2. Business Updates
a. Additions / modifications to the agenda
i. Add discussion of CIMI and Patient Care work modeling pressure ulcers (Richard Esmond)
b. Announcements:
i. CMS Inpatient Prospective Payment System (IPPS) Notice for Proposed Rule Making (NPRM) – due for publication in the Federal Register 27 April 2016, comments are due 17 June 2016. The CQI WG will review the NPRM for impact on CQI Standards and also coordinate with the HL7 Policy Committee.
3. Review of potential Sept 2016 work items – will review PSS’s for the following in consideration of potential ballots in September.
a. QRDA Cat III Release 1.1 (896) – Potential move to normative
b. QRDA Cat I Release 3.1 (210) – Potential move to normative, however, since QRDA Category I must be updated frequently as QDM changes. And, QDM will be updated to coincide the implementation of CQL expression language in the US. Therefore, it may need to stay as a DSTU.
c. HQMF R2.1 – Potential move to normative.
d. FHIR Quality – Update QI Core to be consistent with FHIR 3.0.
e. CQF on FHIR DSTU – Move from current comment-only ballot to DSTU ballot in September since this is the second round of comment-only balloting.
f. A project could emerge to bind CQL to the CIMI model – most likely a joint project with CIMI and CDS. CQL is model agnostic; therefore, an implementation guide might be helpful but a new project may not be needed – for discussion at the Montreal WG meeting.
4. Review of Draft CMS QRDA IG for 2017 Reporting Period – The comment period ends on 3 May 2016. Information about commenting was distributed to the WG listserve.
5. Update the domain experts steering division actions list
a. There were 2 PSS’s – PHER (FHIR Immunization maintenance PSS for data sharing) and RCRIM (discussed on a previous call). The WG chairs voted affirmatively on both.
6. QRDA Clinical Quality Data Sharing User Guide – Ballot Reconciliation – Deferred as facilitators were not available for the call.
7. Discussion of CIMI and Patient Care work modeling pressure ulcers. Richard Esmond provided an update. The goal is to create CIMI models and FHIR profiles and provide the Patient Care WG potentially for use in the September FHIR Connectathon. The goal is to provide an example of how the process will work rather than specific clinical content
8. Review of May 2016 HL7 WGM Agenda – The WG reviewed the Montreal WG meeting agenda and agreed to add CIMI to the joint meeting with CDS on Wednesday Q1 and discuss the data model at that time.
9. Project Updates
a. QRDA Category I DSTU R3.1 (now posted on the HL7 site)
b. QRDA Category III, R1.1 (now posted on the HL7 site)
c. HQMF R2.1 (an errata to address DSTU comments is in development)
d. QDM-based HQMF, R1.3 (an erratum will not be required; the example file can be updated without publishing an erratum)
e. CQL-based HQMF, R1 (potential errata update pending)
f. CQL (CDS Primary, CQI co-sponsor) (current, an update is out for comment in the CDS WG; the comment period ends on 5 May 2016. Bryn Rhodes reviewed the changes with the CDS and the CQI WGs on 16 and 18 April, respectively).
g. FHIR-Based Clinical Quality Framework (CQF on FHIR) (Project 1234 - Merged from FHIR eCQM and FHIR CDS) – Currently out for a comment ballot
h. Logical Data Model work with CIMI – continues to progress
i. FHIR Quality Profile (QI CORE) / QUICK (plan for ballot in September consistent with the FHIR 3.0 ballot; need to confirm if the QUICK access has been published)
j. HL7 CDA® R2 Implementation Guide: Supplemental QRDA Clinical Quality Data Sharing User Guide, Release 1 (PI ID: 1215) (no update)
k. HL7 Cross Paradigm Specification: Neutral Mapping Notation, R1 (FluentPath - Aligning FHIRPath with CQL --- co-sponsoring with CDS, ITS <primary>, FHIR)
