Public Comment on ENML standard
XML aware use case:
The current schema is rooted in a manner that assumes notarized content will be encoded and placed within the notary schema, rather than the possibility of the notary schema being included in an XML aware instance document. An additional root node is one possible resolution of this conflict. The TC will request a suggested update from MISMO.
Reuse of CIQ TC vocabulary for names and addresses:
eNotary could request that the QIC TC chair make a presentation regarding their work on a future eNotary call. A determination could then be reached as to whether or not to use the QIC structures. Arshad has indicated he could update the ENML specification with these new structures relatively quickly.
John Messing indicated he would be reluctant to make changes until we know there will be broader buy-in by including the QIC structures.
Dr. Leff stated that the eContracts TC found there are about 5-6 standards for name and address to choose from within the OASIS family of standards.
Rolly Chambers felt the eNotary TC should respond to the QIC TC comment (referencing our attempts to align with NIEM and PRIA/MISMO). Also that ENML can be transformed to CIQ via XSLT.
Proposal by Western Illinois University

The proposal is based on use of PKI infrastructure:
John Messing raised concerns about the Arcanvs patent(s)
Recommends use of symmetric key with embedded XML
Dr. Leff inquired regarding key management issues
Will Secretaries Of State take leadership there?
Mark Ladd raised the comment made by MISMO’s Chief Architect during the comment period. Specifically that wrapping the Notary element around a structure that has been encoded is an obstacle to MISMO utilizing ENML. Mark indicated that he could likely get the MISMO Architect to participate in a future call.
Marc Aronson stated that Notary Public Administrators, as a group, don’t know about LegalXML. We need to do some outreach to them. Would probably need to call Mike Smith (NPA from Georgia) directly.
2009 LegalXML budget / Promotion of eNotary Standard
We provided some possible dollar figures for conference attendance and some marketing assistance from OASIS staff. Since then Arshad has left OASIS and we received the proposal from WIU.
Retaining Arshad – probably still interested. Need to get details re: cost/hours
WIU – additional options could be pursued in addition to what is listed in the proposal. The TC will need to determine what its focus wants to be.
