TAC Reps:

Per our discussion at the TAC meeting today, attached are two files:

1) Excel spreadsheet that shows the project ideas we previously ranked for utilizing the programmatic half of our vehicle license fee funding

2) Word document that shows the allowable activities for reimbursement under both congestion management and stormwater pollution prevention. This also shows the rough reimbursement amounts for each municipality based on population. Keep in mind the total dollar amount shown for each municipality is for reimbursement for both congestion management and stormwater. You need to divide it in half for the stormwater portion.

I'd like to get input from everyone on the following:

1) Are there additional activities we want to recommend C/CAG add to the list of reimburseable activities with regard to stormwater pollution prevention? Remember, it has to be linked to vehicle or vehicle infrastructure pollution prevention activities.

2) Do we have recommendations on revising the formula for calculating each municipality's reimbursement amount? As discussed today, it is currently strictly based on population. One option I presented as a representative for a small municipality is to provide a minimum amount to municipalities below a certain population threshold.

3) How do we want to spend the programmatic portion of the funding? Do we want to continue with our Green Streets and Parking Lots grant program? Do we want to add a car wash voucher program as Dermot suggested today? Do we want to consider other projects from our existing list of ranked projects? Do we have new project ideas (e.g., trash and litter control, matching funds for Prop 84 grant funds, etc.)?

Please consider these issues and either email me any thoughts/suggestions and/or be prepared to discuss at our November TAC meeting. Rich Napier would like to have this resolved in the coming months so C/CAG can approve the new program for implementation of the SB348 funds, which we start collecting as of January 1, 2009.
