Hours of Business: / Work hours will normally be 9.00am – 5.00pm, Monday – Friday.

JOB DESCRIPTION

Job Title: Health, Safety & Environmental Manager

Direct Report to: Chief Executive Officer

Job Purpose:

To provide and be responsible for the Health and Safety and Environment of the Port. Manage day-to-day Health, Safety and Environmental needs of the Port.

Key Activities and Responsibilities

The HSE Manager will be responsible for the following duties within the role:

  • Promote a positive Health and Safety Culture throughout the Port
  • Drive through the implementation of Health and Safety Policies and procedures to achieve compliance with all applicable Health & Safety legislation.
  • Challenge and complete risk assessments and implementation of suitable control measures along with Standard Operation Procedures throughout the Port
  • Ensure accidents and investigations are reported, investigated and liaise with relevant bodies. Ensure appropriate corrective actions are implemented.
  • Ensure full implementation of the Port’s accident reporting procedure, and lead on all accident investigations (including near misses)
  • Monitor and review Port performance through weekly inspections and audits.
  • Attend and contribute to management meetings and Port Users Meetings.
  • Assessment of all contractor risk assessments and method statements (RAMS), ensuring that all policies, procedures and controls are implemented appropriately.
  • Assist and participate in the highlighting of health-related risks onsite in the Port.
  • Develop and deliver HSE awareness and training programmes.
  • Develop and deliver stakeholders engagement plan.
  • Agree remedial action with Port management on any non-conformance and carry out follow up reviews to ensure the appropriate implementation has taken place.
  • Completion of contractor site inductions.
  • Co-ordinate high risk permitted activities such as hot works, asbestos and confined spaces.
  • Ensure COSHH assessments are completed and up to date, and that control measures are being sufficiently implemented.
  • Be the main point of contact for all HSE related regulatory agencies (e.g. HSENI, NI Fire and Rescue Service, NI Water, Newry, Mourne and Down Council).
  • Co-ordinate all aspects of pollution control, waste management, recycling, effluent management, environmental health, conservation and energy whilst ensuring that all licensing requirements are adhered to.
  • Keep up to date with new and emerging legislation and good industry practice, both general and Port specific.
  • Other duties as required from time to time in order to meet the needs of the business.

PERSON SPECIFICATION

Job Title: Health, Safety & Environmental Manager

Education/Knowledge

  • NEBOSH General Certificate or Higher

Experience

  • Experience of HSE Management at Officer level, minimum of 5 years
  • Safety and Environmental Management Systems experience
  • Experience in development of a leading HSE safety culture

Essential Skills/Abilities

  • Certified Member of IOSH
  • Demonstrable HSE Leadership skills
  • Strong people management abilities
  • Excellent communication skills
  • Prioritise work tasks effectively
  • Self-motivated and driven
  • Current clean Driving licence

Desirable

  • Third Level Education preferably a Degree in relevant area
  • Experience in achieving ISO 45001
  • Port related experience
  • Hold a certificate in First Aid.
