POSITION DESCRIPTION: FIELD OPERATIONS PROGRAM MANAGER

POSITION STATUS: EXEMPT

PAY RANGE: MIN: $49,500 MID-POINT:$53,580 MAX: $59,157

DIRECT REPORT: EXECUTIVE DIRECTOR

GENERAL PURPOSE:

Under general supervision, this position develops and manages all programs and activities related to the materials management programs for the Lake County Solid Waste Management District (“District”). This includes budget development, the management of contracts and field staff for the recycling drop-off, compost operations, electronics recycling, recycling grant program, battery recycling and tire recycling program.

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by the Field Operations Program Manager (“Manager”). It’s only a representative summary of the primary duties and responsibilities. TheManager may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Manage organic yard waste/compost at District compost site(s). This includes but is not limited to assistance in the design of the facility, maintenance and operation of the facility and operation of any and all machinery necessary to manage the facility; preparation and maintenance of the site(s); receipt of material; handling and deposit of material; monitoring the material; turning the material and doing all things necessary for the properdecomposition of the material; movement of the finished material and preparation of material for distribution to other entities which would receive and utilize said material; manage others whom maybe assigned or hired to assist in the maintenance of the site(s) as outlined herein; development and maintenance of a facility operations manual; and submission of IDEM reports for site(s).
  • Supervise of compost site attendant(s).
  • Oversee daily operations and maintenance of District operated drop-off recycling sites.
  • Oversee operations and maintenance of District operated electronics drop-off recycling sites.
  • Oversee operations and maintenance of District operated tire recycling sites.
  • Assist with the Community Recycling Grants programincluding, but not limited to, assisting communities annually with the preparation of their annual/budget reports as required by the District.
  • Diagnose, troubleshoot and repair vehicles and equipment is a plus. Includes estimating time required to complete work.
  • Write repair orders and order parts for stock, vehicle and equipment.Includes handling receipts.
  • Operate heavy/specialized equipment used in the management of wood waste and compost material. Heavy/specialized equipment consists of, but is not limited to, a heavy duty pay loader; compost turnerandtrommel screener.
  • Maintain and complete preventative and minor maintenance work on assigned equipment. Includes washing and greasing equipment.
  • Oversee, coordinate and/or assist in special collection programs such as HHW, Tire Collection, etc. Includes battery recycling collection and preparation for shipment.
  • Manage the preparation of long range plans for recycling program services; conduct research; prepare surveys; maintain complete records and prepare comprehensive reports interpret results for use in planning, evaluation and decision making; continually monitor and evaluate theefficiency and effectiveness of services and assesswork load; report relationships and opportunities for improvements within the services and facilities managed and maintained by the District.
  • Develop and manage Best Management Practices for the improvement of recycling program services.
  • Work with the Education and Public Information Programs Manager on public information strategies; assist with the development and ordering of literature, public service announcements, materials and displays and provide oversight of information intended for the public, the media, and other community agencies pertaining to materials management/recycling services.
  • Establish and administer performance measurement and reporting systems; analyze reporting data and evaluate performance; develop and implement procedures and/or process changes to improve performance; and maintain and operate a management information system for tracking of data and charging for services.
  • Prepare annual budget for the programs assigned to this position and make recommendations for improved operations including, but not limited to, operational changes, budget cuts or cost saving measures, etc.
  • Research and resolve procedural and operational issues involving materials management programs.
  • Attend meetings (when requested) to represent the Districtand make formal presentations to the Board of Directors and/or the public.
  • Exhibit a service orientation toward customers and maintain productive working relationships.
  • Work with the Education Team and other District staff to ensure events, programs and other District activities are properly staffed and covered.
  • Perform all other duties as assigned by the Executive Director.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of federal, state, county and local health and environmental codes relating to solid waste.
  • Knowledge of techniques and methods in the disciplines of environmental sustainability including but not limited tosolid waste and recycling collection and disposal operations; and materials, methods, principles, practices and equipment necessary for efficient collection and disposal of refuse or recyclable material.
  • Knowledge of principles and practices of public administration, budgeting and contracts administration.
  • Knowledge of research, analysis and project management methods.
  • Ability to make accurate mathematical calculations.
  • Ability to analyze and interpret statistical data and present findings in a clear and concise manner.
  • Ability to identify hazardous and potentially hazardous situations.
  • Ability to develop and implement a budget.
  • Ability to interpret and explain rules, regulations and policies relating to solid waste programs.
  • Ability to prepare and present oral and written reports and maintain program and performance records.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with customers, contracted agencies and workers, other employees, supervisory personnel and the public.
  • Ability to operate a personal computer and related software and demonstrate proficiency to prepare work orders, documents, spreadsheets, email and timesheets and assist other staff with related questions and problems.
  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
  • Ability to operate a light duty pick-up truck, SUV or other motorized vehicles utilized in District operations.
  • Ability to work independently and collaboratively.
  • Ability to lift materials less than or equal to 50 pounds.
  • Ability to operate heavy/specialized equipment used in the management of wood waste and compost material. Heavy/specialized equipment consists of, but is not limited to, a heavy duty pay loader, compost turner and trommel screener.
  • Ability to use equipment and machines including, but not limited to, power and hand tools; electronic testing instruments; gauges; welding/cutting equipment; and light and heavy equipment.
  • Knowledge of equipment diagnostic, repair, and maintenance procedures and standards, and the ability to utilize this knowledge to complete work assignments is desirable.
  • Ability to complete work activities assigned by supervisor according to established procedures, standards, and work methods.
  • Ability to produce scheduled reports and follow up reports regarding on-going and seasonal programs.
  • Ability to follow established safety procedures while completing work activities and operating assigned equipment.
  • Ability to learn County streets/roads to complete work assignments.
  • Ability to learn and follow standards used in department operations.
  • Ability to be highly motivated and self-directed.
  • Ability to pass a background check.

Personal Work Relationships:

The Manager maintains frequent communication with District co-workers, local government entities, manufacturers and suppliers of equipment and supplies, sub-contractors and the public for the purpose of information and coordinating programs.

Working Conditions:

  • The Manager may perform a majority of mechanical duties in the field and is frequently exposed to heavy equipment, moving parts, noise, dust, grease, vehicle fumes, fuels and cleaning chemicals normally associated with auto and heavy equipment maintenance and repair. Successful applicant performs duties outdoors and is exposed to extreme temperatures, inclement weather and traffic. Safety precautions must be followed at all times to avoid injury to self and others.
  • The work schedule is flexible and is subject to change as determined by the Executive Director.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's Degree in Environmental Studies, Public Administration, Business Administration or related field; four (4) years administrative experience in the field of environmentalservices including experience in a managerial capacity;and appropriate certification including, but not limited to, SWANA Compost Systems Manager certification;or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work as determined by the District.
  • A Class A CDL is preferred but not required.

Special Requirements:Indiana Driver’s License

Physical Demands / Work Environment: Primary duties are performed in the field or off-site environment. Activities may involve exposure to adverse weather conditions and hazards involving exposure to hazardous materials. Activities may also involve lifting of materials less than or equal to 50 lbs.
