Overall purpose of job:
To assist the North Lincolnshire CLLD Coordinator to provide an accurate financial and administrative management framework to support the North Lincolnshire CLLD programme to meet the needs of DCLG/DWP and North Lincolnshire Council.
Post holders will be expected to be flexible in undertaking the duties and responsibilities attached to their post and may be asked to perform other duties, which reasonably correspond to the general character of the post and are commensurate with its level of responsibility.
Main responsibilities:
  1. Undertake monitoring visits and complete monitoring reports for the LAG on the performance of individual projects and their activities.
  2. Operate and monitor systems in order to secure monthly information on the output and expenditure performance of the projects within the North Lincolnshire CLLD Programme.
  3. Gather information for the accurate monthly grant claims and output monitoring reports for the LAG Co-ordinator and LAG.
  4. Maintain a system that will ensure that North Lincolnshire CLLD Programme complies with legislation that deals with the collation of data and personal information.
  5. Provide support, advice and secretariat to the LAG.
  6. Develop a North Lincolnshire CLLD Programme web-site to publicise the LAG’s activities, incorporate social media links, create a database of interested stakeholders and promote opportunities for individuals to become involved in the LAG.

Knowledge, skill and experience:
The following knowledge, skills and experience are required:
Knowledge:
•Knowledge of grant programmes/funding streams
•Financial probity
•Awareness of business, voluntary and community sectors in the urban areas of North Lincolnshire
•Awareness of the Data Protection Act
Skills:
•Ability to use a range of IT packages including word processing, databases, e-mail and internet (preferably Microsoft Office)
•Ability to work on own initiative and prioritise workload
•Accuracy in dealing with financial and numerical information
•Ability to take minutes at meetings for the Board and working groups
•Excellent communication and interpersonal skills, with the ability to gain co-operation from a diverse range of individuals and groups
Experience:
•Experience of using electronic financial and information management systems
•Processing grant claims
•Providing comprehensive administrative support
•Working in a multi-functional environment
Creativity and innovation:
  • Update appropriate monitoring systems to ensure that expenditure and delivery performance is monitored to ensure the contract is met and that legislation compliance is achieved.
  • Processing of grant claims which occasionally may not be straightforward.
  • Makes suggestions regarding remedial action for failing projects.
  • The work is largely covered by laid down procedures/protocols and guidelines.

Contacts and relationships:
The post holder is required to maintain a range of relationships with the stakeholders involved in the programme. This will require supporting the Coordinator in dealing withenquiries which will require the post holder to be supportive and sensitive.
The postholder will be in regular contact to gain and give information between the following individuals/ organisations through face-to-face contact, telephone, letters, e-mail, reports, etc:
•DCLG and DWP and other funding bodies (quarterly)
•LAG Group members(monthly)
•Council Officers from North Lincolnshire Council (daily)
  • Organisations in urban areas in North Lincolnshire(weekly)

Decision making:
  • The post holder is responsible for monitoring projects and making recommendations to enable any failing project to meet the CLLD Programme’s needs.
  • There is a degree of autonomy in the job, under the guidance of the line manager.

Responsibility for resources:
The post holder will be responsible for:
•Laptop (value of £300)
The postholder will be away from the office approximately 25% of their working hours attending meetings, events and activities.
WORK ENVIRONMENT
Work demands:
  • The work is subject to strict fixed deadlines – for processing claims from the full range of public, community and private sector service providers.
  • Work must be prioritised around this task.

Physical demands:
  • Normal physical effort.

Working conditions:
  • The post holder will be required to work in a wide range of settings, predominantly indoors, but with little control over the working environment when working in other partners’ environments, eg. business premises, offices etc.

Work context:
  • Occasional risk to personal safety when at site meetings or at public meetings or when dealing with contentious issues at public events/consultations.
