The Sensational murder case of South Delhi Restaurant Manager solved: Two persons arrested: Cab used in crime recovered.

INTRODUCTION:

With the arrest of two persons namely

i)Rajesh @ Raju @ Farukh, aged 30 years s/o Kehar Singh Chauhan resident of Akshardham Appartment, Pocket 3, Sector 19, Dwarka and permanent resident of Village Panethi, Distt. Aligarh, UP; and

ii) Chandan Kumar Singh, 25 years s/o Gajadhar Singh r/o R-40/1, Vijay Vihar, Uttam Nagar, Delhi and permanent resident of Village Rajapur, P.O. Kodia, P.S. Basantpur, Distt. Siwan, Bihar

the South District police has solved the abduction and murder case of Sh. Kajal Chatterjee, aged 26 years, working as Asstt. Manager at Restaurant ‘Joy Luck Moon’ situated at 2nd Floor in Select City Walk in Saket. The Indica car No.DL-1 CK 0379 used in commission of crime, one country made pistol with cartridges, one knife etc. have so far been recovered.

INCIDENT:

Smt. Nilonila Chatterjee w/o Sh. Kajal Chatterjee resident of Bansal Niwas, 2nd Floor near K.S.M. Public School Main Road, Ghitorni, Mehrauli, New Delhi lodged initially a report of missing of his husband at P.S. Sakept vide DD No. 4A dated 27.9.10 when his husband did not turn up his home from his Chinese Restaurant Joy Luck Moon in the night and his cell phone was also found switched off. Next day she suspected foul play in his mysterious disappearance and got a case of abduction registered at P.S. Saket. The same night a separate information was received in police station Mehrauli that a person has been admitted in the AIIMS Trauma Centre with injuries. The information was attended to and on the basis of injuries found on his person a case of grievous hurt was registered at P.S. Mehruali. After a few days passed the injured succumbed to his injuries in the hospital and was identified as Kajal Chatterjee whose abduction case had already been registered at P.S. Saket. Later, the section of murder was also added and investigation was accordingly taken up. During the course of preliminary enquiry conducted from Smt. Nilonila Chatterjee, the wife of the deceased, it was revealed that her husband had hired some cab to reach to his house but later did not reach and his phone was also found switched off. This suggested that the cab people might be involved in the incident occurred with Mr. Kajal Chaterjee and motive of robbery may not be ruled out. In order to solve this gory incident several teams of South District were formed and a drive was launched against the cab drivers involved in such incidents in past.

TEAM AND ARREST:

A team of police station Lodhi Colony consisting of ASI Shashi Kant, HCs Mukesh, Vinod, Rajender, Rajeev Tyagi, consts. Umesh, Raj Kumar, Yudhister, Prakash etc. under the supervision of Inspr. Rajender Singh, SHO/P.S. Lodhi Colony and Sh. Vinod Kumar, ACP/Def. Colony was formed. The team developed intelligence and came to know that a few notorious criminals were using cars/cabs and offer lifts to passengers from road side, Metro Stations, ISBT, Gurgaon etc. and rob them of their valuables, their money cards, cell phones, cash etc. at gun point. The team got a specific information that one of such gangs is operating in an Indica car and would target Metro passengers in the evening at Aurbindo Marg near Jor Bagh Metro Station. The team laid a trap and intercepted the Indica car NO. Dl-1CK-0379 white color at 6 PM on 21.10.10. Two persons were found sitting in the car and on their personal search one country made pistol with two live cartridges and one knife were recovered. The car was also taken into possession when they could not give any satisfactory reply about its ownership. A case of Arms Act was registered at P.S. Lodhi Colony against both the arrested persons. The preliminary inspection of the car and the presence of blood on rear seat inside the car suggested that the incident did take place inside the car. A team of FLS has been summoned to examine the car.

INTERROGATION:

On sustained interrogation the arrested accused persons have disclosed that they were putting up in Dwarka area temporarily and working as Security Guards in Societies accommodation. Rajesh was still working as Security Guard attached to Safety Fort Security Company run by one Mr. Pandey in Pocket 3, Sector 19, Dwarka. Chandan had also worked for some time in the same Security Service and they both came to know each other through this company only. Chandan, a B.C.A. graduate had left the job of Security Guard and started working for a computer firm in Sector 12, Dawrka as Computer Operator. Rajesh had earlier been in jail for seven years in a sensational murder case of Murdala Tripathee resident of Kamla Market which took place in year 2000 in which he had strangulated the old lady in order to rob her in her house. In jail Rajesh came in touch with a notorious criminal Naveen who was already lodged there in murder case of Nandu Pehalwan over a property dispute. He was later arrested by Special Cell and spent many years in Jail. After release from jail he masterminded the present gang.

On 25.9.10 Naveen resident of Sultanpur, Mehrauli alongwith one of his close associates reached Dwarka in the above mentioned Indica car and met with Rajesh and Chandan. They all four boarded the Indica and reached Gurgaon in search of easy prey. They gave lift to one passenger from IFFCO Chowk and robbed him of his all valuables and threw him down near Chattarpur. They reached at ISBT the same evening and gave a lift to a passenger for Sarai Kale Khan but robbed him of his valuables on the way at gun point and also withdrew money from his debit card and pushed him down from the car near Lajpat Nagar. They were by chance intercepted by some police Gypsy finding the rear number plate muddy but they managed to slip them. Naveen and his friend dropped Rajesh and Chandan in Mandawali area in the night in a park and asked them to come next day evening at AIIMS for further spree of crime. Next day i.e. 26.9.10 they met at AIIMS and consumed liquor in the vehicle and reached again at IFFCO Chowk and gave a lift to one more victim. They robbed him of his valuables at gun point, withdrew cash from his ATM card at Sultanpur Metro station and dropped him near to Qutub Metro station. Mr. Kajal Chaterjee was their last target for the night and gave him lift in their said Indica car at M.G.Road. They took him to 66 foot road in Mehrauli area, robbed his cell phone, purse containing cash and his other credit/debit cards, documents etc. Mr. Chaterjee raised a little alarm which irked the trigger happy Naveen who shot him at his head and when he bleeded profusely, threw him down road side and they ran towards Gurgaon. On their way they disposed off all the blood stained clothes, seat cover, deceased’s cell phone, documents etc. and left Delhi for Haryana. Naveen and one of his associate are still absconding.

The vehicle recovered from the possession of the accused persons is the same Indica car which had been used in the commission of crime. Naveen has borrowed it from one of his friends and left it with Rajesh and Chandan before leaving Delhi for unknown destination. The vehicle would undergo for chemical examination by the FSL team.

The concerned police station has been informed regarding their arrest and disclosure. The further investigation is continued to effect recovery of stolen articles, blood stained clothes and to effect arrest of other absconding criminals.

RECOVERY:

1. One pistol (country made) with two live cartridges;

2. One knife;

3. One Indica Car used in commission of crime.

Whereas a large numbers of complaints are being received that
people purchasing liquor vends often start consuming in front of
liquor vend and at other public places. Venders selling eatable and
juices at time also station themselves unauthorizedly outside liquor
vends which further facilitate this undesirable activity. At times,
Baratis accompany Barats also openly drink liquor etc., on the Roads
while the Barats are moving. Drinking in public is a nuisance with a
serious potential to result in brawls and quarrels causing serious
injuries/death and damage to public and private property. This affects
the peace and tranquility of the area and creates problems in
maintaining law and order. It is also a punishable offence u/s 68 of
Punjab Excise Act-1914 (As extended to Delhi).
2. And whereas it is necessary to take speedily measures in this
regard to prevent danger to human life and safety and to
thwart/prevent untoward incidence that may affect the peace and
tranquility of the area.
3. Now, therefore, in exercise of the powers conferred upon me by
section 144 Criminal procedures Code, 1973 read with Govt. of India
Ministry of Home Affairs, New Delhi’s Notification No.
11036/1/2010-UTL dated 09.09.2010, I Ram Singh, Asstt. Commissioner of
Police, Sub-Division Gokal Puri, North-East District, Delhi do hereby
make this written order for strict compliance by the owners of such
liquor vends in the area of Sub Division Gokal Puri, North-East
Distt., Delhi.
a) Install CCTV with sufficient number of Camera and recording system
to cover up to 50 meters area in front of the shop. The CCTV should
monitor anyone consuming liquor, facilitating consumption of liquor or
any unauthorized vender stationed in the coverage area.
b) The CCTV system should become operational within 15 days from the
date of issue of this order.
c) The recording system shall preserve a digital record of CCTV
coverage for not less than 10 days.
d) The vend owner or his agent shall cause to copy the CCTV coverage
on a CD on a daily basis which shall then be handed over to the Beat
Constable of the area, against proper receipt in a register to be
maintained at the liquor vend.
e) Before starting sales for the day, the manager of the liquor vend
should ensure the CCTV system is in a proper working order and in case
any defect noticed, immediate action to get it rectified should be
taken. An entry should be made in the register and intimation in
writing should be sent to the police station simultaneously to be got
duly received from the Duty Officer of the police Station mentioning
Daily Diary Number on the intimation.
f) During the course of monitoring of the CCTV System, the Manager of
anyone specifically designated by the Manager for real time monitoring
of CCTV Cell immediately inform the police Control Room at Telephone
No.100 and also nearest police Station in case any illegal drinking in
public or unauthorized vendor is noticed in the CCTV coverage area.
g) The vend owner shall display prominently at least two bilingual
sign boards mentioning the drinking in public place is an offence and
standing of unauthorized vendors outside the liquor shop is strictly
prohibited. Telephone number of nearest police Station shall also be
mentioned on the signboards.
4. This order shall come into force with effect from
25.10.2010 and shall remain in force for a period of 15 days i.e. upto
08.11.2010 (both days inclusive) unless withdrawn earlier.
5. Any person contravening this order shall be punishable under
Section 188 of the Indian penal Code.
6. As the notice cannot be served individually on all
concerned, the order is passed ex-parte. It shall be published for
the information of the public through the press and by affixing copies
on the Notice Board of the offices of all Districts, Police Stations
concerned and the offices of the MCD, NDMC, PWD, DDA, DMs, FC,
Tehsildar etc.

Whereas information has been received that some people/groups may
indulge in activities prejudicial to the maintenance of peace in
North-East District, Delhi.
2. And whereas such activities may seriously endanger life and
property of the citizens and maintenance of law and order in the
North-East District, Delhi.
3. Now, therefore, I Ram Singh, Asstt. Commissioner of Police,
Sub-Division Gokal Puri, North-East District, Delhi in exercise of the
power conferred upon me under Section 144 Criminal Procedure Code,
1973 (No. 2 1974) read with Govt. of India Ministry of Home Affairs,
New Delhi’s Notification No. U -11036/1/2010-UTL, dated 09.09.2010, do
hereby make this written order prohibiting the carrying of ‘MASHAL’
i.e. torch carrying live flames or live fire candles or live fire in
any form in processions, rallies functions, in the entire area of
Sub-Division Gokal Puri, Delhi.
4. This order shall come into force with effect from 26.10.2010 and
shall remain in force for a period of 15 days i.e. upto 09.11.2010
(both days inclusive) unless withdrawn earlier.
5. Any person contravening this order shall be punishable under
Section 188 of the Indian Penal Code.
6. As the notice cannot be served individually on all concerned, the
order is passed ex-parte. It shall be published for the information
of the public through the press and by affixing copies on the Notice
