JOB DESCRIPTION

Job Title:HR Manager

Hours:21hours per week

Salary:£27-£29k pro rata

Main purpose of Job:To deliver an HR information, advice and guidance quality standards service to voluntary and community organisations in Hammersmith and Fulham; to recruit and provide a HR and health & safety service to HFVC; to deliver training and mentoring, develop information resources and promote good employment and quality standards practices through all activities, both internally and externally.

Accountable to:HFVC Director

Key Areas:

1.Personnel and employment advice, support to the HFVC and to Community and Voluntary Sector (CVS) organisations in the London Borough of Hammersmith and Fulham (LBHF)

Key area 1: Personnel and employment advice, consultancy support through quality standards mentoring (PQASSO) to CVS organisations in LBHF

Externally

1.1 / Provide a telephone and email advice service on personnel
management and employment issues.
1.2 / Provide written advice, information and other resources on personnel and employment law.
1.3 / Provide 1-1 consultancy support for organisations through mentoring,
including providing information, advice and guidance on, for example, employment relations; contracts,policies & procedures; disciplinary and grievance matters;dismissal, redundancy and reorganisation; salary reviews and jobevaluation; organisational management; transfer of undertakings,equal opportunities, Health and Safety.
1.4 / Research and keep up-to-date with developments in employment
law, personnel management and good practice as it affects the
voluntary sector.
1.5 / Promote good practice in employment and personnel
management, appropriate to small voluntary sector employers.
1.6 / Ensure that resources, written or otherwise, on personnel/
employment issues are developed and maintained in
collaboration with other colleagues at HFVC.

Internally

1.7 / To take lead responsibility for Human Resources and Health and Safety issues within the HFVC, ensuring that staff and volunteers are kept informed of legal rights and responsibilities pertaining to health and safety, employment legislation and equal opportunities
1.8 / To ensure that appropriate personnel and health and safety systems, procedures and policies are developed for the organisation and implemented consistently.
1.9 / To oversee the recruitment and selection of staff and advising on good management of volunteers.
1.10 / To ensure that all staff and volunteers working in the VC receive appropriate supervision and support.
1.11 / To provide advice and guidance on employment law, HR good
practice and the implementation of HFVC operational policies to
trustees, staff and volunteers within the VC and to seek professional
advice as appropriate
1.12 / To act as Lead Signatory on applications for Disclosures from the
Criminal Records Bureau and to advise disclosure applicants and
recipients on the appropriate handling, use and retention of
disclosures, within the scope of the HFVC Disclosure Policy and CRB
Code of Practice.

1.13 Act as Chair of the Operations sub-committee, providing a proactive role in ensuring operations matters are raised in the committee as set out through the awayday strategic reports.

Key Area 2: Training and Development

Externally

2.1 / Design, organise and deliver training courses and seminars on quality standards, personnel management and employment law issues to the VCS in LBHF (both volunteers and employees).
2.2 / Prepare training materials for courses to be delivered as outlined above.
2.3 / Coordinate these training events in collaboration with colleagues in HFVC.

Internally

2.4 / To co-ordinate the planning and implementation of the HFVC organisational training development plan, in line with the business objectives defined in the HFVC Business Plan.
2.5 / To provide and/or facilitate in-house briefing sessions to staff and volunteers relating to relevant HR, Health and Safety and Quality issues or initiatives.

Key Area 3: Quality and Performance

Internally

3.1 / To work, in consultation with staff, volunteers, trustees and
stakeholders, towards implementing, achieving and sustaining
Volu Volunteer Centre Quality Accreditation (VCQA), PQASSO, Investing in Volunteers, Matrix Accreditation.
3.2 / To act as an Investing in Volunteers Partner, providing ad hoc advice and mentoring to the VCS, as required.

Externally

3.3 / To work with voluntary and community organisations in Hammersmith and Fulham who are seeking to achieve one or more of the quality accreditation programmes in 4.1, to mentor and advise as appropriate

Key area 4: Reporting and Monitoring

Externally

4.1 / Regularly monitor, evaluate and report on the HR service and its usage.
4.2 / Compile timely and accurate monitoring reports in line with funders’ requirements.

Internally

4.3Develop an annual workplan (reviewed on a quarterly basis) for key tasks.

4.4Provide timely reports on progress to the HFVC Board of Trustees.

4.5Undertake any other work as required by the Director.

Person Specification

Essential

  • CIPD qualified or part-qualified or equivalent by experience.
  • Proven experience of providing complex employment law and personnel management advice.
  • Demonstrable experience of service delivery and project management.
  • Awareness of the issues facing the Volunteer Centre and the Voluntary and Community Sectors in LBHF.
  • Experience of devising and delivering training to non-specialists.
  • Sound understanding of equal opportunities principles and proven ability to integrate them into service delivery.
  • Experience of formulating contracts of employment, personnel policies, procedures and guidance documents.
  • Excellent telephone, oral and written communication skills.
  • Good understanding of customer care issues.
  • Experience of using MS Office
  • Experience in delivering training to small or medium size audiences.

Desirable

PQASSO Mentor Certificate or other quality standard certificate

Knowledge of the voluntary sector.

Experience of working in the voluntary/charitable sector
