SUBJECT:TERMINAL REPORT ON THE EFFECTS AND INTERVENTIONS

FOR TYPHOON “RAMIL”

This is to provide the terminal report on the effects and interventions for Typhoon “Ramil” which entered the Philippine Area of Responsibility (PAR) on October 19, 2009, based on the information sent by the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) and DSWD-Field Offices (FOs) I & II.

  • Seven hundred ninety-five (795) families composed of 3,082 persons from the following areas were affected:

  • All the affected families were served. Seven hundred sixty-nine (769) or 97% families were served inside the twenty-two (22) evacuation centers opened while twenty-six (26) or 3% who sought refuge for temporary shelter with their friends’ and relatives’ houses were also provided assistance.
  • Forty-five (45) houses were damaged, with 16 totally and 29 partially all in Aparri, Cagayan.
  • P669,149.00 worth of assistance was provided to the victims. Of this amount, 23 percent (P155,250.00) were from DSWD augmentation/ support assistance and 77 percent (P513,899.00) were provided by the affected LGUs to their constituents.
  • Services and Interventions
  1. With the assistance of the Regional Disaster Coordinating Councils (RDCCs) and the local government units, the families lying along riverbanks and mountain slopes were cautioned against the possibility of flashflood and landslide occurrence.
  • Disaster Management Teams (DMTs) from regional and provincial levels were already activated to provide technical assistance to the concerned local government units (LGUs) whenever necessary.
  • Standby funds, family food packs and stockpile of relief commodities composed of food and non-food are prepositioned by the Field Offices (FOs) along the typhoon path, ready for augmentation/assistance whenever necessary.
  • In addition to the available relief good in Cordillera Administrative Region (CAR), the following food and non-food items had been delivered to the region thru the Wallace Air Station with the assistance of the UN-WFP.

  • The Quick Response Action Team (QUART) and Social Welfare and Development Action Teams (SWAD) based in the cities and provinces were activated.
  • Tapped the 17th. Infantry Batallion of the Philippine Army, Masin Alcala, Cagayan to help ferry relief assistance to affected municipalities during the disaster operation.
  • Formalized the Memorandum of Agreement (MOA) with Smart Communication to install free communication line at the Field Office for relatives/members of the affected families needing assistance.
  • Institutionalized the Regional Disaster Management Coordinators to coordinate /monitor the disaster operation and ensure timely and accurate disaster report submission.
