MINUTES OF NOVEMBER 2017 MEETING - SANDTON CPF SECTOR 4 SUB-FORUM

Held at The New Church, Muller Street South, Buccleuch on 30-11-2017 at 18h30.

1.  Welcome, Thanks and Apologies

Chairman, Andrew McMurray (AM) welcomed and thanked everyone for their attendance. New attendees Mr.Vuyo Mboyi (Wendywood), Poppy Baloyi (Buccleuch), Linda Reeder (Fidelity ADT), Jaco Pieterse (Sandton SPCA) introduced themselves. Moment of reflection was observed before the meeting commenced. Thanks to Pastor Mark of the New Church for hosting the meeting.

2.  Matters Arising, Acceptance of October 2017 Minutes

JMPDs increased visibility/presence around suburbs has been noted. AM suggests all traffic related issues are raised on the W/App groups-keep pressure on. Minutes approved by Jay Soudamma and Hassan Saib.

3.  Sector 4 Commander’s Report October 2017.

Col M Pillay (ColP) : ColP ran through the Crime Stats for Sector 4 up to 30th November 2017. 33 Crimes reported for Sector 4.

Buccleuch 15 crimes (3 Residential Burglaries, 1 Truckjacking, 1 Common Robbery, 3 House Robberies, 2 Robbery with other weapon, 4 Robbery with Fire arms, 1 Theft of MV). Highway is becoming a problem again, roads adjoining Old Main Pta.

Eastgate 3 Crimes (1 Business Burglary, 1 Carjacking, 1 Theft out of MV).

Kelvin 5 Crimes (1 Att theft out of MV, 3 Residential Burglaries, 1 Theft of MV).

Kramerville 1 (1 Theft out of MV).

Wendywood 9 Crimes (1 Att theft of MV, 3 Residential Burglaries, 2 Carjackings, 2 House Robberies, 1 Robbery with Fire arm). Darwin and Western Service Roads are hotspots.

Bev Lovemore (BL) : Buccleuch : Concern about fence down along Sandra/Muller St North. Concern about easy access to freeway near Bridge Shopping Centre.

ColP : increased resources and operations over the festive season.

AM : speak to, acknowledge and thank SAPS officers when you see them on duty. Defence Force has been called up to assist in high crime hotspots….residents must not be concerned (not Sandton).

Issues with Cellphones batteries going flat in Sector vans. ADT has given a power bank to SAPS. Call relief commander if no response from Sector vans. Call 10111 aswell - get ref no.

Drinking and bad behaviour at the Meadway sports club.

Report animal cruelty to Sandton SPCA.

4.  JMPD Region E Report.

Absent : Some issues raised by community which need to be addressed :

By law enforcement needs to be stricter.

Squatter camp on Impala Road.

Taxis violating traffic laws on Old Main Pta/Eastern Service Road.

Traffic flow at intersection of South and Impala Roads.

Illegal burning on properties.

Buccleuch : Illegal hawkers/traders around the Bridge Shopping Centre.

Illegal dumping of rubble and refuse (Ward Councillors to be involved).

IMPORTANT that JMPD attends the Subforum meetings. Needs to be consistency and continuity.

5.  Crime Against Women and Children

SAPS are doing an awareness campaign linked to 16 Days of Activism. 8th December there will be a conference in Sandton, at Redhill School, which will focus on Crimes Against Women and Children. Invitation will be sent out.

7.  Chairmans Report

AM-JMPD bribery case along Grayston drive received lots of press….what didn’t receive any press was the JMPD officer that arrested a taxi driver in Region A for offering a bribe! Don’t drink and drive, don’t bribe.

AM congratulated ZSS and other roleplayers for the arrest made (Kelvin safehouse, and robberies in Bedfordview-these guys have been linked to much crime throughout Gauteng)

Detectives Arrests : 1-Attempted Murder, 10–Assault DVA, 9-Assault GBH, 2-Common Robbery, 1-Discharging a firearm, 1-Extortion, 7-Fraud, 3-House Robbery, 2-Housebreaking and theft, 1-intimidation, 2-Possesion of Stolen Motor Vehicle, 3-Possession of suspected stolen property, 8-possesion of unlicensed firearm, 2-trespassing, 19-Theft, 6-Theft of cables,2-using a motor vehicle without owners consent.

Pop up parties. Problem. Meeting to be arranged by councillors for all roleplayers and concerned parties. Possibly take out an interdict against party going ahead.

8.  Security Companies Reports

ADT : Linda Reeder – much theft out of MV (Ford Fiesta and Figos targeted)

Duma : Hendrik van Loggenburg – ensure sec. precautions are in place before going on holiday.

Wits : Apologies received. Tebogo from Wits-nothing to add. Wits sec : 0627559761.

ZSS : David de Villiers- Patrols and operations are ongoing and will be increased.

Ukuthemba : apologies received. Keith present-nothing to add.

ESKOM : absent

9.  Sandton Guardians : Luewellyn Pillay (LP) – Still a lack of numbers. Need community to be looking for intelligence, be aware of surroundings. Report suspicious behaviour.

Take back our streets. Initiative needs residents involvement/participation to succeed.

10.  Identified areas of concern/crime hotspots.

-Bridge Shopping Centre, Buccleuch. Unruly elements have moved onto the streets-problem!

-Afrikan Connection Centre. Club/Pub/Pool Hall has opened.

-Woodmead Retail Park. TOOMV is still prevalent. Business Robberies.

-Mall of Africa. Quiet.

-Frankenwald. These grounds need to be watched. Possible land invasion. Possible development.

-UBER issues. Victimisation and Violence. Fear of this spilling into suburbs from the CBDs.

-  Empty/Problem Properties and Roads

-  LP-Processes for attention to Multi Tenant/Vacant properties are long and laborious. Processes are being looked at.

-  15D Muller St. South, Buccleuch.(Empty). New Church has had three break ins (petty theft)

-  9D Argyle Rd., Buccleuch.(Empty).

-  91 Bridge Rd., Buccleuch. Visited by SAPS.

-  House on c/o Alison and Buccleuch Drive, Buccleuch. CoJ aware.

-  Buccleuch Drive, Buccleuch. Side road before highway. Much of the rubble has been removed.

-  c/o South way and Marlboro Drive Park, Kelvin. Keep it clean and tidy.

-  c/o Old Main Pta and Southway, Kelvin. Drinking and Drugs. Bridge over Highway becoming a problem.

-  2 President Way. Empty.

-  1, 4 and 34 President Way, Kelvin. Multi Tenant property.

-  5 and 40 Eastway, Kelvin.

-  43 Northway. Multi Tenant

-  24 Fairway. Multi Tenant. Shacks in grounds.

Ongoing. S4 to hold an Anti Hijacking course. Fun Run will take place in May 2018.
