INTENT AND USE GUIDE

Performance based specifications are appropriate when the intent is to perform recurrent road maintenance activities. They are not intended to provide work that is inherently construction related. They are not intended to replace any material quality standard or procedural process that is appropriately covered in the FP-03, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”. They are not intended to circumvent the Service Provider’s responsibility of paying Davis Bacon Wage rates.

The Service Provider should be allowed to perform the work in a manner that reaches end objectives.

Many work items require a map showing the location of the included work, and a road listing that shows other features like road length, pay items that apply, and scheduling priority. The following sections require a map and road listing; 803, 807, 811, 812, 813, 814, 832, 833, 834, 836, 841, 842, 851, 861, 872, and 881.

Measurement is the method that the Contracting Officer will use to define the quantity of work that is subject to payment.

Work Area Management has been incorporated into all specifications.

Watering and Water Supply are incidental to any specifications requiring water.

Throughout the Acceptable Quality Level (AQL) tables in the specifications, the letter “x” is used as a placeholder for a fill-in number. Remove the letter “x” and insert the number and unit that fits your situation. The unit is not tied to the pay unit; it is related to the type of defect described.

Include Section 800 “Definitions and Abbreviations” and Section 801 “Quantity Measurement Terms” in all contracts.


SECTION 803 – SNOW REMOVAL

803.01 (SERVICE REQUIRED):

The timely ordered removal of snow from designated surfaces; including roads, parking lots, administrative sites, and other project areas.

803.02 (PERFORMANCE STANDARD):

Identify various standards of snow removal in task order or road listing. Base these standards on objectives of motorized travel such as Highway Safety Act roads, joint use roads, and project roads.

Highway Safety Act roads should be free of snow to allow highway vehicles to travel unimpeded. The width should allow vehicles to pass with a minimum of risk at turnouts, or on 2-lane sections. If the plowing is for project access only, a Forest Order must be developed and appropriately signed to prevent public use.

803.03 (LOCATION OF WORK):

Provide necessary information clearly showing the location of the work.

803.04 (MEASUREMENT):

Measure “by the mile” pay items by use of calibrated survey odometers, or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles along the road centerline.

803.05 (PAYMENT):

Payment will be made for the actual quantities of service provided and accepted, or materials furnished, according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under section 803.06 Acceptable Quality Levels.

803.06 (ACCEPTABLE QUALITY LEVELS):

Focus Items – Items that need some level of protection for stability, longevity, resource protection, or safety.

Major Defect – An unacceptable level of damage to a focus item requiring the work to be redone, replaced, otherwise corrected, or payment reduction.

Minor Defect – A minor level of damage to a focus item that may require reworking, or may be acceptable as is, with or without a pay reduction.

Allowable Defect – A number or level of defects that are allowable.

Incentives/Consequences – Results of exceeding allowable defects.


SECTION 807 – EQUIPMENT RENTAL

807.01 (SERVICE REQUIRED):

Furnish equipment for operation by the hour. This Section provides a way to obtain the Service Provider’s personnel and equipment to perform work that is not covered under existing bid items. It is not to be used as a replacement for force account crews or competitive bidding of routine work.

807.02 (PERFORMANCE STANDARD):

Identify equipment types and minimum requirements in the table provided in the specification.

807.03 (LOCATION OF WORK):

Provide necessary information clearly showing the location of the work.

807.04 (MEASUREMENT):

Hours of Operation: The Service Provider’s regular working shift may include overtime or be restricted to less than eight actual operating hours. Operations are normally limited to daylight hours in consideration of operator safety and lighting needs not specified in the contract.

Timekeeping: The Contracting Officer is responsible for keeping track of the time for equipment rental. Deduction will not be made for time when the equipment is being held “on standby” by order. The Service Provider’s time will terminate with the Task Order that releases the equipment at the original or otherwise agreed location.

807.05 (PAYMENT):

Payment will be made for the actual quantities of service provided and accepted. No payment will be made for service provided in excess of that ordered or otherwise authorized.

807.06 (ACCEPTABLE QUALITY LEVELS):

Equipment not meeting Acceptable Quality Levels will be released or rejected.


SECTION 808 – WORK AREA MANAGEMENT

No performance-based specification has been prepared for this section. It is intended that this work will be incidental to all other maintenance items.


SECTION 811 – SURFACE MAINTENANCE

Drawings Required:

811.01 (SERVICE REQUIRED):

For the ordered performance of surface and drainage maintenance

811.02 (PERFORMANCE STANDARD):

Acceptable surface maintenance standards are based on the objective maintenance levels and/or included drawings. Drainage is the main consideration of maintenance of all roads. As the maintenance level increases attention to user comfort and safety should increase accordingly.

811.03 (LOCATION OF WORK):

Provide necessary information clearly showing the location of the work.

811.04 (MEASUREMENT):

Measure “by the mile” pay items with the use of calibrated survey odometers or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles along road centerline.

811.05 (PAYMENT):

Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under Section 811.06 Acceptable Quality Levels.

811.06 (ACCEPTABLE QUALITY LEVELS):

Focus Items – Items that need some level of protection for stability, longevity, resource protection, or safety.

Major Defect – An unacceptable level of damage to a focus item requiring the work to be redone, replaced, otherwise corrected, or payment reduction.

SECTION 812 – SURFACE STABILIZATION

Drawings Required:

812.01 (SERVICE REQUIRED):

The ordered stabilization and dust control of roads, parking lots, and other designated surfaces.

812.02 (PERFORMANCE STANDARD):

Acceptable surfaces are based on a time objective. Service Provider is expected to provide evidence that product and application rates will meet objectives for the time period ordered. Forests RFQ’s should address products not allowed for use and may recommend products they wish to use.

If intent is to designate the material and application rates for the Contractor, then Forests should use construction specification FP03 “Federal Highway Construction Specification with Forest Service Supplementals” rather than this performance based specification.

812.03 (LOCATION OF WORK):

812.04 (MEASUREMENT):

SECTION 813 – SPOT SURFACING

Drawings Required:

813.01 (SERVICE REQUIRED):

Load, Haul, and Place ordered surfacing materials.

Crushing is not intended under this specification: material should be available in stockpile or commercial sources. The intent is to provide minor spot surfacing, any more than this should be included in a construction specification, – use FP03 “Federal Highway Construction Specification with Forest Service Supplementals” rather than this performance based specification.

813.02 (PERFORMANCE STANDARD):

Repair and stabilize short segments of road surfaces. Finished work should reasonably match adjacent segments of road. Unless material is government furnished, the specified gradation must be provided. Aggregate gradation should be selected to approximate materials in the roadbed.

813.03 (LOCATION OF WORK):

Provide necessary information clearly showing the location of the work.

813.04 (MEASUREMENT):

Measure by Cubic Yards, Square Yards, or Tons of material placed

813.05 (PAYMENT):

Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under Section 813.06 Acceptable Quality Levels.

813.06 (ACCEPTABLE QUALITY LEVELS):

Focus Items – Items that need some level of protection for stability, longevity, resource protection, or safety.

Major Defect – An unacceptable level of damage to a focus item requiring the work to be redone, replaced, otherwise corrected, or payment reduction.

Minor Defect – A minor level of damage to a focus item that may require rework, or may be acceptable as is, with or without a pay reduction.

Allowable Defect – A number or level of defects that are allowed.

Incentives/Consequences – Results of exceeding allowable defects.


SECTION 814 – ASPHALT SURFACE MAINTENANCE

814.01 (SERVICE REQUIRED):

Provide cleaning and repairing of asphalt surfaces. This specification is to be used to clean and repair asphalt traveled way and shoulders. Patching under the service contract is meant to include normal pothole patching and smaller skin patches, which can be accomplished with the same equipment. Work that is more extensive should be completed by a construction contract – use FP03 “Federal Highway Construction Specifications with Forest Service Supplementals” rather than this performance based specification.

814.02 (PERFORMANCE STANDARD):

Finished work should reasonably match, or exceed, adjacent segments of road. When bituminous mixtures from established sources are used, standard state specifications will be allowed.

814.03 (LOCATION OF WORK):

Provide as much information as necessary to clearly show the location of work.

814.04 (MEASUREMENT):

Measure “by the mile” or “linear feet” pay items with the use of calibrated survey odometers or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles, or linear feet along the road centerline.

Patching is measured by “tons” of material placed.

814.05 (PAYMENT):

Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under Section 814.06 Acceptable Quality Levels.

814.06 (ACCEPTABLE QUALITY LEVELS):

Focus Items – Items that need some level of protection for stability, longevity, resource protection, or safety.

Major Defect – An n unacceptable level of damage to a focus item requiring the work to be redone, replaced, otherwise corrected, or payment reduction.

SECTION 832 – LOAD, HAUL, AND PLACE MATERIALS

Other Related Specifications: Use 841 when revegetation of disturbed areas or disposal sites is required

832.01 (SERVICE REQUIRED):

Removal of slough and slide debris by loading, hauling, and placing of materials at designated sites.

Remove and dispose of slides and unsuitable materials. These materials may be disposed of by filling slumps, in designated waste areas, or incorporation into roadbed. Section 841, Disturbed Area Treatment, should be included when revegetation of disturbed areas or disposal sites are required.

832.02 (PERFORMANCE STANDARD):

The intent is to return the road to an operational state and dispose of materials at designated sites.

832.03 (LOCATION OF WORK):

Provide necessary information clearly showing the location of the work.

832.04 (MEASUREMENT):

“By the mile” Items - Use of calibrated survey odometers or measurements between accurate established mileposts will provide a sufficiently accurate measurement of miles along the road centerline.

“Cubic Yard” Items – Are ‘cubic yards measured in the vehicle”.

832.05 (PAYMENT):

Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under section 832.06 Acceptable Quality Levels.

832.06 (ACCEPTABLE QUALITY LEVELS):
