PARISH COUNCIL MEETING

Minutes of the meeting held on Tuesday 13th February 2007

At Sandgate Parish Council Library & Offices, James Morris Court, Sandgate High Street, Sandgate.

The Chairman Cllr Jonathan Greenwall opened the meeting at 7.00 pm. There were 19 Members of the public in attendance.

2.Declarations of Interest there were no declarations of interest.

(Councillors present should disclose personal interests in any item on this agenda. A councillor with a personal interest must describe and give details of the interest. Unless the personal interest amounts to a prejudicial interest, he/she may participate fully in the meeting)

(A prejudicial interest is one, which a member of the public with knowledge of the relevant facts, would reasonably regard as so significant that it is likely to prejudice a councillor’s judgement of the public interest. Anyone with a prejudicial interest must, unless an exception applies of a dispensation granted withdraw from the meeting room.)

3.Minutes of last meeting

That the minutes of 9th January 2007, having been circulated, be confirmed as a correct record and signed by the Chairman. Proposed by Cllr M Lyons seconded by Cllr R Dixon

4.Public Questions

Ten minutes have been set-aside for the public to ask questions of the Council. Each individual will be allowed a maximum of three minutes to put his or her question. The Parish Council will endeavour to answer any question put to them, but may have to contact the questioner at a later date with an answer, or consider placing the matter on the agenda for the next meeting for a more lengthy discussion.

a)A member of the public asked about the conservation appraisal and small yellow lines which had been put down. Cllr J Greenwall answered this was being dealt with.

b)A member of the public asked about changes in parking on Sandgate High Street – Cllr J Greenwall answered once everything is in place regarding changes 28 new parking places would be created.

c)A member of the public asked about hiring the Library- Cllr J Greenwall explained events were already booked and added we were open to any form of community business being held at the Library provided insurance covered this.

d)A member of the public asked about flooding in Sandgate High Street - it was decided we contact Kent Highways Services and get a copy of the contract for drain cleaning in the Sandgate area

5Chairman’s Correspondence –

a) Army Benevolent Fund details for tickets are available at the library desk– Cllr J Greenwall will attend.

b)Double parking in Sunnyside road – letters have been sent to R Bliss, S Gasche and G Peake - replies have been received back.

c)Charges have been paid by the Sandgate Parish Council for the car parks to remain free to the residents for the next year.

d)Request for the bus stop outside coastguard cottages to be moved to create extra parking - Stagecoach is looking into this.

e)The Chairman read out an invitation from The Sandgate Soc to a Public Meeting Towards 2010 on 28th February 2007 at 730pm in the Chichester Memorial Hall which is open to all.

f)The Chairman read out a letter from Cllr J MacMillan thanking the council for the flowers and card regarding her recent operation

g)The Chairman advised the council that he had tendered his resignation from the Conservative Party and he would be standing as an Independent candidate at the next election where he will be standing together with Joy MacMillan for the two district councillor seat.

6Discussions regarding Election and Candidates

The Chairman read out the Local Elections Timetable for 2007 (B 293) a copy will be placed in the notice boards and in the Library/Offices. Cllr R Bliss informed the council that the vote will now take place on the morning following Election Day. Cllr M Lyons informed the council only 2 signatures were needed on the application form to become a parish councillor.

7.Environment Committee Report Cllr J Greenwall read out the minutes from the Committee Meeting held on 6th February 2007

8.Finance Committee Report Cllr M Lyons reported that finances were in a healthy position.

9Personnel Committee Report – no meeting had been held since the last main Parish meeting.

10Planning Committee Report - Cllr Stuart Whiffin updated the Parish Council on planning applications dealt with since the last Parish meeting

To agree the next meeting of the Council to be held at 7.00pm

on Tuesday 13th March 2007 at Sandgate Parish Council and Library, Sandgate High Street, Sandgate.

The Clerk will publicise these dates on the website and in the notice boards.

14Exclusion of Press and Public – that in view of the (Special or confidential) nature of business about to be transacted it is advisable in the public interest that the press and public be temporarily excluded and they are instructed to withdraw. Proposed by Cllr J Bailey seconded Cllr R Bliss.
