Waterford Regional Hospital (WRH) is a Model 4 hospital and provides a broad range of acute and regional services to the population of the South East. It is one of the 8 National Cancer Centres, and is a Designated Teaching Hospital of the Royal College of Surgeons of Ireland. In partnership with Waterford Institute of Technology (WIT) pre registration and post registration education and training for nurses is provided. Similarly in partnership with the University of Limerick, Direct Entry Midwifery students undertake their internship year on the WRH site

The Minor Injuries Unit (MIU) in Waterford Regional Hospital’s Emergency Department sees in excess of 5,000 patients per year. These patients are Triaged and streamed to the MIU to facilitate appropriate assessment and treatment of Minor Injuries and illness. The Unit is open from 9am to 8pm seven days a week and is staffed by ANP’s, an ED Registrar or/and an ED Consultant.
Reporting Relationship / Professionally Accountable to: Director of Nursing, Waterford Regional Hospital
Clinically Accountable to: Consultant in Emergency Medicine, Waterford Regional Hospital
Purpose of the Post / To act as an independent practitioner, clinically competent and skilled in the delivery of direct quality care to a specific patient group.
Principal Duties and Responsibilities / Clinical
The ANP (Emergency) will have undertaken a competency based education programme in advanced nursing practice, incorporating adult and children’s emergency nursing, which meets the requirements of An Bord Altranais.
Having demonstrated competence, the ANP will assess, treat and overall manage patients (adult and children) with minor injuries/illness.
Paediatric Presentations(18 months – 18years)
  • Acute traumatic shoulder injury
  • Acute traumatic wound management
  • Bite injuries (animal & human)
  • Paronychia
  • Dental Problems/injuries
  • Foreign body removal
  • Hand / finger/ fingertip injuries (including fracture/dislocation /laceration/nailbed/ tendon/ nerve injuries)
  • Minor burns
  • Minor head injuries/facial injuries
  • Soft tissue injury of upper & lower limb
  • Initial management of limb fractures
  • Soft tissue extremity infections/ inflammatory conditions
Adult Presentations
  • Acute traumatic shoulder injury

  • Chronic wound management (including paronychia / leg ulcers)
  • Dental Problems/injuries

  • The ANP will supply and administer pharmaceutical products in accordance with their collaborative practise agreement for nurse prescribing in the ED department.
Autonomy in clinical practice
  • Accepts accountability and responsibility for clinical decision making at advanced level of practice through caseload management of children/young people and adult patients/clients
  • Performs comprehensive health assessment, plans and initiates care and treatment modalities to achieve patient/centred outcomes and evaluates their effectiveness

  • Uses professional judgement to refer patients/clients to nurses, healthcare professionals and healthcare agencies.
Expertise in clinical practice
  • Articulates and demonstrates the concept of advanced nursing practice within the framework of relevant legislation, the Code of Professional Conduct (An Bord Altranais, 200a) and the Scope of Nursing & Midwifery Practice Framework (An Bord Altranais 2000b).

Practice
Clinical Governance
  • The post holder will participate in the Clinical Governance programme as defined by the Director of Nursing and Midwifery.

  • Take appropriate action on any matter identified as being detrimental to staff and/or service user’s care or well being or which may be inhibiting the efficient provision of care
  • Ensure adherence to established policies and procedures e.g. health and safety, infection control, storage and use of controlled drugs etc.
  • Ensure compliance with the quality and risk safety framework programme and any culture programmes.

Eligibility Criteria
Qualifications and/ or experience / Candidates must:-
(a)
  1. Be a registered nurse or midwife on An Bord Altranais live register
  1. Be registered in the division of An Bord Altranais live register for which the application is being made
  1. Be educated to Masters degree level (or higher). The postgraduate programme must be in nursing/midwifery or an area which reflects the specialist field of practice (education preparation must include a substantial clinical modular component(s) pertaining to the relevant area of specialist practice)
  1. Have a minimum of 7 years post-registration experience, which will include 5 years experience in the chosen area of specialist practice
  1. Have substantive hours at supervised advanced practice level
  1. Have the competence to exercise higher levels of judgement, discretion and decision making in the clinical area above that expected of the nurse/midwife working at primary practice level or of the clinical nurse/midwife specialist.
  1. Demonstrate competencies relevant to context of practice
  1. Provide evidence of continuing professional development.
(b) Be eligible to apply as an Advanced Nurse/Midwife Practitioner once offered an accredited Advanced Nurse/Midwife Practitioner post.
Note 1. Candidates eligibility will be assed by the HSE in the first instance using the criteria set out in (a). Following interview the preferred candidates will be provisionally offered a post as an ANP/AMP, as appropriate, conditional on ABA assessing their eligibility for registration in the ANP/AMP division of the registerr maintained by ABA
(c) Have Clinical, managerial and administrative capacity to properly discharge the functions of the role.

Advanced Nurse Practitioner Emergency Department

Tenure / The appointment is whole-time, permanent and pensionable.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The Salary scale for the post is: €54,870 - €68,853 as at 01/01/2010

Working Week / The standard working week applying to the post is: 37.5
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).

Protection of Persons Reporting Child Abuse Act 1998[1] / This post is one of those designated in accordance with Section 2 of the Protection of Persons Reporting Child Abuse Act, 1998. You will remain a designated officer for the duration of your appointment in this post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction.
