14/12TO RECEIVE APOLOGIES FOR ABSENCE Cllrs Rutherford, Knowles and Dean.

15/12PUBLIC QUESTION TIME (15 Minutes):
Lights on cars: The Clerk will write to the police to report cars speeding through the village, so without lights on between 6.30-8pm.

16/12DECLARATIONS OF INTEREST: There were no additional declarations of interest.

17/12MINUTES OF THE LAST MEETING
The minutes of the Parish Council minutes meeting on 3rd January, 2012 having previously been circulated were signed as a true record of events.

18/12MATTERS ARISING FROM THE MINUTES
a) P3 scheme: Clerk in contact with the P3 representative because contact cannot be made with Tariq Ali.
b) Drainage on the Village Green: The drainage has been completed by Claydens of Saffron Walden Ltd.
c) Basketball hardstanding: The tarmac cannot be laid because of the wet weather. d) Plans for the following year: Carried forward to next meeting.

19/12PLANNING
a) For Discussion:
UTT/0121/12/FUL Land to the north of 48 Walden Road
Erection of double garage and temporary access via existing crossover
PC Decision: The PC agreed to object if the garage was outside the development limits of the village.
b) Decisions:
UTT/2301/11/LB Moat Barn
UDC refused a single storey rear extension
UTT/2455/11/FUL 33 Walden Road
The application was withdrawn
UTT/2477/11/FUL Middle House, 3 Tylers
UDC approved the replacement of flat roofs with pitched roofs
UTT/2150/11/FUL Land at Redgates Lane
UDC approved a new access.
c) Letter concerning UTT/0893/11/FUL: 10 Cole End Lane: The Planning Officer has informed the Clerk that this letter, and the information about the land submitted with the planning application wasn’t used to determine the application.

20/12HIGHWAYS ISSUES
a) Community Speed Watch: The PC hasn’t received anymore news about any new volunteers.

21/12VILLAGE GREEN
a) Diamond Jubilee: The Clerk has booked a hog roast booked for 2nd June. The PC will ask Gilly Bamber if she would organise a tea for children. Cllr Rutherford is looking into the cost of providing a mug for each child in the village. The idea of a disco was discussed and Cllr Olley will discuss with the Village Hall committee.
b) Tree to be planted: An Oak tree has been donated by a local resident and will be planted on the village green by Cllr Gillman. A plaque to be organised to be put next to the tree.

22/12EX-AGENDA
 District Councillors Report: The LDF is available for public consultation. There are no plans to build any houses in Sewards End or surrounding villages.
 County Councillors Report: Apologies were received.
