The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, November 20, 2013 at 5:30 P.M. pursuant to notice given in writing to every member.
MEMBERS PRESENT: Shelton J. Cobb, President; Hunter Beasley, Vice-President; Tommy Angelle, Gregory Awbrey, Mark Babineaux, Kermit Bouillion, Tehmi Chassion, Mark Cockerham and Rae Trahan, Board Members; Dr. Pat Cooper, Secretary-Treasurer/Superintendent

I. MEETING OPENINGS
The meeting was called to order by Cobb and opened with a prayer by Beasley. Trahan led the group in the Pledge of Allegiance.
OPENING COMMENTS –SUPERINTENDENT
Superintendent Cooper thanked everyone for the annual report and the status of the school system. He said it was a lot of information that brought everyone up to date.

2. Magnet Schools Assistance Program Grant - Evaluation Report
Edushift reported that the PRIDE Magnet School Assistance Grant was a three year $10.8 million dollar direct federal grant that ended on October 1, 2013. The three primary goals of the grant were: 1)Create and sustain magnet schools that expand academic choices for students, 2)Increase academic performance in underserved schools, and 3)Increase racial and socio-economic diversity in schools. They also reported that the school district had done a very good job in marketing, enrollment is at capacity, and as soon as a report is ready it will be submitted to the U. S. Department of Education.
3. Design and Plans for Youngsville Middle School Additions & Renovations
Charles Beazley, Project Architect with Architects Beazley Moliere, presented a power point on the design and plans for Youngsville Middle School additions and renovations.
4. Design and Plans for Thibodaux STEM Academy Additions & Renovations
Wayne Domingue, Project Architect with Architects Southwest, presented a power point on the design and plans for Thibodaux STEN Academy additions and renovations.
5. School Board Requests for Opinion
Roger Hamilton, Board Attorney addressed concerns of Board members regarding Attorney General legal opinion.
6. Status Report for Construction Fund 2012 Limited Tax Bond Fund
Kyle Bordelon, Director of Planning and Facilities provided a status report to the Board on the Construction Fund 2012 Limited Tax Bond Fund.
7. Building of new schools – deferred until December 4, 2013 meeting
8. Failing Schools Update
Sandra Billeaudeau, Assistant Superintendent reported that a presentation had been made on November 19th, but that she could present again at the next meeting.

1. Consent to Assignment of Lease Contract from Andy Gerard to Jude Gerard - Section 16 Youngsville
That the Board consent to the assignment of the contract of lease from Andy Gerard to Jude Gerard.
2. HVAC Maintenance Contract Update
That the Board approve General Fund Budget revision increases to Contracted Services - HVAC and Property Tax Revenues in the amount of $269,391 each and approve the detail HVAC project listing for the $2,092,525 and the related budget transfers/revisions necessary to transfer the Career Center Culinary Arts Renovations project from 2011 QSCB to 2012 QSCB and to transfer the HVAC equipment replacements from 2012 QSCB to 2011 QSCB.
3. Approval to Advertise & Accept Bids: Mathematics Supplies & Manipulatives Bid# 13-14
That the Board authorize staff to advertise and accept bids for Mathematics Supplies & Manipulatives Bid# 13-14.
4. Food Bid Award
Bids received from: Bailey’s Catering; Diamond Foods; F. Christina & Company; Foodway; Lacassagne; PON Corporation, Reinhart Food Service and Savoie’s Sausage
That the Board approve the Food Bid Awards as listed for the purchase of food products.

3. RFP for Health Plan and Prescription Drug Plan Administration for 2015--Cobb
Motion (Babineaux, Cockerham) That the Board direct staff in consultation with the insurance committee and the Board to develop a Request for Proposal for health plan and prescription drug plan administration for Plan Year 2015 and that by the second meeting in January, 2014, staff present a time line for the RFP and selection process.
A substitute motion was made by Awbrey and seconded by Trahan that the Board remand the decision for selecting a process of obtaining a new health care plan to the Insurance Advisory Committee and that they report to the Board by the first meeting in February, 2014. Motion carried.
