RESOLVED to APPROVE and SIGN the minutes of the meeting of 6thApril 2017.
17COMMUNICATIONS
DISCUSSED Meeting undertaken with Helen Johnson and Adrian Verral at TDC
The following points from the meeting were relayed to the committee:
- Thanet District Council would be upholding and continuing the Green Wedge policy in the Local Plan. However, TDC would be happy for the Neighbourhood Plan to look at ways of supporting this policy with additional Broadstairs based criteria.
- TDC outlined that some Objectives had come under scrutiny by Planning Inspectors for being too restrictive and this was against NPPF principles, this was especially the case when objectives used the word ‘protect’
- That we needed to make sure that any consultations were undertaken within guidelines and evidenced, for example take a photographs of posters on notice boards.
- That TDC would now undergo the Environmental Impact Assessment and Habitat Regulations Assessment, utilising the draft Vision and Objectives and because we have minuted that no sites will be allocated.
It was set out that the next Neighbourhood Plan Forum at TDC would be held on the 1st June 2017, Peter Lorenzo was planning on attending and potentially the Town Clerk.
18ISSUES AND OPTIONS (IO) REPORT
DISCUSSED the Town Clerk set out all of the work that had been undertaken since the previous meeting. This included removing all references to the word Parish, updating all of the questions in the Policy section of the plan, re-ordering the objectives so that they were in a more understandable order. The Town Clerk had also started drafting the early sections of the plan, and although this needs a lot of work it does provide a clear plan structure.
Cllr Dexter identified the missing ‘strategic route 12’, asB2052 From George Hill Road at the junction of Botany Road (Margate/Broadstairs boundary) to North Foreland Road at the junction of Lanthorne Road, and said this had been sent to the Town Clerk. The Town Clerk apologised for missing this and said she would circulate with the group and then minute it at the next meeting in June.
Policy Section: It was identified that a proposed question on ‘important spaces’ should be included in the Policy Section of the plan and should have been discussed in April, it should include green spaces and ‘other’ important spaces. The full list of green spaces which had been sent to TDC should be replicated in the IO report and people asked to comment on them and identify other spaces. The committee members suggested that there should be two questions and suggested the following wording, with the Town Clerk to finalise:
- Are there any Local Green Spaces that need protection? Why are these spaces important?
- Are there any other important spaces in Broadstairs and St.Peter’s, which are not green spaces? Why are these spaces important?
AGREED Question 16 relating to the Design Statement. It was agreed by the group that this question needed to be looked at again as it was a leading question and wouldn’t provide useful answers for analysis.
Project Section: questions for the policy section were discussed in length and it was identified that the transport section needed to be a more positive stance on wider transport issues within the area. AGREED that the transport section shouldn’t tackle issues that the NP couldn’t resolve. Town Clerk to look at cycling, bike stands, buses, double yellow lines, shuttle buses, park and ride, provision of public transport to beaches, land train etc.
AGREED that the section on Anti-social behaviour should be an open question asking the reader to identify what they consider to be anti-social behaviour and where this is located in the area. Suggested question:
- Have you experienced/observed any behaviours that you feel are anti-social? Provide locations to support your answer
AGREED to look at potential writing a list of projects for the Town Council to undertake, to be agreed if this is the correct approach at a future meeting.
RESOLVED that the Neighbourhood Plan Issues and Options report be formally agreed at the 24th July2017 Council meeting to go out for consultation over the summer holiday for 8 weeks.
Town Clerk to send out first draft a week before the June meeting.
19BACKGROUND DOCUMENTS
The sub-committee DISCUSSED the Design Statement. The Town Clerk said that consulting on this at the same time as the Draft Neighbourhood Plan would be a good approach. Town Clerk, Cllr Dexter and Peter Lorenzo to set a date to meet and discuss the Design Statement as some parts of it should be included in the Neighbourhood Plan
