ORAL STATEMENT BY THE DIRECTOR
The Director’s oral statement will cover a range of items of interest to the Committee, from both developments in the Directorate and wider OECD developments, including:
–Australia-OECD seminar on Indigenous Education
–Activity on Recognition of Non-formal and Informal Learning
–Improving School Leadership Update
–Vocational Education and Training
–Update on the Thematic Review of Tertiary Education
–Forthcoming note on the role of education policy reviews in policy advice.

EDUCATION COMMITTEE MANDATE
This item will be introduced by Mme. Barbara Ischinger. The current mandate of the OECD Education Committee expires on 31 December 2006. Its renewal will need to considered in light of the discussion on the governance of OECD’s education bodies to be held in the Joint Session with the CERI Governing Board on 11 October, which will be based on the documents EDU(2006)7 and EDU(2006)8. A draft text for the mandate and next steps are provided in EDU/EC(2006)13. / EDU/EC(2006)13

PROGRAMME OF WORK AND BUDGET 2007-2008
This item will be introduced by Abrar Hasan. The Committee discussed a draft of the Programme of Work [EDU/EC(2006)1/REV1] at its March 2006 meeting. It was revised in light of the comments made at the meeting and circulated to the Committee for obtaining its ranking [EDU/EC(2006)1/REV2]. Taking account of the rankings provided by countries, this revised version presents a package of activities that fit the budget envelope [EDU/EC(2006)1/REV3].
ACTION REQUIRED:
NOTE the rankings provided by countries and the activities that have been cut from the programme proposals discussed in March to fit the available budget envelope;
NOTE the template of outputs based on the programme of work for submission to the Council;
NOTE the document on Central Priority Fund proposal for work assessment at tertiary level; and

EDUCATION MINISTERIAL – Follow-up Implications
This item will be introduced by Mr. Bernard Hugonnier. Its aims are to draw lessons from the organisation and conduct of the June 2006 Education Ministerial held in Athens for the nature and frequency of different types of future ministerial-level meetings; and to discuss the Directorate’s plans for following up on further work Ministers asked the OECD to undertake.

DISCUSS and COMMENT on processes, organisation, documentation and frequency of organising formal and informal meetings of the Committee at Ministerial level; and

STUDY ON EFFICIENCY OF PUBLIC EXPENDITURE ON EDUCATION
This item will be introduced by Mr. Gregory Wurzburg (EDU). This will be followed by a presentation by Mr. Douglas Sutherland of the Economics Department (ECO) who willexplain the purpose of the work, the process for reviewing it and how its results will be incorporated into the structural stocktaking exercise. Mr. Michael Davidson (EDU) will brieflydescribe related work being carried out in INES.
The reference document, EDU/EC(2006)22, summarises the purpose of the item, and presents suggested questions for discussion and actions. The other documents are the two studiescarried out forthe Economic Policy Committee's Working Party No. 1 and supporting material. ECO/CPE/WP1(2006)15 describes different methodologies for measuring and comparing differences across countries in the efficiency of educationexpenditure.
ECO/CPE/WP1(2006)15/ANN1, 2, and 3 present tables and figures, supporting technical documentation, and supplementary results, respectively. ECO/CPE/WP1(2006)16 analyses the role of different institutional and policy factors inexplaining the observed differences in efficiency. ECO/CPE/WP1(2006)15/ANN1 presents accompanying tables and figures; ECO/CPE/WP1(2006)15/ANN2 presents coding results and methodological issues associated with building institutional indicators in the public education sector.

NOTE the work being carried out for WP1 and the related work ofINES;
COMMENT on the methodology and findings of the work for WP1;
COMMENT on the usefulness of the output;
COMMENT on the feasibility of using the results in structural stocktaking exercise; and

KEY FINDINGS FROM THE EQUITY IN EDUCATION THEMATIC REVIEW
This item will be introduced by Mr. Simon Field and Ms Beatriz Pont. The document presents some key emerging findings and policy conclusions arising from the equity in education draft comparative report.
ACTION REQUIRED:
DISCUSS the main policy issues and options set out in the paper; and
PROVIDE FEEDBACK through the written procedure on the full Comparative Report that will be circulated through the electronic discussion group in December. / EDU/EC(2006)20
REGULATORY REFORM IN HIGHER EDUCATION – Framework paper and Review Report from Korea
This item will be introduced by Mr. Abrar Hasan. It will be followed by a presentation by Dr. Aims McGuinness of the results of the joint EDU-GOV review of regulatory policy of tertiary education in the Republic of Korea [EDU/EC(2006)18]. The review report is based on the evidence gathered during the review visit in May of this year and the information provided by the Korean authorities in response to a questionnaire circulated to them prior to the visit. The review was informed by the framework paper [EDU/EC(2006)3], which describes the issues that need to be considered in a review of a regulatory system pertaining to the tertiary education sector. This document was circulated to the Education Committee in February this year for comments under the written procedure. The document was also used to develop a questionnaire for the Korean authorities to provide background information for the review visit.
ACTION REQUIRED:
COMMENT on the usefulness of the framework paper as a basis for examining regulatory reform issues for the tertiary education sector;
DISCUSS the Korean review report and COMMENT on its relevance for their countries; and
COMMENT on whether the joint monitoring and review process used for Korea provides a useful complement to the approach of the thematic review of tertiary education. / EDU/EC(2006)18

/ PRESENTATION OF OLISnext
Staff from the OECD Information Technology and Network Services, Executive Directorate will make a brief presentation of the new improved version of OLIS. This will be followed by a short Question and Answer session.

OECD ECONOMICSURVEY OF LUXEMBOURG: EDUCATION CHAPTER "IMPROVING EDUCATION ACHIEVEMENT AND ATTAINMENT TO COMPETE IN THE LABOUR MARKET".
Following a short introductory statement by Mr. Gregory Wurzburg, the Luxembourg Survey’s chapter on education will be introduced by Mr. David Carey of the Economics Department. Officials from the Ministry of National Education and Vocational Training will offer comments. The document EDU/EC(2006)21 consists of a cover note explaining the purpose of the item, suggested questions for discussion, and actions, plus an annex containing the 2006 Economic SurveyLuxembourg Survey (the surveyis availablein both French and English).
The document ECO/WKP(2006)36 is also available in publication form (OECD (2006) OECD Economic surveys – Luxembourg, Paris), and may be consulted in Source OECD via OLISnext.
ACTION REQUIRED:
NOTE the manner in which education issues are treated in the economic surveys that are carried out for the Economic and Development Review Committee of the OECD, and the roles of national ministries of education as well as EDU in the preparation of such surveys;
COMMENT on the analysis and recommendations contained in the education chapter of the Luxembourg survey; and

NETWORKS: A) SCHOOL BULLYING AND VIOLENCE
B) EARLY CHILDHOOD EDUCATION AND CARE
The network on School bullying and Violence will be introduced by Mr. Simon Field and the Network on Early Childhood Education and Care will be introduced by Mr. Abrar Hasan.
The network on school bullying and violence was established following the OECD-Norway conference on this issue in September 2004. For the first two years of its existence the network has been co-ordinated by Norway; a website and discussion groups have been launched and two international meetings have been held. Slovakia has offered to take over the international co-ordination with effect from 2007.
At its March 2006 meeting, the Education Committee had discussed a draft of the main policy conclusions emerging from the Committee’s activity on early childhood education and care policy and its second round of reviews. It had also noted member country interest in setting up a network to follow up on the ECEC activity. Starting Strong II, the final publication from the ECEC activity was launched at a dissemination conference held on 21 September in Reggio Emilia, Italy. The conference also discussed the setting up of a country-run network. An oral report will be given on the conference discussion and recommendations regarding the proposal to set up the ECEC policy network.
ACTION REQUIRED:
NOTE the progress report on the network on School Bullying and Violence;
AGREE to the continuation of the work on the network over the coming biennium;
WELCOME the offer of the Slovak Republic to take on responsibility for international co-ordination during that period; and
NOTE the oral report on the conference on launching Starting Strong II: Early Childhood Education and Care, held in Italy on 21 September; and

GLOBAL SCIENCE FORUM ACTIVITY ON THE EVOLUTION OF STUDENT INTEREST FOR S&T STUDIES
Prof. Jean-Jacques Duby, Member of the Steering Committee of the Global Science Forum has been invited to introduce this item. In the event of his non-availability, Mr. Frédéric Sgard from the Global Science Forum – OECD will present the conclusions and recommendations of the Global Science Forum activity on the Evolution of student interest for S&T studies.
