/ Financial Report
Current budget update for September
Approval of bills for August 2017
Position / Brad Vold distributed copies of the MCICC Budget Calendar Year 2017 update. He explained there’s nothing glaring to note. Spending is OK; not out of line. Mid-State Education has requested money but hasn’t received it yet. John Phelps will ask his staff to request their funds; he will ask Earl to call Jim at MCSS. Brad related all funds need to be distributed; others have requested to receive funds.
Nicole Kern made a motion to approve all August bills and Simoine Bolin seconded, motion carried.

/ Birth- 5 School Based Mental Health Services Model Proposal – Initiative Foundation / After discussion, it doesn’t sound like Northern Pines has been out to visit any of the schools yet. $5,000 was received from Initiative Foundation for Early Childhood screenings that was used for Stacy and Becky’s trainings. Brad participated in a call with the Mille Lacs band, Initiative Foundation and MARDAQ to discuss what we did with the prior funds and it sounds like they are looking to access more funds from MARDAQ to provide some more funding to local agencies for Early Childhood. Mid State requested more funding to continue Early Childhood activities. A decision should be received by mid to end-October. Mary Fletcher from Mille Lacs Band of Ojibwa was in attendance; Mid State also serves Onamia Schools. These are two separate grants, one for each area (MCICC and Onamia).

/ Juvenile Program- Nicole Kern / Nicole distributed a handout showing Juvenile Drug Testing Grant results for all of 2016 and for 2017 through August. Because of the synthetic Marijuana being produced, in 2016 there were more negative test results. This is because they keep changing the ingredients and the testing has trouble keeping up with the changes. In 2017 there was more synthetic Opioid which again causes more negative results due to the many changes in ingredients used. To date, they are close to spending 50% of the budget, but expect to spend all by the end of the budget. Nicole requested to please keep this money in the budget.
Nicole then reported on the Juvenile Restitution Fund. This money is used when a juvenile doesn’t have the money to pay restitution to a victim. However a lot of victims are submitting the damage to their insurance company and receiving payment there. Also finding that many Morrison County kids work and prefer to pay the restitution instead of using these funds and doing the required community service work. There is a need to find a way to continue funding this fund. No additional funding is being requested at this time but wish to continue keeping money in the fund.

/ 2018 Budget / Brad distributed the preliminary 2018 budget to the members. The MCICC Coordinator position of .5 FTE was discussed. This week a proposal was taken to the Morrison County Planning Session to move the position from Public Health to Social Services where it could be combined with another .5 position there. It will be rated at less pay with the Supervisor duties removed. The .5 in Social Services replaces Marilyn Keith’s former position of prevention / intervention for the juvenile justice program which consisted of two nights each week and a family component with the kids for about 20 hr/week. The MCICC position is about 20-25 hr/week. The two areas fit together well. There will be review again at this meeting next month, with more point by point discussion.

/ November Retreat Agenda Items:

§  Review Strategic Plan / The date for the November Retreat is Tuesday, November 21, from 10:00 a.m. to 3:00 p.m. at TCC. Michelle Tautges sent a calendar item to members. There will be menus for selection of lunch items.
The State will have funds available for kids in foster care; we have the framework from another county. Simoine will bring whatever she received on this subject.
Jerri Hoose will attend to present about the new ASQ Enterprise website; she will bring the latest statistics.
Because of the November 21 retreat date, there will be NO meeting on Wednesday, November 1.
Brad will ask Laura from Northern Pines to attend.

/ CTIC Training: Simoine / Simoine reported she reached out to the MN Department of Education and a training will be setup through Mid-State for Human Services case managers and County social workers dealing with kids ages 16-21 covering transition basics, potential impacts on agencies, and inter-agency coordination. The training will be held in the Lindbergh Rm at CHI St. Gabriel’s Hospital which accommodates about 40. If more than 40 register, then may need to move to Falls Ballroom. The Hospital kitchen will provide lunch if the meeting is held there. It was discussed if we should invite workforce center and MN CEP also?
CTIC will be meeting soon. Simoine will work with Mary Margaret Mathers and Brad on this meeting.

/ Other items / Simoine Bolin distributed MARSS (MN Automated Reporting Student Services) system information with coding for students in shelter care. This provides the ability to fund for students not in special education.
Annual Mental Health Provider meeting is done every fall after school starts and focuses on children, to review services and meet staff. It’s for existing and new school staff. Especially good for new staff. The topic of sex trafficking has been added this year with the heightened notice that more sex trafficking will happen around the time of the Super Bowl.
For the next meeting on October 4, it will be held at Mid-State offices at 14713 Clover Glen Ln, Little Falls and will start at 9:30 instead of 10:00 a.m. Meetings that day include Superintendents at 8:15; MCICC at 9:30 and then Superintendents will reconvene if needed to finish their meeting.
Doug from TCC reported they are recruiting family childcare providers for the Early-Childhood Head Start program to go into family homes. Brad Vold will talk to the SS child care licensor to make sure they’re aware of this opening.
