DOUGLAS COUNTY BOARD OF REVIEW RULES

2016

The Douglas County Board of Review met on the 10th of November 2016 in the Douglas County Courthouse, Tuscola, Illinois for the purpose of organizing said board for the transaction of business for the year 2014. The following rules were adopted:

The Douglas County Board of Review will be in session during normal working hours, Monday through Friday, except holidays, of each week as necessary to complete the work of the Board of Review. The Supervisor of Assessments will receive complaints on real estate during the period beginning when the Supervisor of Assessments publishes assessment changes for 2016/payable 2017, and ending 30 days after the date of publication.

COMPLAINT DEADLINE:

Two (2) members of the Board shall constitute a quorum for the transaction of business.

All complaints of individuals relating to the assessments of real estate must be made on the proper complaint forms. INCOMPLETE FORMS WILL RESULT IN THE DENIAL OF YOUR COMPLAINT. All complaints must be signed by the complainant and filed with the Clerk of the Board of Review. Such petitions and complaints shall be numbered by the Clerk and filed in order as received. The Clerk of the board shall keep a docket showing the number of each petition of complaint filed with said Board for the reduction or increase of assessed valuation, name of the petitioner of complainant, and the action of the Board.

Each owner, complainant, or agent may appear in person or be represented by his or her attorney.

When parties have property involving two (2) or more parcels about which a complaint is being made, a separate complaint form shall be filed for each parcel.

Complaints may be made concerning the increase or reduction of the entire assessment, but such complaints must state facts that will enable the Board of Review to determine whether there is evidence to substantiate a change in the assessed value for the year in question.

INCOMPLETE FORMS WILL RESULT IN THE DENIAL OF YOUR COMPLAINT.

Claims for exemptions on any property must be filed with the Board of Review. Any exemptions approved by the Board of Review are subject to approval by the Illinois Department of Revenue.

No Certificates of Error will be issued on any assessment regarding difference of opinions in judgment as to valuation. All complaints and decisions must be based on facts concerning assessments in Douglas County.

Where a complaint is filed against one item of any property, the Board of Review may review all items presently associated with said complaint.

The Board of Review shall assess all property that may have been omitted in the assessment of any year or number of years, and the same when discovered shall be listed and assessed by the Board in its review of assessments.

All evidence provided to the Board of Review will become property of the Douglas County Board of Review appeal proceedings and records. This includes appraisals, surveys, etc.
