An ASUCD Senate Bill to allocate $500.00 to pilot the Plus Students extension of the Yolo County Bonus Bucks program in order to include recently enrolled students in CalFresh.

BACKGROUND: Yolo County recently became one of two counties in the country to receive a grant from the US Department of Agriculture to pilot the Bonus Bucks program. Bonus Bucks is a program designed to cut produce costs for CalFresh recipients by half of the purchase price in an effort to increase food and nutritional security at the countywide level.

The grant funding serves as a pool by which the discount of the program is subtracted from the grant. For every purchase, that amount of discount is subsidized by the grant funding. The pilot program continues until the entire grant pool is exhausted.

However, to contain the pilot, the Bonus Bucks program limits recipients to those enrolled in CalFresh up to the month of August 2016. This may constrain those students who recently matriculated to the university or are part of the Yolo County CalFresh office’s effort to increase its enrollment among the student population. Davis’s CalFresh enrollment is one of the lowest statewide, which is contrary to the ACHA data that identifies one in three students as food-insecure. This project serves to increase CalFresh enrollment among the undergraduate students by including them in the pilot as an extension.

This allocation is designed to match a proposal by Yolo County Health and Human Services Office to redouble the pilot extension funding.

Section 1. The ASUCD Senate hereby allocates $500.00 from Senate Reserves towards the grant pool of the Plus Students extension to the Bonus Bucks pilot program.
