Location: Field-based in South Asia and/or Sub-Sahara Africa

Summary of Role:

METRe is seeking aM&E Programme Manager. This is a senior role, reporting and working under the direction of the Head of METRe, Professor Joseph Valadez. The post-holder will be field based and will provide leadership and management at field level for any assigned METRe project in South Asia and/or Sub-Sahara Africa. METRe has had a long term presence in India, Uganda and South Sudan, with field offices and staff in these countries. In addition, the post-holder may be required to deliver short-term Technical Assistance throughout sub-Saharan Africa. The M&E Programme Manager may manage all stages of the project cycle for a given project, or be called upon to manage a specific stage, such as start-up and project initiation, a specific deliverable or work package, or project closure. In such circumstances, it may be necessary, to take over, handover or work collaboratively with other Country Project Managers. The post-holder will be expected to be involved in business development, scoping new opportunities, and engaging with donors and partners at field level. S/he will also contribute to project design, proposal development and budgeting.

Specific Tasks:

  • Oversee overall planning and execution of a project according to the work plan.
  • Leading a small project team, be responsible for day-to-day implementation of field-based technical assistance and research in the areas of LQAS, Health Facility Assessments, and the blending of HMIS and LQAS data to enhance the power of estimators.
  • Identifying short-term technical assistance needs based upon the project work plan. Identify local and regional consultants as required. Liaise with HQ to identify international consultants and to ensure consultant contracts are in place.
  • Develop Terms of References (TOR) for consultants. Ensure TORs are consistent with work plans and deliver on project objectives.
  • Oversee the performance of staff and consultants in the field. Ensure consultant’s technical reports meet donor and stakeholder requirements.
  • Produce high quality technical analyses and reports and disseminate materials appropriate to stakeholder needs, presenting analysis, and providing recommendations related to research findings.
  • Represent LSTM inproject countries withthe Government, the donor, development partners, NGOs and other stakeholders and provide high-level liaison and negotiation functions to meet project objectives.
  • Oversee management and utilisation of all in-country project resources. Adhering to LSTMs policies and procedures.
  • Coordinate overall capacity development, support and skills transfer tostaff and partner institutions.
  • To lead new business development for METRe in project countries, in co-ordination with the Head of Metre. Collaborate in the development and submission of technical proposals.
  • Lead the establishment and implementation of the Professional Certificate Courses in Lot Quality Assurance in designated countries.
  • Contribute to publications and disseminate group research findings on community health internationally. Undertake communication activities that will expand areas of operation and improve visibility of LSTM.

Experience / Substantial experience in management of health programmes, at a senior field leadership role, in both South Asia and Sub-Sahara Africa.
Experience of working in India, South Sudan and Uganda.
Experience of delivering short-term technical assistance across South Asia and Sub-Sahara Africa.
Extensive experience in managing LQAS projects.
Experience of survey methodologies, at a field level especially LQAS, HFA and KPC
Proven experience of project management with responsibility for financial management and budget control of long-term programmes
Experience of establishing partnership and networking
Proven experience to coordinate with senior level Ministry of Health (MOH) officials (e.g. Mission Director, Director General etc.) and across number of stakeholders.
Experience in leading and managing a team of staff and influencing peers positively. / E
