The District 1 DSMP Project List includes System Management, System Expansion, and System Preservation projects.

Project Tiering Definitions

Tier I: Partially Programmed Projects
Tier II: Fiscally constrained Projects that are not programmed
Tier III: Projects that the District will advocate to be included in a fiscally constrained
document/list
Tier IV: High priority projects not likely to be funded within the 20-25 year time horizon unless
unexpected funding becomes available
Tier V: Generally new facility projects that are not considered high priority and are not likely to
be funded within the 20-25 year time horizon
2015 DSMP PROJECT LIST (continued)
Minor Projects Program
The Minor Projects Program provides District staff with discretionary funding for relatively small System Preservation and System Management projects. These are generally projects that would not otherwise be funded in the SHOPP, or are safety related projects that can be constructed sooner using Minor Projects Program funding. Onlyregionally significant Minor Program System Management Projects are included in the District System Management Plan Project list.
Changes Since the 2015 DSMP Project List
Significant changes from the District 1 2015 DSMP Project List include:
-The SHOPP and Ten-Year SHOPP are not included in the 2017 DSMP Project List. Instead, System Preservation projects and Safety projects from the State Highway Operations and Protection Plan (SHOPP) asset management tool were added to our template.
-Several System Management projects have been added to the 2015 DSMP Project List, including a number of Advanced Transportation Systems projects.
-Most of the District’s Transportation Concept Reports (TCRs) were updated since the 2015 DSMP Project List was developed. Revisions have been made to reflect projects necessary to achieve the concepts in the updated TCRs.
