The North Carolina Medical Board held its regularly scheduled December 2011 meeting at the Board's office located at 1203 Front Street, Raleigh, NC 27609. Ralph C. Loomis, MD, Board President called the meeting to order on Thursday, December 8, 2011, at 8:00 a.m. Board members participating were:, Paul S. Camnitz, MD; Thomas R. Hill, MD; John B. Lewis, Jr., LLB; Peggy R. Robinson, PA-C; Eleanor E. Greene, MD; and Cheryl L. Walker-McGIll, MD. Also attending were Fred Morelock, Independent Legal Counsel to the Board; R. David Henderson, Executive Directorand Thom Mansfield, Board Attorney.

Presidential Remarks:

Dr. Loomis commenced the meeting by reading from the State Government Ethics Act, “ethics awareness and conflict of interest reminder.” No conflicts were reported.

Motion:

Cona, Costantino Dino, MD

Asheville, NC

The Board was represented by Todd Brosius. Dr. Cona was represented by James Wilson.

The Board considered Dr. Cona’s Motion to Dismiss the Notice of Charges and Allegations against him.

The Board voted to deny the Motion to Dismiss.

Proposed Settlements:

A motion passed to close the session pursuant to Section 143-318.11(a) of the North Carolina General Statutes to prevent the disclosure of information that is confidential pursuant to Sections 90-8, 90-14, 90-16, 90-21.22 of the North Carolina General Statutes and not considered a public record within the meaning of Chapter 132 of the General Statutes and/or to preserve attorney/client privilege.

The Board discussed a matter regarding potential litigation to provide the Legal Staff with directions.

A motion passed to return to open session.

Reece, Donald B, MD – Morehead City, NC

The Board was represented by Todd Brosius. Dr. Reece was represented by Tobias Hampson.

The Board voted to accept the proposed Consent Order.

Hearing:

Doshi, Vasant Narottam, MD – Asheboro, NC

The Board was represented by Patrick Balestrieri. Dr. Doshi appeared pro se.

Dr. Doshi was charged with unprofessional conduct for failure to reasonably respond to Board inquires.

The Board voted to Indefinitely Suspend Dr. Doshi’s medical license.

Attorney’s Report:

A written report on 121pending cases and82executed cases was presented for the Board’s review. The specifics of these matters are not included as they are non-public. The Board accepted the report as presented.

A motion was passed to return to open session.
