TENDER NOTICE : FOR PROVISION OF FIVE NOS SOLAR STREET LIGHTS TO OLD PABRAM VILLAGE, TAMENGLONG DISTRICT (MANIPUR) COST RS. 1.75 LAKHS UNDER ASSAM RIFLES CIVIC ACTION PROJECT FOR THE FY 2016-17 (PROJ NO MP/91145/2016-17)

1.Sealed tenders are hereby invited ‘by hand’ for ‘Provision of Five Nos Solar Street Lights to OldPabramVill, District Tamenglong (Manipur) Cost of Rs. 1.75 lakhs under Assam Rifles Civic Action Project for the FY 2016 – 17 ( Project Iden No. MP/91145/2016-17) form the interesting firms/consultants as per details listed in appendix to this tender notice.

2.The tenderer should quote on rate and should send one tender only. The rate should be written neatly both in figure as well as also in words. If there is any alteration should be authenticated with the initial of the tenderer failing which the tender is likely to be rejected.

3.The tender must accompany the following documents without which the tender will be rejected :-

(a)Income tax clearance certificate for the assessment year 2015-16 issued by the income tax department. If the tenderer is exempted for the income tax a certificate from the competent authority be obtained to that effect.

(b)A power of attorney in favour of signatory of the tender if the tender is signed by any other person/persons other than the actual tenderer or on his behalf of a first along with the signature attested by the Gazetted Officer.

(c)Tender fee Rs. 100/- (Rupees one hundred) will be deposited by the tenderer into Commercial bank/Treasury under head ‘2055’ Police Assam Rifles Tender fee – Miscellaneous and one copy of the challan should accompany the tender in favour of the Commandant 23 Assam Rifles, C/o 99 APO. Payment in no other form shall not be accepted.

(d)A sum of Rs 3,500/- (Rupees three thousand five hundred only) as earnest money i.e of total value of the contract will be deposited by the tenderer in the form of deposit at call receipt in favour of the Commandant 23 Assam Rifles, c/o 99 APO and will accompany the tender.

(e)An attested copy of the passport size photograph of the signatory of tenderer shall have to be affixed on tender form.

4.The tenders will be received in a Two bid system (Technical Bid and Cost Bid) at 1000 hrs on 14 Mar 2017 at Bn HQ 23 Assam Rifles, Tamenglong (Manipur).

(a)Technical Bid. First cover (to contain the following Technical Bid) will open at 1030 hrs on 14 Mar 2017.

(i)Tender Fee.

(ii)Earnest Money

(iii)Tender Notice form No. 101 duly signed by the tenderer in all pages with stamp and date.

(iv)Pan Card No alongwith photocopy attested by Class-1 Gazetted officer.

(v)Financial stability certificate form scheduled/nationalized Bank mentioning the approximate value upto which the tenderer is capable undertaking the contract.

(vi)Power of attorney (if the tender not signed by the actual tenderer tender is submitted on behalf of a firm).

(vii)Passport size photograph of the tenderer pasted duly attested by Class-1 Gazetted officer.

(viii)Valid Trading License/Registration certificate.

(b)Cost Bid. Second cover to contain the following (Cost Bid Schedule No. 01) will be opened on evaluation of technical bids tenders.

(i)Price/rate of the items in tender notice from or on letter head pad of the tenderer or firm.

(ii)Details of rates taxes duties discounts, if any quoted by the bidder. These details should be submitted on tender form obtained form this unit (23 Assam Rifles) or on the letter head pad of the tenderer.

5.On finalization of the contract, the successful tenderer will have to furnish security deposit at the rate of 5% (five percent) of the total value of the contract by depositing amount in any scheduled/Nationalised Bank in favour of the Commandant 23 Assam Rifles, c/o 99 APO.

6.If successful contractor fails to deposit security money and sign the contract deed within the stipulated date, the earnest money deposited by thim will be forfeited to the state and tenderer will be debarred form entering into contract with Assam Rifles for a period of two years.

7.If the approved contractor fails to comply with the terms and conditions of the Tender Notice, he shall be liable to make good of the loss sustained by the Department as a result of failure of the contract.

8.Tender forms will be available in the office of the undersigned on any working day from 0830 hrs to 1400 hrs which will be issued on production to tender fee challan as per Paragraph 3 (c) above. Any other information required by the tenderer may be obtained from the office of the undersigned on any working day.

9.The tender must be furnished under a strong security fastened, sealed with distinctive device. Technical bid and cost bid be put in separate sealed covers marked as ‘Tender Form for Provision of five solar street lights to OldPabram village, District Tamenglong (Manipur)’ cost of Rs. 1.75 lakhs under Assam Rifles Civic Action Project for the FY 2016 – 17 (Project iden No MP/91145/2016-17). The tender should reach in the office of the Commandant 23 Assam Rifles, c/o 99 APO at Tamenglong (Manipur upto 1000 hrs on 14Mar 2017 and will be opened on the same day at 1030 hrs in presence of the tenderer or authorised representatives.

10.The Commandant, 23 Assam Rifles reserves the right to cancelled/reject any tender without assigning any reasons thereof.

11.The tender must quote their rates in figures and should be inclusive of all taxes. The rates once quoted will be valid upto 31 Mar 2017.

12.Liquidated Damages (LD). In case the firm does not completed the supply order within the delivery period liquidated damages will be charged @ 0.5% per week or part there of the total value of stores upto maximum 10% of the total value of stores undelivered.

13.Token Liquidated Damages. In case of circumstances beyond the control of the vendor at the sole discretion of the purchaser. Token Liquidated Damages upto 10% of the normal liquidated damages may be imposed by the Competent Financial Authority. The circumstances which allow token LD to be imposed will be decided on case to case basis by the competent financial authority and his decision shall be final.

1.I/We hereby agree to abide by all terms and condition of the 23 Assam Rifles Tender Notice published in dated 27 Feb 2017 issued by Commandant, 23 Assam Rifles, for Provision of Solar street Lights to OldPubram Village, Tamenglong Dist (Manipur) to 23 Assam Rifles as mentioned in the schedule 01 for the year 2016-17 in response to which I/We have submitted this tender.

2.I/We the undersigned, do hereby also agree, in case of acceptance of this tender to supply contracted items as per instructions given in the schedule and in the schedule in accordance with terms of tender notice dated 27 Feb 2017 issued by Commandant, 23 Assam Rifles in response to which I/We, have submitted this tender at the rates noted against each tendering the full period of currency of the contract.

3.I/We attached hereby the following documents as required under clause No. 4 of the aforementioned tender notice.

(a)Tender should quote their PAN (Permanent Account Number) card number issued by income Tax Department of their jurisdiction and submit attested photocopy of PAN card.

(b)Upto date Financial Stability Certificate from any Scheduled/Nationalized Bank Mentioning the approximated value upto which the tenderer is capable to undertake contracts, in case any tenderer submits more than one tender under different schedule, the Financial Stability Certificate must exceed the total value of all the tenders.

(c)A power of attorney in favour of signatory or signatories of the tender in case the tender is signed by a person of persons other than actual tender or on behalf of a firm/company the tender’s signatures(s) must be attested by a class – I Magistrate.

(d)A passport size photograph of the signatory of the tender shall be pasted and will be attested by a Class I Gazetted Officer.

(e)Copy of upto date Trading License duly attested will be attached except in case of the schedules pertaining interior locations where authority for issuing of raping license are nto existing. Notwithstanding, the same Valid Trading License for areas where trading license for respective State Govt is mandatory should be submitted.

(f)Tender fee/copy of challan duly attested will be enclosed with each tender.

Note :- In the event of submission of photocopy of any of the document, the same should be countersigned by any class I (One) gazetted Officer.

4.In the event of tender being accepted, I/We for the contract to be operative and binding upon me/us from the date of social communication of acceptance by Commandant without prejudice to the signing of formal contract deed within 05 days and furnishing the security deposit, failing which I/We further agree that the offer of contract shall be deemed to be evoked and earnest money forfeited.
