Bureau of Delinquent Revenue Debt Collection Software RFP

Request For Clarification/Question / CCSF Response
1. / How will the Office fund this effort? / We anticpate using the general appropriations process to secure the funding for the project.
2. / Name of the vendor who provides the current software? / The vendor of the software we currently use is Columbia Ultimate.
3. / Are there other systems/software that will need to be upgraded and/or replaced in order to integrate with the new Collections Software? / We are not aware of any software upgrade or replacement requirements at this time.
4. / Does the solution have be run on the Jbase database? Or support the monitoring tools? Our solution runs on Oracle 12c and SQL Server. It has not been certified on Jbase. Can you please confirm if the solution must run on the Jbase database? / SQL server is the preferred database. (Note: Please specify currently support SQL server application).
5. / Please confirm how many users will need access to the debt collection software. Is the user license requirement the same as outlined in the RFI question responses? / Yes, it is the same. We expect approximately 100 full time concurrent users and also have a web-based version with an expected 300 inquiry only users.
6. / What is the Contract award date? This will affect pricing expiration. / We are unable to provide a specific contract award date at this time.
7. / The RFP request bid document website has, as attachments, the software and professional services agreements that will be executed with contract award recipient. Is it expected that these executed or redlined documents be returned with the RFP response? / Providing this information will expedite the contracting process, but is not required to be returned as part of the RFP response.
8. / In order to estimate the costs of professional services, project management, implementation, training, conversions and integrations, a discovery session will be required. Will there be an opportunity to conduct discovery with the business unit for the purposes of the RFP response? / No. These are topics for discussion in the next step of the RFP process, after the responses and presentations are completed.
9. / JBase compatibility requirement. Does JBase remain in place or is this requirement for migration and/or conversion from the existing debt collection application? / JBase will not be required in the new system. This requirment is for data migration and/or conversion from the existing debt collection application.
10. / From the previous RFI we understand that Columbia Ultimate is the current incumbent for debt collection software.Which dialer is currently being used? Multi-Media requirements for email or chat interaction types, in additional to Dialer? Supervisor Monitoring requirement for employee coaching, call monitoring, call assistance? Any compliance or quality management recording requirements? / The dialer we are currently using is integrated into the collection software. While we do not currently monitor or record phone calls the current dialer does have a call monitoring feature. It does not include a multi-media communications feature.
11. / Only CMD Forms are being requested to submit in hard copy. Should hard copies of the proposal response be submitted as well? / The proposal response does not have to be submitted in hard copy.
12. / Format & Content Question #3 says: "Complete the chart from Section II Scope of Work of the RFP and include a detailed response to the critical features requested in Section II. There are no charts listed in Section II, only bullet items. There are charts in Section III however. Are these the charts being referenced? / Yes, the “Essential Features” and “Desired Features” charts in section III are what we need the responses on.
13. / Format & Content Question #3 says: "include a detailed response to the critical features requested in Section II." Critical Features are listed in Section III, but only Yes and No boxes are provided. Where should detailed responses to critical features be included? Is it acceptable to add a column to existing tables for detailed responses? / Yes, it is OK to add an additional column to enter the relevant details to the features or submit an additional attachment.
14. / Is a detailed response required for desired features or only critical features? / A detailed response is required for the critical features. It is also OK to provide a detailed response on the desired features as well.
15. / Critical feature 1.Conversion Utilities… API Standard - is this a standard that the City/County desires to utilize or will the awardee present their standard API? / Respondent will provide their proposed solution on this RFP.
