Agreement for Umpires Working Games for the LehighValley Cal Ripken

Baseball League

I. This agreement sets forth the procedures in place for each level of Cal Ripken game play and the expectations that the League, Umpire Assignor, Umpires and Team Managers will have of each other.

A.The Umpire Assignor will have the following responsibilities:

1.Assign one (1) umpire for Minors' games and two (2) umpires for Majors' games. Umpires
must be fully qualified for the games assigned and be certified or approved by LVCRL.

2.Give all umpires the official baseball rulebook and a copy of LVCRL playing rules.

3.Provide all umpires with appropriate training and place less experienced umpires on the bases
with a more experienced umpire at the plate. All umpires will be required to sit through a
reading of the Cal Ripken/LVCR playing rules before they are cleared to work LVCR games.

4.Notify the league Policy/Rules Committee Chairman, Statistician, Player Agent and all team
managers by e-mail of all Manager, Coach or Player ejections, specifying the name and team
involved. No specifics shall be included except to the Policy/Rules Committee Chairman.

5.Provide all umpires with directions to each field.

6.Insure that all umpires are dressed in the proper specified pants, shirt and hat for all games.
Umpires must wear the Cal Ripken shoulder patch on the left shoulder shirt sleeve.

B.LVCRL will have the following responsibilities.

1.Pay the Umpire Assignor an amount equal one Home Plate Umpire fee for each active team in
the league. This will be figured separately for Minors and Majors.

2.Reimburse the Umpire Assignor, upon being provided with written documentation of such
expenditure(s), for all funds spent on behalf of LVCRL. LVCRL will supply the Umpire
Assignor with enough Cal Ripken shoulder patches for each umpire working league games.

3.Pay the Umpire Assignor additional fees for assigning umpires for other than regular season
games at a rate agreed to for the specific activity and in keeping with Cal Ripken baseball
guidelines.

4.Determine by agreement with the Umpire Assignor, prior to the start of the season, the fees
that each umpire, plate or bases, shall be paid at each level (Minors and Majors), the method
of payment and any circumstances resulting in partial payment of fees and what those partial feeswill be. This information will be reported in Section D.2 of this document.

5.Provide rulebooks, LVCRL playing rules, field directions and any other items required by the
LVCRL to the Umpire Assignor for distribution to all umpires.

6.Provide oversight for umpire adherence to LVCRL rules and proper behavior and to request
disciplinary action against umpires for violations.

C.Umpires will have the following responsibilities:

1.Report on time for games, being properly dressed in appropriate umpire's uniform and having
the appropriate equipment. Umpires will have a twenty (20) minute grace period starting at
five (5) minutes before game time.

2.Be responsible for the conduct of all games, participants and spectators, starting with the
managers' meeting at the plate, using good judgment regarding weather and field conditions.
Since they are responsible at all times, there will be no leaving the field or using cell phones
between innings.

3.Know and properly apply the rules appropriate to the level they are working. (Minors or
Majors). All umpires will sit through a reading of all appropriate rules prior to the start of the
season.

4.Be prepared, with all appropriate equipment, at all Majors games to be plate umpire in case of
an umpire no-show.

5.Report to the Umpire Assignor immediately following a game with any Manager. Coach or
player ejection(s), with the specifics of the ejection, including names, player numbers and
events leading to the ejection(s).

6.Report any games not played or completed and the reason to the Umpire Assignor.

D.Team Managers/Coaches will have the following responsibilities:

1.To understand and have copies of all playing rules that the umpire(s) will be using (Minors or
Majors) and to make sure the umpire knows which rules are being followed for that game.
All managers/coaches will sit through a rules meeting prior to the start of the season.

2.Pay the umpires the appropriate full or partial fees at each home game: The fees for Minors
will be $40; the fees for Majors will be $40 for the home plate umpire and $30 for the base
umpire; a fee of $50 will be paid to a Majors umpire working alone.

3.Provide two new Cal Ripken Logo baseballs to the home plate umpire for each home game.

4.Pay the umpires a $20 show up fee for games that are canceled before they start due to
weather or field conditions, but not forfeits, for which the umpires will be paid in full.

5.Notify the Umpire Assignor and the umpire(s), whenever possible, no later than one (1) hour
before any scheduled game that must be canceled, delayed or postponed due to weather.

6.Notify the Umpire Assignor no later than thirty-six (36) hours before any scheduled game
must be canceled, rescheduled or forfeited.

7.Maintain discipline among their players and spectators to minimize or eliminate potential
problems requiring umpire involvement.

E.Mutual responsibilities between the Umpire Assignor and the LVCRL:

1.Determine ways to contain umpire costs while offering incentives for experience and
certification.

2.Improve communication between all parties via e-mail, web sites and cell phone.

II.This Agreement is in force for the period specified below and must be adhered to for that period.

III.This agreement shall be part of the Appendix to the Lehigh Valley Cal Ripken Baseball League
Constitution and By-laws and can be amended according to that document.

The specified period for this contract is for the 2010, 2011 and 2012 seasons. Signatures affixed to this agreement indicate acceptance of all terms of this agreement for the specified period.
