Minutes of the RegularVillage Board Meeting Held July 14, 2015

The Board of Trustees of the Village of Mt. Morris met in Regular Session in the Board Room

of Village Hall in said Village at 7:00 PM on Tuesday July 14, 2015.

The Village President Pro-temcalled the meeting to order and directed the Deputy Clerk to call the roll. Upon roll being called, the following answered present: Shane Pope, Jeff Pennington, Tim Harvey and Don Sorensen. Trustee Pennington moved and Trustee Pope seconded the motion to excuse Trustee Labash. Upon roll being called all Trustees present voted “Aye.” President Pro-tem declared said motion carried.

VISITORS: Dave Warkins, Gary Scott, Joyce Carr, Bob Janacek, Dave Janacek and Chris Corcoran.

MINUTES: TrusteeHarvey moved and Trustee Sorensenseconded the motion to accept the minutes as presented. Upon roll being called all Trustees present voted “Aye.” PresidentPro-tem declared said motion carried.

EXECUTIVE MINUTES:

TREASURER’S REPORT: Trustee Harvey moved and Trustee Sorensen seconded the motion to approve the Treasurer’s Report as presented. Upon roll being called all Trustees present voted “Aye.” President Pro-tem declared said motion carried.

CURRENT BILLS: TrusteePenningtonmoved and Trustee Sorensenseconded the motion to accept the current bills as presented. Upon roll being called, all Trustees present voted “Aye.” President Pro-tem declared said motion carried.

ADMINISTRATION: No Report.

PETITIONS & COMMUNICATIONS: Resident Bob Janacek came before the asking the Board if they would change the current ordinance to allow ground level apartments in the downtown business district. President Pro-tem responded that he would consult with the Village Attorney.

ORDINANCE NON-COMPLIANCE: Resident Joyce Carr came before the Board stating that the new ordinance creating term limits for the Park and Recreation board does not conform to State Statutes. Trustee Harvey replied that the Board was guided by the Village Attorney. President Pro-tem said he would be in touch with the Village Attroney.

LOCAL BUSINESS: Resident Chris Corcoran came before the Board to discuss the appearance of a local business located on E Rt. 64. President Pro-tem said he will have the situation addressed.

STREET DEPT: Trustee Harvey reports that the Street Dept., is currently seeking quotes for tree removal. There are seven trees within the city that are slated for removal. Also the Street Dept., is getting quotes for concrete work on various city sidewalks. There is some concern about the drive through entrance to Rockford Bell Credit Union appears that road may be collapsing.

CONT. STREET DEPT: Street Dept., is investigating the situation. Crack sealing of various Streets will begin Monday July 20, 2015.

WATER & SEWER: No Report.

ORDINANCE: No Report.

FINANCE: No Report.

PARK & RECREATION: Trustee Pope reports that he his working with Mark Lewis of the Fire Dept. on new signs for the parks. Pope said he would have samples for the Board’s approval.

DILLEHAY SHELTER: Trustee Pope reports that the Park Board approve to hire Ted Gesin to oversee the construction of the shelter at DillehayPark. Shelter will come from Cedar Forest Products. Pope said he will have copies of previous materials given to the Board early last year and asked that it be put on the agenda for the next Village Board meeting for final approval.

POLICE DEPT: Trustee Sorensen reports that the 4th of July festivities went without any problems.

SPEED LIMIT CHANGE: IDOT responded to the Villages request for a change in the speed limit on W RT 64 at the edge of the Village limits. Their findings did not warrant a change.

PUBLIC PROPERTY: Trustee Murray reports that he is still working on the placement of two new trees on the Village Campus. There are two trees that need to be removed.

CIVIL DEFENSE: No Report.

There beingno further business to come before this Board, TrusteeHarvey moved and Trustee Sorensenseconded the motion to adjourn the meeting at 7:48 PM. Upon roll being called all Trustees present voted “Aye.” President Pro-tem declared said motion carried.

The next regular Village Board Meeting will be held onJuly 28, 2015 at 7:00 PM in the Village Board Room.
