COORDINATOR OF SPECIAL EDUCATION

DESCRIPTION: The Coordinator of Special Education plans, controls, and directs the Special Education Program and all related services for the District.

SUPERVISION: Under the direct supervision of the Director of Human Resources and Administrative Services.

ESSENTIAL JOB FUNCTIONS:

1.  Provide leadership to various meetings regarding assigned areas to coordinate activities and provide direction and guidance.

2.  Attend and provide for IEP meetings and other conferences involving professional staff and parents.

3.  Consult with assigned professional staff and determine objectives and provide support to program activities.

4.  Plan, organize, control and direct a variety of programs, projects and activities related to special education.

5.  Work with appropriate departments in locating and maintaining housing for special education programs and providing transportation of students.

6.  Represent the District in special education legal proceedings; investigate complaints and report findings and recommendations as appropriate.

7.  Provide for summer school program for special education students; hire staff, arrange locations and transportation services and perform related activities to set up the program.

8.  Perform student services activities involving special education students in areas of attendance, transfers, suspension and expulsions procedures.

9.  Develop and implement long and short-term plans and activities.

10.  Direct the preparation and maintenance of a variety of narrative and statistical report, records and files.

11.  Communicate with other administrators, District personnel, and outside organization, agencies, or authorizes outside the dist4rict to coordinate activities and programs, resolve issues and conflicts and exchange information.

12.  Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions. Plan, coordinate and arrange for appropriate training of subordinates. Initiate requisitions for positions funded by special education.

13.  Develop and prepare the annual budget for special education; analyze programs and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines

14.  Assist in the preparation of contracts for special arrangements with outside agencies.

15.  Monitor district-wide 504 services and protection.

16.  Assure compliance with various laws and regulations applicable to Special Education

17.  Attend or chair a variety of meetings; represent the District in collaborative/partnerships/task forces with the City, County, human service agencies, institutions of higher education, business/industry, and judicial and law enforcement agencies as assigned by the Superintendent or designee.

18.  Coordinate the Program with the Advisory Committee and related agencies in the program and SELPA rules.

19.  Develop and prepare the annual budget for Special Education; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines

20.  Attend a variety of management meetings representing the special Education Program.

21.  Provide information on the dynamics of early adolescent growth and behavior as related to special education and identify problems, which may affect student behavior and achievement.
