TECHNICAL BID AND FINANCIAL BID REQUIREMENTS FOR CONSTRUCTION
OF
THE SUPPLY OF POLYCRETE (PFRC) MANHOLE COVERS/ SLABS
OF DIFFERENT SIZE AND THICKNESS AND LENGTHS
Tenders are invited from the reputed, experience, well equipped Polycrete (PFRC) products manufacturing/dealer firms (having vibratory casting machine)/factories (having sufficient place and arrangement for curing and drying)/company/individuals/ partnership firms/legal identity, registered in any concerned state/central government department.
The tenderer/bidder should give a detailed technical proposal to supply the above Polycrete (PFRC) manhole covers/ slabs as per the technical bid. The financial/commercial bid shall be opened after the approval of technical bid from Nagar Nigam Dehradun.
All the bids shall be examined and evaluated first technically and as per the cast supply experience and others relevant factors related to fabricaton of Polycrete (PFRC) precast products. Before the finalization of tender, factory visit may be done for the complete satisfaction of Nagar Nigam Dehradun. Details to be provided with the technical bid.
TECHNICAL BID REQUIREMENTS
1-Supply details of similar types Polycrete (PFRC) manhole covers/slabs etc. already completed by tenderer or ongoing supply orders;List of the department of similar types of supply already completed or in progress.

2-Completion of supply of Rs 50 lacs or more of Polycrete (PFRC) manhole covers/slabs during last 2year Performance certificate copies or order copies issued by competent authority.

3-Preference will be given to firm or supplier who is registered with director of industries of any State Government/Central Government. A copy of the order of empanelment must be attached.

ENVELOPS TO BE USED FOR “TECHNICAL” AND “FINANCIAL/COMMERCIAL” BID AND MODE OF SUBMISSIONS
Separate sealed envelopes should be used for “Technical Bid” (QUALIFICATION), Envelop “A”, and “Financial/Commercial Bid”, Envelop “B” and both the envelopes A and B are to be kept in a Bigger envelope, which is to be sealed at the time of submission. Open envelopes will be canceled. The envelopes must be addressed to Executive Engineer, Nagar Nigam Dehradun.
Tender can be submitted to the Nagar Nigam Dehradun public work department office Nagar Nigam Dehradun before the stipulated date and time. Tender can be submitted by registered post or speed post or courier services or by hand to the tender box/PWD office, Nagar Nigam Dehradun or to Executive Engineer office room before the stipulated date and time. After the stipulated date and time, the tender will not be considered. Delay due to postal services will be the liability of the bidder/tenderer.
Only the rate or “Financial bid” of such supplier/bidder shall be opened or considered, those who will qualify in the “Technical bid”

We hereby submit our offer for the above mentioned tender, we have examined the nature, details and specifications for the supply of Polycrete (PFRC) manhole covers/ slabs of different size and thickness at the designated place within Dehradun City and have carefully noted instructions and conditions mentioned in the tender document. The supply will be as per the relevant BIS specifications. The complete tender document is being submitted in original issued by Nagar Nigam Dehradun to us/downloaded from the Nagar Nigam Dehradun website. Tender document are enclosed in sealed envelopes “A” and “B”, instructed in the tender document.

(A)- EARNEST MONEY AND VALIDITY OF TENDER
1-Each tender shall be accompanied by the requisite earnest money in form of bank guarantee/FDR or NSC/CDR/receipt of Nagar Nigam in favour of A.O, Nagar Nigam Dehradun.
2-Without requisite earnest money tender is liable to be disqualified
3-Earnest money shall be retained upto the expiry of the contract period and three months after the completion of supply.

CASTING AND OPENING OF TENDER
- The tender should be neatly written, preferably typed every page of tender document should be signed with seal the rates must be quoted in words also.
- Nagar Nigam Dehradun reserves the right to reject any or all the tender or accept any tender after analyzing the technical bid and financial bid in total or in part of work may be decided among various tenderer without assigning and reason.
- Nagar Nigam Dehradun has a right to change, substitute and delete any item, their specification and quantity in the interest of the development works.
- The proposed supply shall be as per the relevant BIS specification and detail given by Nagar Nigam Dehradun and if any details are further required then DI and BIS specification/relevant codes/CPWD or DSR will be referred.
- If required then regular compressive strength test/or any required test are to be performed before lot payment from Sriram laboratories New Delhi/IIT Roorkee/Govt. approved lab. Required payment for the testing will be born by the tenderer/supplier.
- Nagar Nigam Dehradun has a right to change the date of opening of technical and or financial bid at any time or any terms and condition in the interest of public.
- The tender must give the name, address, place of business, land and mobile no, E-mail, website. The representative should bring the authorization letter from the tenderer having representatives attested signature (this detail is compulsory to ensure the proper communication between the bidder and the Nagar Nigam Dehradun in the interest of speedy completion of supply).
- Any approach/undue pressure by any tenderer shall render the tender liable to be rejected.
- Any tender who deviates from given, terms and conditions and technical specification specified in the tender document shall be liable to be rejected.
- On acceptance of the tender, the tenderer will be required to execute an agreement which will be treated as contract for the tenderer supply on non judicial stamp paper (supplied by the lowest tenderer) of required value, as per State/Central GO’s provisions within the stipulated time.
- The tendering firm/company should be registered under the relevant statues by the relevant competent authority. The firm must attach attested copies of the Registration Certificate and partnership deed/Memorandum of Association as the case may be.
- The tenderer must quote the rates for the Polycrete (PFRC) manhole covers/ slabs inclusive of all taxes and duties, i.e central, state and local taxes /testing charges for at Dehradun Nagar Nigam, store or designated place within the municipal limits.

The bidder must give an affidavit that he has not been or is not black listed from any Government or Semi Government Department/Corporation
