Background:
The establishment of strong state institutions at central and sub-national levels capable of achieving measurable improvements in the delivery of services of all Afghans is at the core of the Afghanistan National Development Strategy (ANDS). The Government’s Public Administration Reform (PAR) strategy encompasses a range of reforms needed to achieve this objective, including financial and economic management and civil service reform. A core element of this strategy is to continue with capacity building within the civil service so as to create a modern, well-functioning and affordable administration. Reforms underway include the restructuring of ministries and other government bodies and introducing changes in the way human resources are mobilized and managed.
The Capacity Building for Results (CBR)
Capacity Building for Results Facility (CBR) is a Government led reform and capacity building program, funded through the Afghanistan Reconstruction Trust Fund (ARTF), under the Afghan National Budget.
CBR is managed by the Independent Administrative Reform and Civil Service Commission and Ministry of Finance, and it is supervised by a Steering Committee which is composed of the Minister of Finance and the Chairman of IARCSC.
CBR is an innovative Government-led project that seeks to improve the capacity and performance of line ministries in carrying out their mandates and delivering services to the Afghan people. It aims to reduce the reliance on externally financed staff by increasing capacity in the core civil service. It will do this by creating a specialized and highly qualified group of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained as Transition progresses.
This will be achieved through the implementation of specific capacity and institution building programs, which include systematic monitoring of, and reporting on, results. All line ministries can participate in CBR, while the level of support is based on the ministry’s level of preparedness and results. Line Ministries get support from the CBR program against their progress on reforms and indicative results. CBR program is coordinated with all current on-budget and off-budget technical assistances which are being provided to the Line Ministries to improve the synergy and avoid duplication.
Purpose of the Job
Management, leadership, monitor and manage auditing process of financial affairs and accounts in accordance with Laws, decrees, legislations, regulations and standards of Internal Audit.

Responsibilities
1. Develop and manage (six months and annual plans) of auditing activities of internal units of this organization in order to achieve the targets;
2. Lead and manage internal audit departments to implement it’s plans and to achieve it’s objectives;
3. Hold periodic audits concerning executive, administrative, financial and professional affairs in order to increase the efficiency and quality of Central Statistics Organization performances;
4. Follow and control the decisions and instructions of higher authorities concerning audit results and its implementation upon related authorities.
5. Monitor and supervise auditors’ work in order to bring transparency and improvement in their work;
6. Liaise with the Supreme Audit Office of Islamic Republic of Afghanistan concerning the coordination of activities and performance of internal audit.
7. Reflect non-compliances and specify illegal performance indicated by the auditors and its submission to higher authorities of this organization in order to improve working procedures.
8. Control and analyze audit reports related to finance, accounts and professional affairs of this organization in order to ensure legal expenditures.
9. Provide specific recommendations and corrections to higher authorities of this organization related to the insufficiency of concerned sections based on the results of auditors;
10. Control and Monitor performance quality of related staff in order to improve the effectiveness and efficiency of their work.
11. Perform any other related duty as directed by higher authorities in accordance with laws, regulations and objectives of this organization.
Qualification and Experience:
Minimum requirements for this position has been mentioned in article (7) and (8) of Civil Servant Law of Islamic Republic of Afghanistan.
1. Educational Degree
· Bachelor Degree in Economics or Law with higher marks is preferred.
2. Required experience (type & years of experience)
· Three years of related experience
3. Other skills (short-term courses, trainings on the job and other)
· Policy design, planning and report analyzing
· Analyzing skills and evaluation
· Familiarity with information technology and ability of utilizing MS. Office (MS. Word and MS. Excel).
