Minutes of Rewe Parish Council Meeting

Held on Monday 12th January, 2015

In the Parish Hall, Rewe

PRESENT:Chaired by Cllr C Ridler also present Cllrs J Hook, Cllr R Askew and Cllr L Stephan

The Clerk (Mrs L Flack), Cllr Peter Bowden and Cllr Deborah Custance-Baker.One member of the public was present, Mr P Sandys.

Meeting started at 7.30pm

14/171Open Session – member of the public thanked councillors for their advice and support.

14/172Report from County Councillor –Cllr Peter Bowden presently arranging a meeting between planning officers, district finance officer, highways and councillors for the end of February. Cllr Bowden advised that runaway ditches will be dredged before April 2015 and will be financed with the £10,000 localism budget. Cllr Bowden advised that the parish’s together fund will be closing on the 13th February and to look at possible projects within the parish. Cllr Ridler discussed with Cllr Bowden speeding through Latchmoor Green as recent renewed road signage has been ineffective. Cllr Bowden to ask highways for the road to be surveyed and costs to be drawn up to install speed humps.

Cllr D Custance Baker arrived at 8pm

14/173 Report from District Councillor – Deborah Custance-Baker – EDDC offices are now moving to Honiton and not the Skypark. Cllr Custance-Baker advised that following meetings with Devon & Somerset Connect it is very unlikely that Rewe will be connected with fibre optic broadband.

Cllr P Bowden left at 8.15pm

14/174Police Report from Ottery Neighbourhood Team –no reported crimes between 27.1.14 and 20.12.14 however an incident of a horse in the road and a report of a suspicious male selling door-to-door were recorded.

14/175Report from the Community Speedwatch Scheme – Cllr Ridler – nothing to report.

14/176Minutes – Minutes of the last meeting held on the 24th November, 2014 to be signed as a correct record.

14/177Matters Arising from the last meeting

  1. Neighbourhood Watch Scheme – nothing to report.
  2. Website ongoing.
  3. Car Park Lease –Deeds have now been found and copy given to the auditor for approval. The clerk to clarify issues with the Rewe Parish Hall and report back at next meeting, all councillors in favour.
  4. Upexe Donation – Photos to be collected and quote to be obtained for granite stone from Dartmoor.

14/178Ongoing Issues –

  1. Update on Upexe Drains –on Highways planned programme for dredging – no date yet.
  2. Jubilee Trees – trees/hedges trimmed and invoice expected from Martin Ivall.
  3. Latchmoor Green road markings – financed but have not been painted yet.
  4. Footpath in Rewe – all councillors in favour of similar working party with the footpath from Stoke Canon to Rewe and to wait for the better weather in the Spring to discuss further.
  5. Footpath Warden – Cllr Baker contacted Richard Spurway who will replace the steps.
  6. Upexe Noticeboard – Curbstones for the grass area under the noticeboard – ongoing.
  7. War Memorial – posts ordered and cleaning on schedule of works. – the clerk to chase Mr Hickmott
  8. Upexe Bus Stop – Bus stop sign requested not a hard stand – the clerk to chase.

14/178Community Events - Fourth Thursday in every month mobile library including tea & coffee in the Parish Hall between 12-2pm. Christmas Tree Event very popular. Backgammon club has now started.

14/179Accounts and Finances

14/180Correspondence –

The clerk received correspondence from a resident in Rewe regarding the proposed redevelopment of Exeter Bus Station. The clerk to write empathizing with the comments made and the resident’s objections to be passed to Exeter City Council.

Discussions took place on the forthcoming elections, the clerk to seek advice on a possible increase in the number of councillors and report back at next meeting.

The next meeting will be held on Monday 9th February, 2015, 7.30pm at Rewe Parish Hall.
