This is an exciting time for Citizens UK as it experiences extensive growth in its work and, as a result, is recruiting a part-time HR Officer. You willwork closely with the Director of Finance and Operations to enhance existing systems, promote good practice in human resource management and to work with stakeholders in developing and guiding them in the HR function. You’ll be joining at atime which sees the charity involved in the London Mayoral elections; championing the voluntary Living Wage as the new higher minimum wage is introduced across the UK; and promoting key campaigns around sanctuary, refugees and housing.

We’re looking for a highly motivated multi-tasker to encourage and support staff, volunteers and Citizens UK members.You will be CIPD qualified to Intermediate level (and preferably advanced level) with at least 3 years post qualifying experience (experience within the Charity sector would be an added advantage). Reporting to:Director of Finance and Operations, Citizens UK

Role Purpose

The Finance and Operations team exists to provide essential support services to all areas of Citizens UK

The post holder will support the Director of Finance and Operations in providing a comprehensive HR service to staff, managers and volunteers at Citizens UK.

The role involves providing HR support on a day-to-day basis and contributing to the long term development of the HR function.This includes, but is not limited to, implementing HR management systems, developing HR performance management systems, recruitment, induction, health and safety, succession planning, coaching and training.

Responsibilities

GENERAL HR

  • Provide basic HR advice and support to line managers, employees, volunteers and contractors, explaining procedures and policies in a timely and effective manner
  • Assist the Director of Finance and Operations with employee relations issues
  • Draft policies and procedures to meet the growing and changing needs of the organisation
  • In conjunction with the Business Manger produce monthly payroll information
  • Contribute to HR projects
  • Produce regular reports to the Executive team and for the Board of Trustees on HR related matters.

RECRUITMENT, SELECTION, INDUCTION

  • Support line managers in the development and review of job descriptions
  • Oversee recruitment and selection, ensuring this is carried out in accordance with current legislation including supporting and advising managers with the completion of job descriptions, person specifications and advertisements
  • Respond to all applicants, arrange interviews, take references and send follow up letters in conjunction with the Office Manager/Events Coordinator
  • Ensure line managers undertake regular meetings during probationary periods and confirm the appointment of new starters
  • Ensure that all relevant information is provided by newly recruited staff members and volunteers
  • Ensure an exit process isestablished for those leaving the organisation
  • Design and coordinate induction programmes for all new starters including a safeguarding introduction.

ABSENCE MANAGEMENT

  • Recommend systems of absence management
  • Monitor the absence records of all staff and produce regular reports to management

HR RECORDS AND APPRAISALS

  • Ensure annual appraisals and follow-up meetings are conducted by line managers with all staff
  • Highlight actions arising from appraisals and ensure the Director of Finance and Operations is updated on progress against actions, KPIs and any outstanding training needs
  • Ensure that annual appraisals include any updates of job descriptions are carried out
  • Work with managers and staff to develop training and career development plans for staff.
  • Source and manage the implementation of an HR software system – to including performance management tracking and absence/leave management.

SAFEGUARDING

  • Manage the CUK safeguarding system in conjunction with the Business Manager.
  • Produce regular reports on safeguarding matters.
  • Work with the Director of Finance and Operations on the implementation of Safeguardingpolicies and procedures and conduct regular reviews of the effectiveness of systems in place.
  • Support managers in conducting risk assessments at the outset of new project areas to ensure that safeguarding risks have been understood.

FREELANCERS, CONTRACTORS AND CONSULTANT

  • Ensure all external workers have the necessary contract agreements and indemnity insurance

FACILITIES

  • Ensure that health and safety is adhered to at all times and that the office is compliant under H&S legislation

QUALIFICATIONS AND EXPERIENCE

  • At least three year’s work experience in HR covering all aspects of resourcing, development, employee relations and reward.
  • HR qualifications – Level 7 CIPD Certificate in Human Resource Practice.
  • Knowledge of employment Law.
  • Proven experience of handling confidential information and data.
  • Experience of dealing with people at all levels.
