Minutes of Monthly Meeting held on18th June, 2012

at Mornington House, Summerhill Road, Trim, Co. Meathat 3:20 p.m.

1.1Confirmation of Minutes of Meeting held on the21st May, 2012.

Proposed by Cllr. Fox and seconded by Cllr. Fegan

2.0Matters Arising from the Minutes:

Cllr Fegan:Wished to clarify that he did not raise the issue of the water problems in Ballivor, that it was in fact raised by Cllr McElhinney

The minutes were amended accordingly

Cllr Fox:Wished to clarify that regarding Cherryvalley, Rathmolyon that a receiver is in place.

The minutes were amended accordingly.

Cllr Carey:Stated he was sorry that there was to be no official opening of Castle Meadows as it shows what can be done.

Area Manager:Stated that the main reason was that there were problems getting the Junior Minister to attend an opening on a suitable date.

Cllr McEhlinney:Stated she is aware that the Junior Minister is visiting towns in the county and she will try to arrange a visit to the Castle Meadows Estate.

Cllr Carey:Stated he was glad to see the signposts straightened and the weeds cut in the area however the weeds may have been cut a bit too aggressively.

Cllr Fox:Enquired if there was any further update on the boundary wall in Cherryvalley, Rathmolyon.

Area Engineer:Stated that it is a planning enforcement issue.

3.0Expressions of Sympathy and Congratulations.

Cllr McElhinney:Welcomed Fiona Skehan to her first Area Meeting, wished former Area Administrator, Brian Murphy well in his new post and congratulated Cllr Bligh on his appointment of Cathaoirleach for Trim Town Council and wished him well in his coming year.

All Councillors reiterated Cllr McElhinneys statement.

4.0Correspondence and matters raised by the Manager.

None

5.0Statutory Business

5.1To receive a report on the proposed allocation of Amenity & Lawnmower/Strimmer Grants 2012 for the Trim Area

Area Manger:Stated the allocations are those proposed by the Environment as per previous years.

Cllr Carey:Enquired if there was any funding left over for residents associations who did not form until recently, as is the case in Innwood, Enfield.

Area Manager:Stated there is usually a small amount kept aside for these cases and he informed Cllr Carey that the resident association in question should apply through the normal application process.

Cllr McElhinney:Enquired if all cemeteries were in the charge of the County Council.

Area Engineer:Stated that a limited number are in the charge of Meath County Council because they are disused and have been abandoned with no committees set up to look after them.

The report was proposed by Cllr Fox and seconded by Cllr Fegan

7.0Update on works ongoing from Area Engineer

Area Engineer circulated his report and the following issues were raised:

Cllr McElhiney:Stated the sign on the Navan – Athboy road had the wrong spelling for Robinstown.

Area Engineer:Stated he would inform the Navan Area office of this problem.

Cllr. Carey:Stated that Rathmolyon was spelled wrong on two signs in the area.

He also enquired if there was any update on the signs for the cul de sacs in the area.

Area Engineer:Stated that there was no update on the signs and numbering that it was something that had to be done.

Cllr Fegan:Enquired about the sign for Jordanstown that is near Kilbride on the Navan to Athboy Road, it is in the wrong area.

Area Engineer:Stated he will look for this sign.

8.0Any Other Business

Cllr. Fox raised the following:

  • Stated there is no public lighting in SummerhillVillage from the Hillview Estate to the village.
  • Stated the Council yard on the Ballivor to Kildalkey Road is not secure and has no gate.
  • Requested if signs could be placed on the Summerhill – Rathmolyon Road, from the Bull Ring Hill towards the village warning traffic of the dips on the road.
  • Enquired if the speed limit in Ballivor could be moved out from Earls Meadow to Muchwood Lane.

Area Engineer replied as follows:

  • There is a review of the speed limits taking place at present and he will inform the Assistant Engineer who is looking after this of the change requested in Ballivor.

Cllr Fegan raised the following:

  • Stated there is a lot of lime in the water in Parkstown View, Ballivor
  • Enquired if the issue of the ownership of the wall in Castle Abbey had been cleared up.
  • Stated that a shortlist of signs that need attention should be put together
  • Enquired about the turning lane to the entrance to Castle Meadows and the fence along side same.
  • Enquired if the sites in Friarspark could be sold as there is room for two houses to be built there.

Area Engineer replied as follows:

  • The turning lane is almost complete and a more permanent solution to repair the fence needs to be found.

Cllr Carey raised the following:

  • Stated there is a pothole at Moathill, Rathflesk that needs attention
  • Requested that the speed limit on the Trim road in Longwood be moved out past the Oakleigh Housing Estate.
  • Requested an update from the Area Administrator on the Killyon Cow Plots.
  • Stated the Bridge on the Enfield – Johnstown Bridge Road was damaged and in need of repair.
  • Stated he was disappointed there was no update on the taking in charge of estates, he believed that the developers of Delemere Estate in Enfield were given until the end of June to complete works and that nothing has been done on this.

Area Manager replied as follows:

  • Stated that the next step for the developers of Delemere in Enfield is enforcement proceedings.

Cllr Bligh raised the following:

  • Stated there is a leaking pipe on the watermains on the Trim – Summerhill Road, past the Trim Celtic ground, where there are four houses in a row
  • Enquired that if a structure was found to be unsafe, what could the Council do.

Area Engineer replied as follows:

  • A dangerous structure notice could be served if a structure is found to be unstable or unsafe, this requests that the owner makes the structure safe.

Cllr McElhinney raised the following:

  • Requested a report on what lands in the Trim Area are owned by Meath County Council.
  • Stated that the Council yard on the Kinnegad Road and a piece of land beside Amberwood had become a dumping ground and she wondered if it could be used or developed by the community
  • Stated that there were a number of potholes in Clondalee.
  • Asked if there was any update on the footpath for the Mullingar Road, Ballivor.

Area Engineer replied as follows:

  • Stated there was no funding available at present to get this work done.

Cllr McElhinney:Requested that this issue become priority 1, should funding become available.
