This brief describes work needed to complete and produce the IFB2016 Evaluation.

The client is Liverpool Vision working on behalf of the Mayor of Liverpool.
Liverpool Vision is a company limited by guarantee, wholly owned by Liverpool City Council. Its business plan, activities and finances are overseen by a Board of Directors, chaired by the Mayor of Liverpool. Vision’s purpose is to generate jobs and investment in the city. It does this by marketing it as a business, investment and leisure location, through the Marketing Liverpool team and by working with the private sector in the city and internationally to generate investment projects.

About the International Festival for Business
The International Festival for Business (IFB2016) offers an unrivalled platform for companies to explore and grow their global networks.
More than 30,000 UK and international businesses are expected to gather for three weeks of networking and deal-making at the Exhibition Centre Liverpool from 13 June to 1 July 2016.
Building on the success of IFB2014, which attracted tens of thousands of attendees and created an estimated £280 million worth of investment and sales, IFB2016 will be the biggest event of its kind this year.

- Specific Requirements
Support is required from an experienced consultant on a short term basis to:
- Undertake the Evaluation for IFB2016 as set out in the Monitoring and Evaluation (M&E) Plan, which can be found at the bottom of this section.
- This entails running a post event ‘Interim’ evaluation in 2016 and a full ‘One Year On’ evaluation in 2017.
- Both of these will include, but not exclusively, undertaking an online survey and establishing and managing a case study group, as identified in the M&E Plan:
- Post event delegate survey;
- Development, operation, management and monitoring of two post event surveys, one for domestic and one for international delegates.
- Surveys will identify the impact of the Festival, both locally and nationally.
- Impact of the Festival to make reference to the outputs, outcomes and indicators as identified in the IFB2016 Monitoring and Evaluation Framework and the IFB2016 Business Case (attached below), please note the indicators on the Monitoring Framework may be subject to finalisation upon appointment of the successful supplier- your response should be based on the indicators identified in the IFB2016 Monitoring and Evaluation Framework and the IFB2016 Business Case.
- Promotion and advertising the survey;
- Case Study Group.
- Identification and recruitment of the 110 case studies;
- Management and coordination of the 110 case studies;
- Development and delivery of telephone interview survey to the 110 case studies;
- Identification of visitor spend during the course of the Festival;
- Identification of positive media coverage of the Festival;
- Monitoring and analysis of Monitoring Framework data;
- An assessment of value for money;
- Analysis of all survey data;
- Delivery of final Evaluation Report which includes reference to the above points;
- Ensure the Evaluationis consistent with the methodology used for the IFB2014 Interim Evaluation and One Year On Evaluation.

Respondents will be expected to provide: -
- An overview of what experience and value you can bring to the delivery of the above tasks; demonstrating appreciation of the wider context of Liverpool Vision’s work.
- A total price for the work, showing day rates and including any expenses, but excluding VAT.
- A detailed project timeline, including resources and responsibilities.
- Full CVs of those to be allocated to provide the Service.
- Confirmation of availability to commence work in April and remain committed to the project for the full term, working flexibly as required.
- Completion of Appendix 1.
