ROLE OF DEPARTMENT

The Resource Management Department, which has a total staffing of 30 as detailed below, manages the main administrative functions of the Union. The Head of Resource Management has the grade of Assistant Secretary (Band 1), is a member of the Union’s Senior Management Team, reports directly to the General Secretary, and is responsible for an annual budget of c£2.3M.

Staffing

The Department is split into five distinct Sections as follows.

The Information Systems Section with five staff is headed by the Head of Information Systems (Band 2), supported by the Principal Officer - ICT (Band 3). There are a further three Band 5 staff dealing respectively with IT Support/Intranet, Web and Applications and Network Management.

The Administration Section has six staff headed by the Principal Officer – Administration (Band 3). Two Professional Assistants (Bands 5 & 6) deal with Conference, the Executive Committee and general administration including property and budgets. There are three receptionists, two of whom work 28 hours.

The Human Resources Section, whose responsibilities also include Union elections, has six staff in total and is headed by the Principal Officer – Personnel (Band 3). These include three Band 5 posts (one 21 hours), one further post at Band 6 and one at Band 7.

Despatch Section is headed by the Principal Officer - Despatch (Band 4) and has a total of six staff. The Central Services Section is headed by the Supervisor (Band 6) and has a further three band 8 clerical administrative staff.

The Facilities Section, headed by the Facilities Manager (Band 4) has a total of four posts. Supporting the Facilities Manager is a Band 6 Facilities Assistant and two Band 8 posts.


Areas of Responsibility

The post has three main areas of responsibility. These are:

·  administration, including general administration, Union properties, Annual Conference, the Union’s Despatch Department which issues and receives all material at Headquarters and a Central Services support section;

·  the full Human Resources function with all staff recruitment, development, welfare, health and safety, appraisal, consultation and negotiation arrangements and procedures carried out by the staff of the Section. The Head of Resource Management will also act as Scheme Secretary to the Union’s Staff Superannuation Fund Management Committee and have administrative responsibility for the conduct of Union elections;

·  the Head of Information Systems will report directly to the Head of Resource Management. The Information and Communications Systems section provides the strategic direction for the appropriate and cost effective use of information and communications systems and technology to support the Union’s objectives and priorities. It also ensures that the Union’s computer systems and communication networks, both internal and external, remain secure and operational and are properly supported.

PRINCIPAL RESPONSIBILITIES

Reporting directly to the General Secretary, the Union’s Head of Resource Management will have the following responsibilities.

1. Strategy

To develop and implement the Union’s strategies in the areas covered by the post bearing in mind both the Union’s overall policies and the need to achieve results within available resources.

2. Administration

2.1 To manage and develop the Union’s properties including the eight Regional offices, the Wales Office (NUT Cymru) and the Union’s London Headquarters, Hamilton House. The Head of Resource Management will also monitor and advise on property and development issues with the management of Stoke Rochford Hall, the Union’s national training centre, nr Grantham, Lincolnshire.

2.2 To manage all matters relating to tenancies in Union property including the management, through outsourced providers, of the Conference Hall and Committee Rooms at Hamilton House.

2.3 To oversee the planning and operation of the Union’s Annual Conference, including the processing of Conference Business and organisation at the venue and the Headquarters Hotel.

2.4 To ensure the efficient servicing of Executive and other committees related to the work and functions of the Department.

2.5 To ensure the efficient functioning of the Despatch Section of the Department, including the distribution of all printed material going out from and coming in to HQ and the operation of the Central Services Section providing a support service to all departments of the Union.

2.6 To oversee the planning and administration of national Union elections.

2.7 To ensure that appropriate business insurance policies are in place.

3. Human Resources

3.1 To take overall responsibility for all aspects of the Union’s personnel/human resources function including staff recruitment, record keeping, training and development, welfare and health and safety.

3.2 To lead the operation and development of the Union’s staff appraisal scheme.

3.3 To be responsible for negotiations with recognised staff groups on conditions of employment, including pensions issues, through formal and informal machinery with the servicing of related committees.

3.4 To act as Scheme Secretary to the Management Committee (the Trustees) of the NUT Staff Superannuation Fund and to undertake all responsibilities relevant to this role.

4. Information Services

4.1 Through the Head of Information Services, to provide strategic direction on the appropriate and cost effective use of information and communications systems and technology to support the objectives and priorities of the Union.

4.2 Through the Head of Information Systems, to ensure that the Union’s computer systems and communications networks remain properly supported, operational and secure.

5. Management

5.1 To provide leadership to the professional, sometimes pressured teams within the Department ensuring that each team plans and prioritises its work efficiently and effectively. To represent the viewpoints and needs of the teams to senior management and elected officers.

5.2 To oversee the drawing up, management and monitoring of all budgets related to the responsibilities of the Department.

1. Skills, knowledge and abilities

Essential

(a)  Proven skills as an effective manager with the capacity to leaddiverse staff teams.

(b)  Effective team worker with the ability to co-ordinate diverse activities.

(c)  Ability to formulate plans and operational objectives that fit with the aims and organisational strategies of the Union.

(d)  Excellent interpersonal skills.

(e)  Ability to deal discreetly with sensitive issues and maintain confidentiality.

(f)  Knowledge and understanding of pensions issues and legislation sufficient to enable the fulfilment of the role of Scheme Secretary of the NUT Staff Superannuation Fund.

2. Qualifications/Education

Essential

(a) Relevant degree or equivalent professional qualification.

Desirable

(b) Qualification in business/management subjects including Human Resources Management and Information/Communications Technology.

3. Experience

Essential

(a) Significant and relevant management experience, including managing others, in the voluntary, public or private sectors.

(b)  Experience of writing policy documents and business plans.

(c)  Analysis and presentation of data to inform decision making by the Union’s Senior Management Team and committees of elected members.


Desirable

(a) Experience of servicing committees of elected members.

(b) Experience at a senior level of HR policies and practice including experience in staff appraisal and professional development.

(c) Experience in managing specialist IT staff andin managing inter-departmental projects with significant ITcommitment.

(d) Experience of dealing with property matters.

4. Other

Essential

(a) Sympathy with the aims of Teacher trade unionism.

(b) A requirement to attend interviews and events at the Union’s regional/Wales locations, Stoke Rochford Hall the Union’s training centre and other locations, which will involve overnight stays away from home.

(c) A requirement to attend the Union’s Annual Conference, which is held over the Easter period each year and any Special Conferences which may be called.
