Racket engaged in illegally helping candidates of competitive examination for DTC Drivers recruitment busted.

Principal arrested for providing question papers of competitive examination conducted by Delhi Staff Selection Board.

6 persons arrested; Rs. 2 Lac and various incriminating documents recovered.

The Special Team of Crime Branch, has busted a racket engaged in illegally helping candidates sitting for competitive examinations. The Team managed to recover cash and several incriminating documents from the possession of the gang members.

SI Ritesh Kumar Special Team, Crime Branch, had received secret information about a gang of persons running a racket of providing answers of objective type questions papers of various competitive examination. On this information, further surveillance was conducted and some suspects and their modus operandi was identified. A team consisting of Insp. Bhagwati Prasad, Insp. Harivansh, Insp. Sushil Kumar, Insp. Rajiv Rattan, SI Ritesh, SI Shayam Sunder, HC. N.K. Pavithran, HC Mukesh HC Pradeep ,HC Ravinder, HC Lakhvinder, HC Murlidhar, HC Naresh, HC Ved Prakash,HC Krishan, Ct. Devender, Ct. Sanjay, Ct Pawan,Ct. Rajiv, Ct. Ashok Kumar, under the overall supervision of Subhash Tandon, ACP Special Team, Crime Branch Prashant Vihar, Delhi was formed to carry out further operations.

On 21.03.10 the team received specific input that the gang members have planned to leak the question papers for recruitment of drivers in DTC and had conspired with the Principal of the SarvodayaSchool, Mori Gate to obtain the question paper. It was also learnt that one person had gained entry into the school by impersonating as a school teacher. On this input, the team immediately conducted raids at Sarvodaya Vidyalaya, Mori Gate, Delhi and apprehended the gang members. Question papers of DTC Drivers recruitment examinations being held on 21.3.10 in the school and several other incriminating documents were also recovered from them. During further investigation, Rs. 2 lac received by the Principal of the school to provide the question papers were recovered at his instance.

The interrogation of the gang members revealed that they had been charging handsome amounts from candidates to help them to pass the written examinations of Delhi Staff Selection Board for recruitment to various posts in several departments. Two of the gang members were running tutorial institutes for imparting coaching to various aspirants/candidates for recruitment examinations held by several departments in the name and style of Education Point in Kanjhawala Delhi. These candidates were offered the chance to get selected in various recruitment examinations by resorting to illegal means after paying money to the tune of Rs. 2-3 Lacs per candidate.

The gang members would gain entry into the examination centers after conniving with the officials at the examination centre. The question paper is then got photocopied and smuggled out of the centre, as soon as examination begins. The question papers are solved by various experts already kept ready by the gang. After solving the question papers, the key is prepared and sent to the students in various examination centres through SMS, mobile phones etc. However, timely action by the Crime Branch team foiled the plan of the gang.

Case FIR No. 35/10, u/s 120B/419/420 IPC and FIR No. 36/10, u/s 120B/419/420 IPC P.S. Crime Branch has been registered in the regard.

Investigation of the cases is in progress. Concerned government departments are also being informed.

2 PROCLAIMED OFFENDERS OF MURDER CASE OF NANGLOI, ARRESTED.

South District Police has arrested two accused persons who were declared ‘Proclaimed Offenders’ in a murder case of PS Nangloi.

ACCUSED ARRESTED:

  1. Lalit s/o Suraj Mal r/o H. No. 581, ModelTown, Jhajjar, Haryana
  2. Mukesh @ Laddu s/o Om Parkash r/o Village Barahi Distt. Jhajjar Haryana

INCIDENT, TEAM & ARREST:

On receipt of a secret information regarding presence of two proclaimed offenders of PS Nangloi namely Lalit and Mukesh @ Laddu in the area of Mahipal Pur, a raiding team comprising of HCs Devender Singh and Labh Singh under the supervision of Insp. Jai Parkash, Insp. Investigation PS Vasant Kunj South. The team developed the information and finally apprehended both the accused person namely from Mahipal Pur Extn. Both of them were declared ‘Proclaimed Offenders’ in case FIR No. 361/07 u/s 302/34/120-B IPC, PS-Nangloi Delhi on 04/08/2007 from the court of Sh. D.K. Jhingala MM Rohini Courts New Delhi.

INTERROGATION

On interrogation, they disclosed that they had come to Mahipal Pur Extension area in search of a hide out. On 26.04.2007, the above two proclaimed offenders alongwith their accomplices namely Jai Singh, Abhishek, Narender caught hold of the victim Om Parkash in a marriage party and fired at him resulting in his death. The other accused were arrested by local police of PS Nangloi, but since then both these accused were hiding themselves at one place or other to avoid their arrest.

INTERSTATE GANG OF AUTO LIFTERS BUSTED: TWO ARRESTED : THREE VEHICLES, ONE CNG KIT, KEYSTWO MOBILE PHONES RECOVERED

With the arrest of two accused, the South District Police has busted an interstate gang of auto lifters and recovered two cars, one motorcycle, one CNG Kit, a bunch of keys and two mobile phones exclusively used between auto-lifters and receivers. 22 cases of M.V. Thefts have also been solved.

TEAM , INCIDENT & ARREST

In the recent past, the incidents of vehicle thefts increased manifold in various parts of Delhi. In order to prevent these incidents and to nab the criminals involved in these vehicle thefts, several teams were constituted. A team of Anti Auto Theft Squad, South District consisting of ASIs Samay Singh,Surinder Mohan, Om Parkash, HCs Parmod Kumar, Laxman Prasad, Jasraj Singh, Satyawan, Vinod, Constables Ajay Tokas, Amit Kumar, Aman, Sanjeev Shah,Nihal Singh, Anil Kumar, Umesh Kumar, Yogender, Kanwal Singh, Kanwarpal Singh,Subhash, Shalinder, Constables (Drivers.) Naresh and Satpal under the supervision of Sub Inspector Balihar Singh, I/C AATS and Shri Bal Krishan, ACP/Operations, South was formed to further develop the information and apprehend the accused involved in these incidents.

The team so formed worked relentlessly and collected details of several criminals with similar modus- operandi and activated their secret informers to collect the information about the criminals who are involved in these vehicle thefts. These details were analyzed minutely and it came to notice that the members of the gang headed by Ravi @ Mahesh might be involved in these incidents. The hard work of police team bore results and acting upon specific information, two accused persons were apprehended while they were on the way to dispose off one stolen motorcycle and a case vide FIR No. 51 /10 dated 23.2.2010 u/s 379/411/482 IPC was registered at P.S. Vasant Kunj North, Delhi.

INTEROGATION, MODUS-OPRENDI AND PROFILE

During sustained interrogation, it revealed that Ravi Kumar @ Mahesh@ Rajkumar @ Raju is the leader of this gang who alongwith his accomplices

had previously been arrested by the crime Branch in the year of 2008 and 2009. He was also involved in a murder case in Janak Puri in the year of 1998 and later on he formed a gang of auto lifters alongwith his brother-in-laws Monu @ Manish and Amit Kumar.More than 15 cases are pending against him in different Courts, but as soon as he is released on bail, he used to commit more incidents of motor vehicle thefts.

He has developed contacts with several Kabaris of Meerut and all the stolen vehicles are being disposed off in a unique way in Meerut. The Kabaris of Meerut have provided him a mobile phone which is exclusively used for communication between Ravi Kumar @ Mahesh@Rajkumar @Raju and Kabaris for disposal of stolen vehicles.Kabaris used to purchase total loss vehicles from the Insurance companies and in this procedure they used to get original documents of the vehicles. The Registration Number, Model, colour and other details of such total loss vehicles were communicated to auto lifter through SMS on mobile phone and in turn the auto lifter would commit theft of a particular vehicle and supply the same to Kabaris. Thereafter, Kabari would modify and replace the Chassis Number, Engine Number and Registration Number of the vehicle with the numbers of total loss vehicle so that by showing the genuine documents of the vehicle it could be sold in the market at higher price.

The particular mobile phones used by Auto lifters and Kabaris were obtained on fake identity.

Ravi @ Mahesh@Rajkumar @ Raju was born in the year of 1985 at Shahpura, Tilak Nagar and he has studied up to 5th class. He was first time arrested in the year 1998 at PS Janak Puri in a murder case alongwith one Amit Kumar. He alongwith his brother-in-law Amit Kumar (brother of his wife) and Monu @ Manish (husband of his sister in law) formed a gang and indulged in vehicles thefts. He has previously been arrested by the police of P.S.Kirti Nagar, Paschim Vihar and Crime Branch and several cases of vehicle thefts are pending in various courts.

Monu @ Manish Rao was born in the year of 1980 at Geeta colony, Delhi. He is illiterate and he started his career as Auto Driver. He got married in the year of 1999. His in- laws had criminal background and as such he also involved himself in the crime. He was first time arrested by the Narcotics Cell of Delhi Police. His brother-in-law Amit Kumar and Ravi @ Mahesh were involved in murder and vehicle thefts and as such he also joined them. He was later on arrested by the Crime Branch in the year of 2008 and 2009.

  3. One stolen motorcycle
  4. One CNG Kit.
  5. Two mobile phones.
  6. A bunch of keys.

Investigation of the case is in progress and efforts are being made to effect more recoveries and arrest their other associates.
