At their meeting on 24 January 2007 the Planning Committee of the regulatory Committee on behalf of the County Council resolved, for the purposes of Regulations 3 of the Town and Country Planning General Regulations 1992 to grant planning permission for the development referred to above and a copy of the Decision Notice is attached.
Therefore, in accordance with Regulation 3 would you please accept this letter in conjunction with the plans shown as formal notification of the development for the purpose of your Register of Planning Applications and Decisions.

In pursuance of their powers under the above mentioned Act, Order and Regualations, the Council as the local planning authority hereby GRANT PLANNING PERMISSION for Single storey extension to provide Children's Centre with creche, nursery area and external play area. Provision of 4 additional car parking spaces (17 total).WestRiseCommunityInfant School, Chaffinch Road, Langney, Eastbourne. (Within land edged red on applicants plan no. 2295-02 Rev E - Proposed Ground Floor Plan, Elevations and section incl. Site Plan) in accordance with your application validated by the Director of Transport & Environment of East Sussex County Council on and the plans and particulars submitted in connection therewith and listed below and subject also to due compliance with the condition(s) specified here under:-
1.The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
2.Prior to the occupation of the Children's Centre, the additional 4 parking spaces, as shown on the approved plan shall be made available and retained for the parking of motor vehicles belonging only to staff and or visitors.
Reason: To ensure the parking facilities in relation to the authorised use of the development and in accordance with Policy S1(d) of the East Sussex and Brighton & Hove Structure Plan 1991-2011.
3.The use hereby permitted shall not be carried out other than between the hours of 08.00 and 18.00 Monday to Friday inclusive except for works of essential maintenance or which are to respond to an emergency.
Reason: To safeguard the amenities of the occupiers of properties in the vicinity of the site and to comply with Policy S1 of the East Sussex and Brighton & Hove Structure Plan 1991-2011.
4.No development shall take place until plans and full details of soft landscaping works have been submitted to and approved in writing by the Director of Transport and Environment and these works shall be carried out as approved. These details shall include:
- Planting plans
- Written specifications (including cultivation and other operations associated with plant and grass establishment)
- Schedules of plants, noting species, plant sizes and proposed numbers/densities where appropriate
- Implementation programme
- Management Plan
The landscaped areas shall be maintained thereafter in accordance with the approved management plan.
Reason: To integrate the development effectively into the surrounding environment and to comply with Policies S1 and EN1 of the East Sussex and Brighton & Hove Structure Plan 1991-2011.
5.Prior to commencement of development measures which will be undertaken to protect public sewers in the vicinity of the proposal shall be submitted to and approved in writing by the Director of Transport and Environment.
Reason: To protect the public sewers in accordance with Policies S1 (g) and EN11 of the East Sussex and Brighton & Hove Structure Plan 1991-2011
6.Development shall not commence until details and/or samples of the materials to be used in the construction of the external surfaces of the the Children's Centre hereby permitted have been submitted to and approved in writing by the Director of Transport and Environment. Development shall be carried out in accordance with the approved details.
Reason: To ensure the appropriate appearance of the development in the area in accordance with Policies S1 and EN1 of the East Sussex and Brighton & Hove Structure Plan 1991-2011.
7.No works shall commence on site including the carrying out of any works of demolition until a detailed strategy and method statement for securing and demonstrating that the amount of construction waste resulting from the development has been reduced to smallest amount possible has been submitted to and approved in writing by the Director of Transport and Environment. The statement shall include details of the extent to which waste materials arising from the demolition and construction activities will be reused on site and demonstrating that maximum use is being made of these materials. If such reuse on site is not practicable, then details shall be given of the extent to which the waste material will be disposed of for reuse, recycling, composting or other method in accordance with the best practicable environmental option. All waste materials from the demolition and construction associated with the development shall be reused, recycled and dealt with in accordance with the approved strategy and method statement.
Reason: To minimise the amount of construction waste to be removed from site for final disposal in accordance with policy W10 of the East Sussex and Brighton & Hove Structure Plan 1991-2011 and WLP11 of the East Sussex and Brighton & Hove Waste Local Plan 2006.

Reasons for approval
The proposal will not be detrimental to local amenity, traffic conditions or harm adjacent residential properties through siting, layout or operation. It therefore complies with Policies S1, EN1, TR3 (f), TR4 and E18 of the East Sussex and Brighton & Hove Structure Plan 1991-2011 and with Policies UHT1 and LCF18 of the Eastbourne Borough Plan 2001 - 2011.
