FREQUENTLY ASKED QUESTIONS

·  What Projects Does the Registration Process Cover?

This process may apply to alterations, installations and maintenance work of various kinds as described in the Project Review Process Guide spreadsheet. Please review that spreadsheet for complete scope definitions. Here are some examples of work which would be subject to registration (in lieu of a TAA) through this process:

  • Small repairs and equipment/system replacements
  • Roof repair and replacement
  • Interior Fit-Outs (simple/small scale)
  • Wayfinding signs or certain other sign categories

THE DECISION ON WHETHER THE PROPOSED WORK QUALIFIES FOR REGISTRATION OR TENANT ALTERATION APPLICATION APPROVAL RESTS SOLELY WITH THE MASSACHUSETTS PORT AUTHORITY, which may, upon review of the registration form, and in its sole discretion, determine that the Tenant must instead obtain Tenant Alteration Application (TAA) approval for the work.

·  How do I register my project with Massport?

Applicants shall submit a Project Registration Form. The Registration Form and associated documents shall be submitted in electronic format only (electronic attachment to email, CD or thumb drive formats are acceptable). The following documents are required:

  • Project Registration Form completed by Massport’s direct Tenant, including information about the Subtenant which is proposing the work
  • A separate location plan or a plan bound with the documents indicating the location of the work.
  • Plans showing the full scope of work, signed and sealed as required by law by a design professional registered in the Commonwealth of Massachusetts
  • Insurance Certification indicating current General Liability coverage for the General Contractor and which names Massachusetts Port Authority as an additional insured party
  • Permits which are legally required by local, state and federal jurisdictions. It is the responsibility of the project team to determine which permits are required. When additional permits are obtained as the project progresses, copies of those permits shall be forwarded to Massport.

The application package shall be submitted to Ms. Jennifer Revill, Manager of Tenant Alterations . Please include the words “Project Registration Request for (Title of Project)” in the subject line of the email.

• How long will it take to review and what kind of approval will I receive?

Within one week of receipt of the Project Registration Form and associated materials, the Applicant will receive a notification that the project has been registered, and will include determinations on the following:

  • Confirmation that the project does indeed qualify for submission through the REAM Registration process, in the opinion of Massport; OR

Direction on how to apply for an alternate approval through Massport’s Tenant Alteration Application (TAA) process; OR

Disapproval of the project proposal with justification therefor, if deemed necessary by Massport.

  • Confirmation of the adequacy and completeness of the submittal, including a request for additional materials to correct or supplement the submittal, if necessary

·  What are the Applicant’s obligations once the Registration Form has been submitted and acknowledged?

Applicants must keep current with submittal of copies of permits obtained over the course of the project, and must also send notice of any significant project schedule or scope changes, or notice if the project is withdrawn or cancelled. A copy of the final building permit signoff or Certificate of Occupancy MUST be submitted to Massport once obtained.

·  How does this registration process relate to state building permitting requirements?

Projects which require a state building permit under 780CMR must obtain this permit. The authority having jurisdiction is the state building inspector of the Commonwealth of Massachusetts Department of Public Safety who is responsible for permits on all Massport properties. ALL building permit applications for construction on Massport properties are to be directed to Massport first for pre-review, after which a formal transmittal to the state building inspector is made. The Project Registration Form must be submitted prior to, or concurrently with, the building permit application, but as a separate submittal. Please do not include the Registration form with the permit application materials, as these are two separate approval/notification processes.
