Introduction of Local Energy Agency Spodnje Podravje (LEASP)

Local Energy Agency Spodnje Podravje (LEA Ptuj) is one of 7 Local Energy Agnecy in Slovenia and one of 380 energy agencies throughout Europe.

Local and regional Energy Agencies (LEAs) support the introduction of good energy management practices, advocate the concept of sustainability, provide information and guidance, and offer a number of other local services based on specific local energy needs. They operate impartially on both energy demand and supply issues.

Local Energy Agency Spodnje Podravje was established to perform development and specialised tasks in public interest and it is established as the non-profit organization. Agency performs following activities:

-  development, research, training, promotion of the energy efficiency and introduction of the renewable energy sources in the region in order to maximise the self-supply of energy and to strengthen the well-being the inhabitants of Spodnje Podravje;

-  integration the experts and institutions and co-operation establishing in the field of research, development and training and supporting the new technologies and processes;

-  enhancing the sustainable use of energy;

-  creation and execution of the research, development and training programmes, which are important for the enhancing of the sustainable energy development from the technical, social, economical, scientific and cultural point of view;

-  transfer of the knowledge, know-how and technologies to practice and development of the innovative approaches;

-  preserving and protection of the environment;

-  publishing for the scientific and educational purposes.

LEA Spodnje Podravje Team has 5 members:

Janez Petek PhD, is energy expert active in energy efficiency and rational energy consumption for more than 20 years. He was the assistant professor at the University of Maribor, Faculty of Chemistry and Chemical Engineering, expert for cleaner production and energy auditing, and the Slovenian National Focal Point for Cleaner Production for Mediterranean Action Plan, and director of the Steng- National Cleaner Production Center. He is also a member of the National Advisory Body for Energy Sector at the Slovenian government.

Dalibor Šoštarič, Aleš Šimenko and Borut Hergula, B.Sc. of Mechanical Engineering. They are energy experts and are active in energy sector and maintenance of the utility systems. They preform tasks of the adviser for energy. They have university education degree in energy field, and also in field of energy and environment. Their main responsibilities are focused in fields of Energy Auditing, Energy Planning and use of renewable sources, Feasibility Studies and Local Energy Concepts developing.

-  Mateja Sajko, B.Sc. of Economy. She is expert in economical assessment of the investments and experts in project proposals preparing at national and international level. She is advisor for finances and economy – especially for SMEs, she has university education degree in economy science. Her main responsibilities are marketing of agency, education and information of SMEs and public authorities about efficient energy use, financial issues. She is well skilled in preparation of project proposals and reporting. She is proficient in English and German.

The agency's operation are based on activities such as training, consulting, advisory services the municipalities and public bodies, preparation and coordination of joint projects which will be submitted to European programmes to benefit from EU funds (IEE, INTERREG, EEA Financial Mechanism, Norwegian Financial Mechanism, IPA, etc.).

Agency provides activities such as:

·  The preparation and implementation of energy concepts and resulting projects for several local authorities in the whole Spodnje Podravje region.

·  Carrying out the energy audits of public buildings and SMEs.

·  Preparation of energy projects targeting a decrease in energy consumption for public buildings as well as for enterprises and private buildings.

·  Technical assistance for renewable energy sources (RES) and rational use of energy (RUE) projects.

·  Services of advice in RUE for the economic sectors: organisation of training seminars, energy audit campaign on buildings and SMEs.

·  Continuation of awareness raising and other activities.

·  Helping the investors to find adequate stakeholders and locations for the implementation the renewable energy sources (biomass, biogas production, small hydro power stations, district heating system implementation, geothermal energy systems, photovoltaics etc);

·  Consult to the mayors and municipalities how to decrease energy consumption in the public buildings (offices, schools, museums, kindergartens etc.);

·  Implementation of the energy certificates of the public buildings;

·  Consulting at the design and building the passive and low energy buildings;

·  Supervision at the construction of the passive buildings and low energy public buildings;

·  Renovation and implementation of the local energy concepts;

·  Cooperation in the EU and other projects on the energy area;

·  Energy management of the public buildings;

·  Consulting at the implementation of the newest low energy technologies and equipment;

·  Providing adequate training and knowledge transfer to the public sector especially to mayors, head of departments in the municipalities, managers of the public institutions.

The agency aims to become the local energy manager influencing on the energy consumption, energy efficiency and renewable energy sources at the local scale. Strong cooperation is to be established between other Slovenian LEAs, Ministry of Environment and Physical Planning and Ministry of Economy. Agency aims to strong influence on energy investment and control those investments in order to assure the maximum part of the renewable energy sources and energy efficiency to be implemented.

The agency will continue as a non-profit organisation and will conserve the same statute and its autonomy.
