Part V: Background Information for Promoting Healthy Eating at School

1. School Administrative Measures

 / Set up a committee or group with parents and at least one senior school personnel as members to assist in formulating and implementing the healthy eating policy.
 / Inform school teachers and staff, parents and students of the school healthy eating policy and measures in each school year.
 / Review and revise the school healthy eating policy and the implementation of various measures in each school year.
2. Nutritional Requirement for Lunch Sets
 / Stipulate in the contract signed with the lunch supplier that all lunch sets shall contain at least one serving of vegetables but no “strongly discouraged food items” or desserts should be provided.
 / Stipulate in the contract signed with the lunch supplier that all lunch sets shall comply with the requirements of Nutritional Guidelines on Lunch for Students (Latest version) published by the Department of Health.
 / Advise parents who prepare homemade lunch sets to provide at least one serving of vegetables and no “strongly discouraged food items” in the lunch sets.
 / Encourage parents who prepare homemade lunch sets to observe Nutritional Guidelines on Lunch for Students (Latest version).
 / Always keep an eye on students’ lunch sets. In case of incompliance with the requirement of at least one serving of vegetables or breaching the restriction on no “strongly discouraged food items” or desserts, promptly inform the lunch supplier or parents of the situation and seek for improvement.
 / Check whether all lunch sets are in compliance with the requirements of Nutritional Guidelines on Lunch for Students (Latest version). Such checks should be conducted at least four times in a school year and each check should cover five consecutive school days. Make records accordingly. Reflect the monitoring result to the lunch supplier and request for improvement. Such records should be duly kept until the end of the contractual period.

3. Nutritional Requirement for Snacks
 / Stipulate in the contract signed with the tuck shop and / or vending machine operators that no “snack to choose less” shall be provided.
 / Advise the parents not to provide “snack to choose less” for their children.
 / Encourage parents to observe Nutritional Guidelines on Snacks for Students (Latest version). Encourage parents to prepare healthy snacks, e.g. fresh fruits, boiled eggs, and nuts that are baked without salt. Emphasize that snacks should not spoil the appetite for the next main meal and be consumed only when hungry.
 / Always keep an eye on the snacks (including drinks) provided by the tuck shop and vending machines and the snacks brought to the school by the students. If “snacks to choose less” are found, the school should promptly inform the operators or parents of the situation and request for improvement.
 / Check all food items sold at the tuck shop and vending machines to ensure that no “snacks to choose less” are sold. Such checks should be conducted at least two times in a school year. Make records accordingly. Reflect the monitoring result to the operators and request for improvements. Such records should be duly kept until the end of the contractual period.
 / Ensure students can access to potable water.
 / In the current school year, school is going to conduct the tendering exercise for the tuck shop/vending machine service for the next school year.
4. Education and Publicity
 / Organize at least one promotional activity on healthy eating for all students in each school year.
 / Provide nutrition education to parents and school teachers and staff by making reference to credible education materials on nutrition (e.g. materials provided by the Department of Health or relevant academic or professional organizations) to foster their understanding and concern for healthy eating in each school year.
 / Discuss with parents on the measures to help students eating 1-2 servings of fruit each day, and consider arranging the students to eat at least 3 servings of fruit at school each week.

Statement of Purposes

Purpose of Collection

1.The personal data are provided by clients with whom the Department of Health interacts in delivering services and conducting other related activities. The personal data provided will be used by the Department of Health for the following purposes:

(a)proof of eligibility;

(b)compilation of statistics for research or teaching purposes; and

(c)facilitation of organization of activities related to health education and community liaison.

The provision of personal data is entirely voluntary. If you do not provide sufficient information, we may not be able to prove your eligibility for specific services/activities, to accede to your request or to conduct an in-depth investigation into a complaint case, and hence cannot provide services/assistance to you.

Classes of Transferees

2.The personal data provided by you are mainly for use within the Department of Health but they may also be disclosed to other Government bureaus/departments or relevant parties for the purposes mentioned in paragraph 1 above, if required. Apart from this, the data may only be disclosed to parties where you have given consent to such disclosure or where such disclosure is allowed under the Personal Data (Privacy) Ordinance.

Access to Personal Data

3.You have a right of access and correction with respect to personal data as provided for in sections 18 and 22 and Principle 6 of Schedule 1 of the Personal Data (Privacy) Ordinance.
