68/14SUB COMMITTEES

Playpark

WREN has awarded funding of £35,000 – the original application was for £50,000.

The funding does not include the “Pick Up Sticks” which costs £10,000. The start date on site will be 6 weeks from instruction of the Play Area Committee. Andrew Bell to be in discussions regarding discounts on the equipment.

Discussions took place on VAT refunds.

There will be a meeting on Monday 22 September 2014 and Stewart asked if Parish Councillors had any questions which needed to be brought up. There were none.

Cow Lane Management Committee

A site meeting took place on 4 September 2014. Discussions took place on the following:

  • A picnic bench to be purchased at the first pond with an engraved plaque in memory of Molly Jackson. Project approximately £500.
  • Main pond – fencing in need of repair.
  • Garthorpe gate – Cattle grid needs to be filled with stone due to a large dip in front of it.
  • Eastoft gateway – gate needs attention.
  • Old ramp needs attention. To be discussed at next Cow Lane meeting on 4 December 2014 (7.30pm in Church).
  • Twin Rivers received £250 donation towards Cow Lane insurance.

Village Hall Committee

  • A further application has gone in to WREN for repointing of the Victorian Hall external walls and perimeter walls, resurfacing of the tarmac, painting the metal railings, new tables and chairs.
  • An “expression of interest” form was forwarded to Biffa requesting funds for Stage 1 (clear site of prefabricated building and existing entrance hall and office and replace with a new entrance hall, catering sized kitchen, toilets and office/storeroom). Since then, Biffa sent a full application form to complete by mid November 2014.
  • The Ousefleet Hall Committee have asked Twin Rivers Parish Council to be a third party funder for the Biffa application (£5090.46). It may not be until early 2015 that confirmation is received and the third party funding is required. Twin Rivers do not have this amount of money and Cllr. Barrett to make enquiries with East Riding Council who own the building to see if they can assist with funding. Andrew Percy MP also to be approached on this matter.
  • Paul Rudd stated that the plans have now been printed. Copies are available to be scanned.

It was proposed by Mr. Henderson and seconded by Mr. Brady that the minutes were a true record. The Chairman signed the minutes.

70/14MATTERS ARISING

a)Highways

The Chairman stated that he had heard from Jim McGivern that Church Lane will be repaired in October 2014.

The clerk stated that the following footways have been identified for improvement.

  • Ousefleet Road – Whitgift
  • Ousefleet Road – Ousefleet

The work will begin with preparatory patching followed by slurry application.

b)Defibrillator

The clerk stated she had not heard from Tina Martin. The clerk was asked to contact Rob Lingard in Andrew Percy’s Office.

c)Emergency Plan

East Riding have asked us for a Snow Clearance Plan and Christine is compiling this. It was agreed that mobile phone numbers of Parish Council contacts should be added to the Plan rather than landline numbers.

d)Pollution from Private Sewerage Systems

Leaflets on advice and guidance on pollution have now been delivered around the Parish.

71/14CORRESPONDENCE

  • Code of Conduct Training – A training session has been arranged by ERYC in Goole Leisure Centre on 22 October 2014 at 2pm. Mr. Brady and Mrs.Hitchen expressed interest.
  • Ousefleet Show Committee – A letter of thanks was received for our donation.
  • Recording of Parish Meetings – Public present at Parish Council Meetings are now permitted to film proceedings, take photographs, make an audio recording, tweet or post on media sites whilst the meeting is proceeding.
  • Dog Fouling Partnership Scheme – East Riding wish to have a training course on dog control issues. This is to improve their service and increase the level of enforcement against fouling. They would like 3 or 4 representatives from each Parish Council. After discussion, there were no volunteers.
  • Independent Commission of Inquiry – Local Government Change – A letter received from the Leader of Hull City Council. This was read out and provisional findings will be published later.
  • Conversion of Methodist Chapel, Whitgift - Planning permission was granted.
  • Goole to Scunthorpe Bus Service - A revised timetable was circulated to the meeting.

73/14ANY OTHER BUSINESS

  • The clerk confirmed that the Adlingfleet PCC would like a new notice board. The cost of this has been included in the Local Grant application for 2014/15.
  • Stewart Brady raised the question of Reedness flood improvement works and in particular the highway problems regarding the delivery lorries. Cllr Barrett to ask East Riding Highways to keep an eye on this.
  • The Chairman stated that as a Public Relations exercise, he suggested that three Parish Councillors could oversee each Ward (Village) in the Parish Council. In particular,Adlingfleet Ward has no representative living in the village, so residents would have a point of contact should they have any problems. Paul Rudd therefore suggested the following:

Adlingfleet – Graham Dealtry, Christine Royston and Sue Woodcock.

Ousefleet - Paul Rudd, Tony Henderson, Averill Ella.

Whitgift - Lynda Hitchen, Andrew Bell, Stewart Brady.
