SUMMARY
The Human Resources Director is responsible for managing the overall administration, coordination, compliance and evaluation of human resources services, policies, procedures and programs for the Bering Straits Native Corporation and its subsidiaries (Company).
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Assists in establishing human resources department goals and strategic direction with respect to all Company personnel matters including staffing, hiring, compensation, health and welfare benefits, retirement benefits, training and development, retention, employee relations records management, safety and health, succession planning, AA/EEO compliance and labor relations.
· Aligns department objectives with Company’s objectives.
· Ensures Company compliance in employment matters.
· Maintains knowledge of industry trends and federal, state and local employment laws and regulations.
· Provides effective leadership and supervision of department personnel.
· Advises management on needed human resources actions and ensures compliance with Company policies and procedures.
· Identifies and resolves personnel issues.
· Prepares and monitors compliance with human resources budget.
· Develops, implements and maintains Company Costpoint7 human resource information system.
· Negotiates and executes department contracts and reviews and approves department invoices. Manages multiple comprehensive benefits plans including health benefits plans and multiple defined contribution plans (including a large multi-employer plan).
· Assists management in the annual review, preparation and administration of Company wage and salary policies.
· Works with Company department managers on personnel matters to assist them in carrying out their responsibilities.
· Participates on committees and special projects and seeks additional responsibilities.
· Recommends, evaluates and participates in staff development and training.
· Oversees Company employee performance review process.
· Consults with outside legal counsel on personnel matters as appropriate and as directed by the Vice President and General Counsel.
· Represents Company in dealings with government agencies such as the EEOC, Department of Labor and other federal and state agencies.
· Updates job knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
Required (Minimum) Qualifications:
· Four year degree in human resources management, business administration or equivalent education.
· Five years of experience working in the federal contracting environment or similar field.
· Eight to ten years of progressive human resources experience with at least four year (4) at a director or similar level.
· Comprehensive knowledge of employment law and practices including ACA, ADA, EEOC, Davis Bacon Act, FLSA, FMLA, OFCCP, Service Contract Act, Title VII, USERRA and workers compensation.
· Experience in labor and employee relations practices, including collective bargaining.
Knowledge, Skills and Abilities:
· Superior organizational skills.
· Superior verbal and written communication skills, attention to detail.
· Strong oral presentation skills to clearly convey information and concepts.
· Ability to work independently and apply reasoning skills and sound judgment to a variety of situations, multi-task and collaborate with other personnel.
· Able to lead, manage, direct and evaluate staff.
· Ability to set and meet department project deadlines.
· Ability to plan, implement and manage assigned projects and meet deadlines.
· Knowledge of principles and best practices in human resources administration, organization, management and training.
· Knowledge of government reporting.
· Ability to identify potential compliance risks, assess alternate courses of action and recommend solutions.
· Ability to work with individuals at all Company levels.
· Ability to implement, explain and apply applicable policies, procedures, laws, codes and regulations. Experience in Human Resources Information Systems.
· Proficiency in Deltek Costpoint, Excel, Word, Power Point and general Microsoft Office applications.
Preferred:
· Certification in Human Resources (i.e., PHR, SPHR, SHRM-CP/SCP, GPHR)
· Master’s Degree in Human Resources

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Position is in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. Occasional travel is required.
SUPERVISORY RESPONSIBILITIES
· Hire, train, supervise, coach and manage HR Department.
