Package / ·  Travel to/from London office for pre-departure & return briefing

·  Shared accommodation whilst in overseas (non-UK) locations (private bedroom, shared bathroom & living areas with War Child expatriate staff)
·  Per diems of USD 20 to cover food & private expenses, if any, whilst overseas.
·  Reimbursement of travel to/from War Child office whilst based in London (limit of reimbursement: London Transport zones 1-6)
·  Lunch allowance of GBP 4 per day whilst based in London HQ
Experience/ Attributes – Essential / ·  Minimum degree educated in Human Resources or Organization Development or equivalent. Masters degree preferred
·  CIPD membership / certification preferred
·  Well rounded 4 – 5 years of HR operations / Generalist experience covering Recruitment/Resourcing, Performance Management, Training & Development, Payroll / Compensation & Benefit, HR Policy, Employment Laws, Leave Management and HR Data / Employee Information Management / HR Admin.
·  Experience / knowledge of HR Audit will be an added advantage
·  Hands on experience in developing and rolling out of HR policies and procedures across all the above areas
·  Highly competent in MS Excel, Word & PowerPoint
·  Organized, methodical with a results oriented and problem solving approach to work and challenges
·  Ability to build bridges across the organization with excellent communication and interpersonal skills to build effective working relationships, particularly in multi-cultural environments.
·  Eligible to work in the UK and travel to all specified overseas locations
·  Moderate level of French
Terms of reference / 1.  Global HR Manual
·  WCUK carried out an audit and review of all current HR policies & procedures in our overseas offices, as well as an analysis of local/national laws & regulations in each country during 2012.
·  Using this work and analysis, the HR Development Project Manager will be required to develop and implement a standardised global HR manual for WCUK’s overseas programmes, also introducing best practise from reviews of similar manuals from other international NGOs (eg. War Child Holland, Restless Development, etc). Process workflows, templates, toolkits and checklists should also be incorporated.
·  Ensure that the global HR manual is “nationalised” for each country of operation by way of appendices to ensure compliance with relevant national and regional laws.
·  Manage the process of translating the HR manual into the working language of War Child’s country offices, ensuring value for money for the organisation.
·  Visiting each country office, implement the new HR manual, providing training to all staff, including any new or enhanced policies or procedures.
·  Recognising that War Child’s internal Child Protection Policy is fundamental to the organisation, ensure that refresher training is provided on this to all staff in all country programmes. [Relevant training & materials will be provided in the UK by War Child’s Child Protection Officer prior to travel to the country programmes.]
2.  Global salary scale
·  As part of the 2012 review, comparative salary scales were collected from a number of NGOs in each country of operation, as well as cost of living data.
·  Using these, as well as salary scales from WC International offices (where available), develop a global salary scale and associated benefits for national staff to be implemented across all of WCUK’s countries of operation.
3.  Employment & regulatory audit:
·  Follow up the employment and regulatory audit (best practise checklists) performed during 2012, identifying where gaps remain and supporting the country offices to address these gaps, focusing on the key risk areas.
·  Further assess WCUK’s ongoing compliance with existing laws and regulations, and qualify and quantify the legal and financial impact to the organisation of any discovered non-compliance.
