP. One Lakhpat Rai, the brother of the deceased informed that when he came to the room of the deceased, he found that one person was hitting him with spoon on his face and his brother was lying in a pool of blood. On his raising alarm, the assailant fled away from the spot. On the statement of Lakhpat Rai, a case vide FIR No. 70/12 u/s 302 IPC, PS Anand Parbat, Delhi was registered and investigation was taken up.

TEAM

A team comprising of Insp Dalbir Singh, SHO/Anand Parbat, Inspr. Mahesh Kumar, Inspr. ATO/Anand Parbat, SI Sunil Kumar and Ct. Parveen Kumar was immediately formed under the close supervision of Sh. Raja Ram, ACP/Karol Bagh (looking after the work of ACP/Patel Nagar), Central Distt., Delhi.

INVESTIGATION

During investigation on the basis of local enquiry, the assailant was identified as Bhagwan Dass. His address was ascertained and continuous raids were conducted at his residence as well as other possible hideouts. An extensive manhunt was launched to apprehend the absconding accused person and several sources were deployed and local intelligence was also gathered. A secret information was received that the accused will come to his house in the late hours. On this, a trap was laid near his house and on the instance of the complainant, the accused was apprehended while he was trying to sneak into his house.

INTERROGATION

On interrogation, the accused Bhagwan Dass disclosed that the deceased was keeping bad eye on his wife. His wife had complained about this to Bhagwan Dass on the previous night also. Accordingly, on 02.05.2013, he consumed alcohol and decided to finish off Raju. He went to his residence and attacked him. In the process, he also hit him with a spoon on his temple and forehead. Meanwhile, Lakhpat Rai also came to the room of the deceased where he was assaulting Raju. On this, he got scared and fled away.

Further investigation/interrogation is in progress. More evidences are being collected.

The blood stained spoon has been recovered.

PROCLAIMED OFFENDER OF A CASE OF ROBBERY OF 2008 OF

PS ASHOK VIHAR ARRESTED

With the arrest of Saddam @ Nepali, aged 25 years s/o Noor Islam r/o H. No. 111, Prakash Vihar, Karawal Nagar, Delhi, Central District police has arrested one of the main accused who was declared proclaimed offender (P.O.) in a robbery case of PS Ashok Vihar.

TEAM & OPERATION

On 02.05.2013, a secret information was received at PS Jama Masjid that one Saddam @ Nepali who has been declared as a proclaimed offender in case FIR No. 350/08 u/s 394/397/34 IPC, PS Ashok Vihar by Sh. Yashwant Kumar, ASJ, Tis Hazari Courts, Delhi would come at Prakash Vihar, Karawal Nagar, Delhi. The information was verified and a team comprising of SI Dharambir Singh, ASI Amar Pal and HC Amar Pal under the close supervision of Inspector Sanjeev Gupta, SHO/Jama Masjid and Shri Om Prakash, ACP/Darya Ganj was constituted.

Acting swiftly on the information, the team laid a trap at the corner of Gali No. 11, Prakash Vihar, Karawal Nagar. At the instance of secret informer, accused Saddam @ Nepali above was apprehended. During interrogation, he revealed that he was arrested in case FIR No. 350/08, PS Ashok Vihar and after getting bail, he never attended the court and was declared proclaimed offender. He also disclosed that in order to avoid his arrest, he changed his address and started living in the area of Karawal Nagar, Delhi

Further, investigation/interrogation is in progress.

Saddam @ Nepali s/o Noor Islam r/o H. No. 111, Prakash Vihar, Karawal Nagar, Delhi is about 25 years old. In 2008, he had been arrested in the case of robbery at P.S. Ashok Vihar, Delhi. He has also been found to be involved in a case ofpreparation of dacoity at PS Malviya Nagar, Delhi.

AUTOLIFTER ARRESTED: TWO CASES WORKED OUT: TWO VEHICLES RECOVERED

With the arrest of one Salmaan @ Bandar, aged about 20 years s/o Late Mohd Guljar r/o T-14, 4th Floor, Shish Mahal, Delhi, Central District police has apprehended an auto-lifter and two vehicles have been recovered at his instance. Two cases ofMV theft have been solved with his arrest.

TEAM & INCIDENT

On 26.04.2013, an information regarding theft of a motorcycle was received at Police Station Chandni Mahal. The complainant Mohd. Shoaib s/o Mohd. Umar r/o T-15, Shish Mahal, Ganj Meer Khan, Chandi Mahal, Delhi reported that he had seen one Salmaan @ Bandar S/o Late Mohd Guljar R/o T-14, 4th Floor, Shish Mahal, Delhi stealing his motorcycle parked near his house and when he tried to stop him, Salmaan @ Bandar fled with the motorcycle. Accordingly, a case vide FIR No. 62/13 u/s 379 IPC was registered at PS Chandni Mahal and investigation was taken up.

TEAM

A team comprising of Inspr. Satender Mohan, SHO/ Chandni Mahal, ASI S.K Srivastva was constituted under the close supervision of Sh. Om Prakash, ACP/Darya Ganj, Delhi to nab the culprit.

INVESTIGATION AND INTERROGATION

During the course of investigation, it was learnt that the alleged has been absconding from his house. He was searched at all possible hideouts but no clue regarding the accused and the stolen property could be obtained. He was also not found involved in any criminal case, previously.

On 02.05.13 at about 06:30 PM, a secret information was received that Salmaan @ Bandar will come near Hanuman Mandir, Ganj Meer Khan, Chandni Mahal, Delhi. This information was further developed by the team and a trap was laid. At about 07:00 PM, at the instance of complainant one person who later revealed his identity as Salmaan @ Bandar was intercepted and questioned. Initially, he showed ignorance about the theft but on sustained interrogation, he disclosed that he had parked the stolen motorcycle at Asaf Ali Road and was planning to dispose the stolen motorcycle. On his instance, the stolen motorcycle was recovered. He was further interrogated for involvement in other offences, on which he disclosed that he had also stolen a motorcycle on 29.04.2013 from Shankar Gali, Sita Ram Bazar, Delhi which he had parked at Gandhi Market. On verification, a case vide FIR No. 65/13 u/s 379 IPC, PS Chandni Mahal was found registered in this regard also. On his instance, this motorcycle was also recovered.

Further investigation/interrogation is in progress.

Salmaan @ Bandar s/o Late Mohd Guljar r/o T-14, 4th Floor, Shish Mahal, Delhi is about 20 years old. He is illiterate and used to work as a book binder. Due to his meager income, he started stealing motorcycles to fulfill his desire of driving new motorcycles and also to supplement his income.

INTRODUCTION

The staff of police station Mahendra Park, Delhi has arrested a Proclaimed Offender namely Babu @ Mohd. Saidul @ Saidul Amin s/o Ahmad Hussain r/o Jhuggi No. 30D/249, H-3 Block Jh. Puri, Delhi, who was a declared Proclaimed Offender in three cases of murder, hurt and Arms Act vide case FIR No. 367/06 u/s 302/307/323/34 IPC P.S. Adarsh Nagar Delhi, FIR No. 679/01 u/s 341/323 IPC P.S. Jahangir Puri Delhi and FIR No. 542/98 u/s 25/54/59 Arms Act P.S. Jahangir Puri Delhi.

BRIEF FACTS

A team of officers of Special Cell led by Inspr. Jitender Singh under the supervision of Sh S.k. Giri, ACP has apprehended a high profile cheatRatan Lal Garera ( aged 48 years ) s/o Hari Ram r/o Pitampura, Delhi, who had duped more than 500 investors of their hard earned money to the tune of 20 crores. He was earlier involved in cheating, defrauding banks and in circulation of FICN. He was declared proclaimed offender in more than 10 cases. Commissioner of Police, Delhi has declared a reward of Rs. 50,000 for his apprehension.

Information was received that Ratan Lal Garera is hiding in Mumbai. A team led by Inspr. Jitender Singh rushed to Mumbai. On 2.05.2013, on the basis of specific information Ratan Lal Garera was traced near Parel area of Mumbai. He was arrested u/s 41.1(c) CrPC. Vide DD NO. 31 dated-02/05/2013,PS- Bhoiwada , Thane, Mumbai.

Ratan Lal Garera s/o Hari Ram r/o Pitampura, Delhi, was subjected to intensive interrogation wherein he revealed that he had formed a real estate developer company M/S Alka India Private Limited having its office at 908, GD-ITI Towers, B-08, Netaji Subhash Palace, Pitampura, New Delhi- 110034. His company was involved in construction of residential, Industrial and Commercial complexes and Infrastructure Development. He projected his company's vision to provide premium quality residential apartments and commercial buildings. He also projected company’s township projects having Commercial Complex, Multiplex, Residential Apartments, Villas, and Hotels etc in various parts of the country. In order to entice investors, he promised the completion of all the projects on time and also projected his company’s mission was to achieve total customer satisfaction by synergizing professional skills with personalized services. He gave an advertisement in all leading news paper of India regarding his new project “ TRIDEV CITY” near Patanjali Yogpith, Haridwar on 100 acres plot of land. The project gained huge popularity among the people. Ratan Lal Garera started pre-launch booking for the project and collected more than 100 crore rupees from more than 500 innocent investors. He neither acquired any land at Haridwar nor gave any plot to investors. Thus he duped the people of their hard earned money. When people started demanding their money Ratan Lal Garera went underground and avoided meeting the people from whom he had taken money. A case vide FIR NO. 371/10 U/s 420/406 was registered at PS Subhash Place, Delhi. Later he was arrested in the case. After that he again went underground and never re-surfaced. A reward of Rs. 50,000/- was declared by Commissioner of Police, Delhi for his apprehension.

He further revealed that earlier that he was CMD/owner of a listed company namely “H-Lon Hosiery Ltd.” The company sustained heavy losses in the year 1996-97 and it was closed. SEBI filed a case in the court of ACMM, Tis Hazari court against it’s Directors Ratan Lal, and his wife Gunjan Garera. Ratan Lal Garera along with his associates were recently arrested by the State CID sleuths Pune, Maharashtra, on charges of defrauding various banks of a whopping Rs 25 crore.

The investigation has also disclosed the involvement of Dr Avinash Magan, the Managing Director of the Haridwar based Yogi Pharmacy Limited and Ratan Garera, the Managing Director of the Delhi based H-Lon Hosiery Limited had cheated several people of Rs 100 crores. Many cases of cheating have been registered against them in different states. Investigations have also revealed that the racket used to operate at various places including Ahmedabad, Delhi, Haridwar, Pune and Mumbai. The Pune, CID has already conducted several raids in these cities and sealed documents pertaining to the property deals and share transactions.

Previous involvements:

Some of the cases he is involved in are as below:

  1. In the year 1996, Ratan Lal took a loan of Rs. 50 Lakh from UTI Bank, Connaught Place on the basis of forged property papers. In this regard a case vide FIR NO. 682/98 u/s 420/468/471/120-B IPC PS – Connaught Place,Delhi was registered against him.

2. Ratan Lal garera indulged in circulation of FICN with his associate namely Avinash Magan Owner/proprietor of Yogi Pharmacy, Haridwar and arrested by crime branch in 1999 with 12 Lakhs of FICN vide FIR NO. 462/99 u/s 420/489-B/C IPC PS-Ashok Vihar.
