The County Administrator is responsible for 12departments: Information Technology Services; Financial Services; Human Resources; Support Services; Community Services; Corrections; Planning & Development; Transportation; Water Resources; Fire & Emergency Services; Police Services; and Law. The County has approximately 4,800 full-time employees with an annual operating budget of $1.1 billion and a 2013 capital budget of $534 million. The County is seeking a Director of Human Resourcesto support and advise the County Administrator, Board of Commissioners,County departments, and others as needed. The Director reports to the County Administrator through the Deputy County Administrator/CFO and supervises 36full-time staff and manages an annual departmental general fund operating budget of approximately $2.8million. As a senior management position, the Director is responsible for all departmental operations includingemployee relations, compensation/classification, payroll, recruitment, training and development, performance evaluations, benefits, pension, safety testing & assessment, HRIS, policy development/management, workers’ compensation, employment law compliance and retiree management. The Director also manages all employee and retiree benefit plans including health and wellness, retirement, and post-employment benefits. A Bachelor’s degree from an accredited college or university in Human Resources Management, Public Administration, Business, or a closely related field is required, with a Master’s degree preferred. Candidates should have at least seven (7) years of progressively responsible experience in Human Resources. SPHR and/or IPMA-CP certificationpreferred. Five (5) years of experience must be in an upper level management position, equivalent to a division or deputy director; public sector experience is a plus. The starting salary range is anticipated to be between $128,000 and $133,000 commensurate with experience; the County offers an excellent benefits package.
