I.  Call to Order

Chair Dayonot called the meeting to order at 2:05 PM

II.  Election of New Officers

Chair Dayonot opened the floor for nominations for Chair. Board Member Scancarelli nominated Vice Chair Maria Juarez for LIOB Chair. Vice Chair Juarez accepted nomination. Board Member Garcia nominated Secretary Alan Woo for LIOB Chair. Secretary Woo accepted nomination.

The votes were cast as follows:

The Board congratulated Ms. Maria Juarez on her new appointment.

Motion by Commissioner Woo to make the election of Board Member Juarez unanimous. Seconded by Board Member Woo. Motion passed 9-0-0. (Dayonot, Juarez, Woo, Lopez, Scancarelli, White, Garcia, Whiting, and Wood).

The floor was opened for nominations for Vice-Chair. Board Member White nominated Secretary Alan Woo for Vice Chair. Secretary Woo accepted nomination. There were no other nominations. Motion by Board Member Lopez to close nominations. Seconded by Chair Juarez. Motion by Commissioner Wood to elect Alan Woo by acclamation. Seconded by Chair Juarez. Motion Passed 9-0-0 (Dayonot, Juarez, Woo, Lopez, Scancarelli, White, Garcia, Whiting, and Wood).

The floor was opened for Secretary. Board Member Scancarelli nominated Board Member Ortensia Lopez for Secretary. Board Member Lopez accepted nomination. There were no other nominations. Motion by Board Member White to close nominations. Seconded by Board Member Scancarelli. Motion by Commissioner Wood to elect Ortensia Lopez by acclamation. Motion Passed 9-0-0 (Dayonot, Juarez, Woo, Lopez, Scancarelli, White, Garcia, Whiting, and Wood).

The Board took this opportunity to thank Exiting Chair Dayonot for all of his hard work and input during the time he served as Chair for the LIOB.

III.  Planning for Future Meetings

The Board inquired as to whether or not they are still subject to meeting 4 times a year. Commissioner Wood stated that until the Legislation acts on the budget or the Department of Finance gives different direction, the Board is still subject to a limit of 4 meetings a year.

Board Member Scancarelli asked if there are any upcoming deadlines or report s that the Board may need to review or comment on. Ms. Wagoner informed the Board that there were the February 11, 2004 comments, wherein parties commented on areas for further standardization. Ms Wagoner also indicated that on March 12, there will be the Phase IV NGAT filing on the Homes that have non IOU appliances in the living space. Board Member Woo stated that he would like to comment on this issue and since the Board will not meet before then is there a way that he can join the proceeding? Ms. Wagoner informed him that anyone on the service list will receive all the filings and that as an individual; he may provide comments and replies to any filing. She also noted that also on March 12, 2004 will be any reply comments on the issues for further standardization.

Commissioner Wood stated that individual comments are welcome, although he isn't certain what status it'll have other than just a communication from a member of a public. He added that any information that gets in this kind of proceeding is helpful to the Administrative Law Judge. He suggested that if a board member had comments to make that perhaps they can be done formally as a subcommittee.

Board Member Garcia expressed his concern about the Board missing the opportunity to comment on issues regarding low-income programs. He suggested that for issues such as these that perhaps the Board should look into doing more teleconferencing meeting such as the one they had today. Board Member Garcia felt that this would be a better option than not providing input at all.

Exiting Chair Dayonot summarized this issue by saying that until they receive directions to the contrary; the Board will continue to meet 4 times a year. However, he indicated that if there is something that comes up that is time sensitive, that the Board may be able to convene by telephone.

Ms. Wagoner suggested that the Board meets in April and comment on the issues for further standardization and on the rural natural gas testing issue.

Motion by Board Member Woo for the LIOB to meet the last week in April in the Los Angeles area. Motion seconded by Board Member Lopez. Motion Passed 9-0-0 (Dayonot, Juarez, Woo, Lopez, Scancarelli, White, Garcia, Whiting, and Wood).

Meeting Adjourned: Chair Juarez adjourned the LIOB meeting at 3:00PM.
