It was moved by Representative Cameronand seconded by Representative Gunderson to approve the August 22 minutes. The motion has carried.

President McMurran has sent an e-mail to the RepresentativeCouncil regarding the Community College Association (CCA) Fall Conference. The Chaffey College Faculty Association(CCFA) may send four delegates. The deadline to receive the hotel conference rate is September 15.

B. DialogwiththeBoardMeeting–RodElsdon

There were several employeeswho participated in an informal dialogue with

two members of the Governing Board. Vice President Elsdon attended as President McMurran was unavailable. Vice President Elsdon brought up the issue of electronic key cards (i.e., fobs) being inoperative during power outages. A metal key would resolve the issue. Board President Lee McDougal strongly agreed that this is a problem for affected faculty.

C. NewFacultyOrientation

President McMurran attended the new faculty orientation and spoke about the

evaluations process. Other members of the Forms Committee also attended. The old evaluation forms will be in effect until the new documents have received final approval.

D. Other

President McMurran also reported on the August Governing Board meeting. Going into negotiations, the District’s budget looks very good. The funds held in reserve are at $18 million. This is 19 percent of the District’s 2015-16 operating budget. The state of California requires the District to maintain a 5 percent reserve. The Chaffey College Governing Board mandates a 7 percent reserve.

IV.Officers'Reports

A. Treasurer:DianaCosand

Treasurer Cosand reported the balances in CCFA accounts. One check in the amount of $209.67 was written to Membership Chair Jon Ausubel for membership expenses and expenses associated with the spring workshops.

B. MembershipChair:JonAusubel

As of the August payroll, there are 184 full-time members of CCFA along with a few more that will be added after their applications have been processed. There are 72 part-time members with a few additional whose applications are being processed. There were about 20 more part-time members in the spring 2016. Membership Chair Ausubel estimates that there is a 25 percent turnover in part-time membership. This may be due to various reasons (e.g., not being rehired, obtaining a full-time position, etc.). Membership Chair Ausubel would like to do a home mailing to all part-time faculty because of the difficulty with communicating with them using other means. Twenty-five people have registered thus far for the De-mystifying CalSTRS workshop on September 16. Both full-time and part-time faculty are invited. Two additional workshops have been scheduled: Retirement Checkup (for those nearing retirement) on Friday, October 21st from 3:30 p.m.-5 p.m.; and Protect Your Future(for early career faculty) on Friday, December 2nd from 3 p.m.-5 p.m.

GrievanceoverviolationofSection18.9.2:“Intheweek beforethefirstscheduledmeeting,sectionsfallingbelowtheminimumenrollmentshall beidentifiedbythefirstlevelmanger. Thesesectionswillnotbecancelledwithout consultationfromfull-timefacultywithinthediscipline.”

Grievance Officer Ausubel is following up with the programs that have suspended timelines.

Political Action Committee Chair Soto is reviewing the Community College Association/California Teachers Association recommendations for the November 2016 election. For example, Proposition 55 is the Children’s Education and Health Care Protection Act. It deals with maintaining current income tax rates and keeps part of Proposition 30 in place. A “yes” vote is advised on this measure.

A meeting has been scheduled for next Monday, September 19 at 3:30 p.m. Issues to be discussed include lecture/lab parity, English composition, large sections, and the definition of a work week. President McMurran recommends that Representative Jabalera (Counseling and Student Services) be the seventh person on the Load Fact Finding Workgroup.

A. CCFAIssuesList2016-2017NegotiationsPublicAnnouncement(PERBRequirement)

President McMurran has distributed the negotiation interest list, which has been compiled from the results of the faculty survey (124 respondents). The Public Employee Relations Board (PERB) mandates that employee unions (e.g., CCFA) must sunshine its issues to give the public the opportunity to respond. Employers (i.e., the District) must sunshine their list as well. After discussion, a few modifications have been made to the list. It has been moved by Representative Cameron and seconded by Representative Calebottato accept the amended negotiations list. The motion has carried.

B. CounselingIssues(DemandtoBargainLetter?)

President McMurran has distributed a letter that will be sent to all Counseling faculty

in response to the concerns of some counselors. Discussion with the Representative Council ensued and the document was modified.

C. EvaluationGuidelines

Evaluators of faculty occasionally make recommendations that are outside the purview of their expertise. If the recommendations are not integrated by the faculty member, there is a risk of receiving a negative evaluation in the future. It is advised that evaluatees address recommendations in their self-evaluation particularly when the decision was made to not adopt a recommendation from a prior evaluation.
