Rules and Regulations

1. GENERAL

a) Exhibitors: All exhibitors must be enrolled by November 1st and be members in good

standing of the Dilley 4-H/FFA, Pearsall 4-H/FFA or the Frio County 4-H Clubs. All

exhibitors must be enrolled in a public, private, home school (3rd through 12th grade
program) or a current year December graduate. The exhibitor must be in good standing
in the community and school and not subject to disciplinary action that resulted in
expulsion during the 2013 - 2014 school year. The Frio County Junior Livestock Show
Board of Directors retains the authority to bar participation of any individual that the
board determines does not qualify due to exhibitor’s standing in the community, school
or organization.

b) Jr. FFA and 4-H members must be no younger than 8 years of age and in the third grade
on the date of the show.

c) Entry Forms:Entry form, and entry fee, must be submitted at validation (Poultry by Oct. 1st, Heifers by Nov. 1st.) Exhibitor may switch a livestock project as long as the validation deadline for the new livestock project is met. No late entries permitted after validation.

d) Entry Fees:

Cattle $20.00/HD Swine $20.00/HD

Broilers $20.00/HD Rabbits $20.00/HD

Sheep $20.00/HD Goats $20.00/HD

e) An exhibitor will be ineligible for this show if they exhibit an entry in another county

show during the school year excluding prospect or jackpot shows.

f) Any market animal will be ineligible for this show if it has been shown at a major

show.

g) An exhibitor will be ineligible for this show if caught using or in possession of

narcotics or dangerous drugs with the exception of medicines prescribed for the use

of the exhibitor by a doctor.

h) Exhibitors must be in compliance with HB 72 (no pass, no play) to show and sell.

i) If an exhibitor is found to be in violation of any of the Frio County Junior Livestock

Show Rules, he/she and their family may be forever barred from showing at the Frio

County Junior Livestock Show. Family is defined as his/hers parents or guardians and

not his/hers brothers and sisters.

j) The showing of unethically fitted livestock or livestock ineligible in the class entered is

prohibited. Unethical fitting will be deemed to consist of any method altering the

natural confirmation of any part of the animal’s body. Animals showing, in the

opinion of the Judge, signs if having been operated on or tampered with for the

purpose of concealing faults in confirmation or with the intent to deceive relative to

the animal’s soundness, will be disqualified as a condition for the participation in the

Frio County Junior Livestock Show. Every exhibitor must agree to submit any animal

so entered to be inspected by a veterinarian appointed by the Frio County Junior

Livestock Show Board of Directors and agrees to have such animals submitted to test

as may be designated and required. The conclusions reached by the veterinarian shall

be final without recourse against the veterinarian, the Frio County Junior Livestock

Show or its directors and officers.

k) In response to increasing public awareness regarding drug residue in the food supply,

it is the intent of the Frio County Junior Livestock Show to insure the safety and

wholesomeness of the food animals exhibited. Therefore, the FrioCounty Junior

Livestock Show reserves the right to have blood, urine and other samples analyzed on

any entry. If any animal is found to contain any drug that is prohibited, the exhibitor
and whoever administered the drug will be barred from all competition present and
future and all awards and premiums will be forfeited.

l) Exhibitors will get 3 calls for sift and show. If they are not present with their
exhibit, the exhibit will be disqualified.

2. EXCEPTIONS

a) Any drug that is deemed necessary for the health of an animal; by a veterinarian with

a bonafide client/patient relationship, will be allowed. The use of any drug under this

exception must be reported to the show directors. Withdrawal times are to be adhered

to. Any drug with an unknown withdrawal time is prohibited from use and no drug

may be administered within a two-week period prior to competition.

3. DRESS CODE

a) Exhibitors are required to wear a collared shirt that is tucked in and will stay tucked

in during sift, show and sale. There will not be short pants or tee shirts. Wearing any

type of advertisement for alcohol, tobacco or any other vice is prohibited. Not following
the dress code will be grounds for disqualification. A dress codecommittee will be in
place, the committee will report violations to thesuperintendent, and the board will take
appropriate action.There will be no hats or caps worn in the show ring.

4. FEEDING AND FITTING

a)The feeding period will begin no later than:

1. June 30th - Market Steers

2. October 31st - Market Goats and Lambs

3. November 1st - Beef Heifers

4. November 30th - Market Hogs

5. December 15th - Poultry

6. December 20th - Rabbit Fryers

b) Any steer, beef heifer, hog, lamb, rabbits or goat not validated by the on feed date will be

ineligible to show and sell. All validation problems must be taken care of before the

weigh in.

c) NO clipping on the grounds beginning Thursday, January 23, 2014/12:00 a.m. C.S.T. on

any animal. Touch-ups only allowed prior to show, with a cordless or manual operated

device.

d) No animals are allowed to leave the grounds after check in, except Commercial

Heifers.

e) No animal can be housed in trailers at anytime.

5. DIVISION OF ENTRIES

a) CATTLE

1. Market Steers

Breed Divisions

a) All European crosses

b) American breeds and crosses-purebred or crossbred, Beefmaster, Brahman,

Brangus, Red Brangus and Santa Gertrudis. All steer must show

PREDOMINANT breed characteristics of one of those breeds.

c) British breed with minimal of 3 head at classification or be moved to European

class.

Weight Divisions

a) Minimum weight 1,000 lbs.

b) Superintendent will divide steers into competitive weight groups.

c) Blow and go. No adhesive allowed or will be disqualified.

2. Beef Heifer Division

Beef heifers may be exhibited if five or more head are entered. Beef heifers will be
eligible for the Premium Sale. Beef heifers will be judged on the best overall animal
and not by breed characteristics. All animals must be under three years of age on the

day of the show. Beef heifers over thirty months of age must have calf at side. Beef
heifersover twenty-four months of age must be bred, palpation report from
veterinarianrequired. Classes will be determined by the superintendent. Registered
or breedssigned bill of sale must be validated on orbefore November 1st of each year
eligibility.Beef heifers not tattooedwill be tagged with FCJLS Show tag.

3. All entries in the cattle division must be halter broken or they are disqualified.

b)POULTRY

  1. An exhibitor is allowed a pen of three pullets and/or a pen of three cockerels.
  2. A pen of pullets (3) and a pen of cockerels (3) may be pulled from a single run of 25 chicks.
  3. Birds should be uniform in size and each bird must weigh at least 3lbs.
  4. Two alternate birds per pen may be brought to the show and weighed only if
    abird from that pen is sifted for any reason.
  5. Weight Classes: Superintendent will divide each pen into weight classes as

nearly equal number as possible so that all birds of the equal weight shall showin the same class.

  1. All broilers will be ordered by someone appointed by the show board.
  2. Helpers must follow dress code. (Rule 3.a.)

c)SHEEP

1. Market Lambs will be shown in weight classes only. There will be no breed

divisions.

2. Weight Divisions

a) Minimum weight 100 lbs. Southdowns 90 lbs.

b) Superintendent will divide lambs into weight groups, in as nearly competitive

groups as possible and so that all lambs of equal weight shall show in the

same class.

c) There must be at least 5 lambs on feed, validated and entered by the feeding

date or there will be no lamb show for Grand and Reserve Champion.

Lambs will be place in order of the sale. All lambs must be

shorn slick to the skin.

d)SWINE

1. Market hogs can be barrows or open gilts.

2. Weight Divisions

a) Minimum weight 210 lbs. Maximum weight 270 lbs.

b) Superintendent will divide the hogs into competitive weight classes.

c) Swine will be shown by breed if there is 5 or more in a class, cross breed if

less than 5.

e)RABBITS

1. A pen of fryers will consist of three fryers weighing at least 3 lbs and not more
than 6lbs maximum.Exhibitor must begin with 4 rabbits by the on feed date, the
rabbitsmust be validated and tattooed.

3. Pens must be in show condition.

f)MARKET GOATS

1. Market goats ( wethers and nannies that have never been bred may show)

a) All goats will be shown by weight classes only (no breed classes).

b) Weight division minimum weight 60 lbs. Maximum weight 120lbs.

c) Goats will be shorn slick with the exception of the tail and below the hocks.

d) Leads on collars or choke chains will be allowed during actual showing.

e) Horned goats must have their horns tipped.

f) All female goats must have a scrapies tag at validation, sift, weigh in, and

show.

g) A champion and reserve champion animal will be selected in both the light

and heavy weight division, the overall market goat grand and reserve grand

champion will be selected from those winners.

6. DATE OF SHOW

a) This show will be held on January 23th, 24th & 25th 2014 Thursday, Friday and
Saturday.

7. AWARDS

a) Buckles and Ribbons: No buckles will be given in a division unless two or more

animals are judged in that division. Ribbons will be awarded to entries in each

class.

b) Grand and Reserve Grand will be given if appropriate inthe following categories.
Market Steers, Beef Heifers, Rabbits, MarketLambs, Market Goats, Market Hogs
and Poultry.

c) Exhibitor with Grand Champion cannot compete for Reserve in the same division. If
an exhibitor has breed and Reserve Division champion, the judge will pick a third place
animal to compete for the overall Reserve Grand Champion.

d) Outstanding Exhibitor Award: This annual award is given to a graduating Senior

male and female exhibitor entered in the current year’s stock show. To qualify

for this award, the exhibitor must have demonstrated good character and

outstanding sportsmanship. A special committee will set the criteria, make the

decision and present the trophy and a buckle at the Friday night trophy presentation.
Theapplicant must sign-up for this award during showmanship sign-up on Thursday

between6–8 p.m. The board will review the outstanding exhibitor candidate list before
the interviews and make recommendations.

e) Hog, steer and beef heifer trophies will be awarded immediately following their
respective judging.

8. ENTRY TIME

a) Entries are permitted one re-weigh immediately following the first weigh in, and

before the next animal is weighed.

b) Project advisors will be responsible for assigning hog, goat and /or lamb pens.

c) All animal entries must check in between 4 and 7 p.m., Thursday, January 23, 2014.

9. SIFTING

a) A committee of 3 will sift all beef entries for finish, fitness, handling.

SIFTERS DECISIONS ARE FINAL!

b) Final sifting and classification starting time for all animal entries is 6 p.m. until finished,
Thursday, January 23, 2014

c) All sifted animals shall be removed from the grounds within one hour after all

sifting is completed Thursday, January 23, 2014.

d) Sifters may reclassify any animal into its proper class.

e) Any animal showing secondary sex characteristics will be sifted. No stags in steers

and lambs.

f) Any exhibitor or spectator not conducting themselves in a good and sportsman

like manner will be sifted from the show and/or removed from the show grounds.

g) No sifter or judge should rule on an animal that they bred or sold.

h ) All animals must be show quality.

i)At weigh in and sift exhibitor must designate what animal they will be showing.

10. JUDGING ORDER

a) Rabbits -9 a.m. Friday, January 24, 2014 - followed by:

11. SHOWMANSHIP CONTEST

a) Showmanship contest will be held in the cattle, sheep, hog, market goat, rabbit and

poultry divisions.

1. All contestants must sign up for the showmanship contest between 6:00 p.m. and

8:00 p.m. Thursday, January 23, 2014.

a) Junior Division - 8th grade and below.

b) Senior Division - 9th grade and above.

b) You must wear a showmanship number in order to be eligible.

c) Showmanship will be selected during the animal show.

12. OWNERSHIP AND HANDLING

a) Each entry must be solely owned, cared for and in physical possession of the

exhibitor. Any deviation of this policy must be approved by an advisor.

b) All entries in the cattle division must be halter broken or they are disqualified.

c) All exhibits must be shown by the exhibitor during sifting, judging, and sale

unless the exhibitor has more than one animal in that class or in the case of an

emergency, (death in the family, sickness, U.I.L. event (This does not include

practice)). He/She may choose an eligible exhibitor from their own chapter or club

to show the exhibit. Superintendent must be notified prior to weigh in and

approve the change.

d) All exhibitors shall be responsible for keeping their

exhibit areas, pens and animal clean. Exhibitors can be disqualified for failure to

comply.

e) Contract fitting is grounds for disqualification.

13. PREMIUM SALE

a) Exhibitors are limited to four entries in each of the animal divisions of the

show with only one entry to be sold at the premium auction.

b) Exhibitors with two or more exhibits must notify their division superintendent
which animal they will sell ( or not sell) within fifteenminutes after their last
project exhibit.

If the exhibitor does not notify his/her superintendent, then the highest placing

animal will be sold.

c) No animal will bring more than the Grand or Reserve Grand Champion animals in

the prospective divisions during the sale.

d) Exhibits sold will be sold by head/pen.

e) If the exhibitor is not with his/her project, and/or is not in compliance with the dress

code, when he/she is called, then the project will be moved to the end of the sale and
an additional 25% fine of the auction price will be assessed. Then if the exhibitor is not
with his/her project, and/or is not in compliance with the dress code, when he/she is
called, then the project will not sell.

f) A rotating sale order by placing and the following animal order: steers, hogs, lambs,
goats, beef heifers, poultry and rabbits.

g) If the exhibit is not shown then it will not be allowed to be sold in premium sell.

h) The Frio County Junior Livestock Show Board makes no guarantee all exhibits

will sell nor does the Frio County Junior Livestock Show Board guarantee auction
amounts will be fully collected or dispersed to the exhibitor.

14. SUPERINTENDENTS

a) The show directors will select superintendents for each division.

b) Superintendents will be responsible for the weighing in, operation and maintenance

of their division and the enforcement of these rules.

c) Superintendents have the right to remove any unruly animal from the show.

d) Superintendent may not read the scale for his/her child’s exhibit.

15. COMMISSION, FEES, and Thank You Letters

a) To help finance the show, the show committee will make a deduction of 7% on all

sales.

b) To receive your check for projects sold at the Frio County Junior Livestock Show, you MUST write Thank You letters to each buyer and bring them to the Extension Office. Please handwrite these notes, no typed Thank You letters will be accepted. Include a picture or interesting information about the project. Once the checks are ready, you will receive your check.

16. RELEASES

a) The Frio County Jr. Livestock Show Board will not be responsible for providing a

floor price and transportation for any show animal or country store item. It will be the responsibility of each exhibitor or buyer to see the removal of their animals or projects immediately following the sale onSaturday, January 25, 2014. THE FRIO COUNTY JR. SHOW BOARD WILL NOT BE RESPONSIBLE FOR ANY ANIMAL LEFT AFTER THE SALE.

17. RULE CHANGES

a) No rule shall be changed after June 1st each year, with the exception of Commercial
Heifer and Country Store which their rules can be amendedno later than July 1st
each year. All entries are subject to rule change due to animal health regulations.
