On behalf of the Edinburg Parks and Recreation Department, I would like to extend to you a personal invitation to participate in the 2012 7th Annual Summer High School 7 on 7 Football League, scheduled to begin Tuesday, June 12, 2012, at 5:30 p.m. for the High School Division. A mandatory coach=s meeting will be held on Wednesday, May 23, 2012, at 6:30 p.m. at the Edinburg Parks and Recreation Department Meeting Room.

7 on 7 FOOTBALL LEAGUE
RULES AND REGULATIONS
ELIGIBILITY:
-HIGH SCHOOL LEAGUE - Participants must possess both high school eligibility, incoming freshman - senior, for the 2012-2013 school year and be between the ages of 13-18.
-JR. HIGH LEAGUE - Participants must possess both jr. high school eligibility (incoming six grade -eighth grade), for the 2012-2013 school year and be between the ages of 11-13 years of age.
-Any player who is in question about their eligibility must provide an original birth certificate, identification card, or drivers license and must also provide an official school report card to the Superintendent of Recreation. NO copies will be accepted.
-All participants must pay a $30. league fee at the Edinburg Parks and Recreation Department office. NO participants will be added the last week of the season. Participants can be added prior to last week but ONLY if there is an official team shirt available to issue out to the participant. If there is no shirt to issue out, then no one can be added to the team.
1. Field Dimensions:
- Field Length--45 yards long
- Field Width--160 feet (60 feet to hash mark, 40 feet between)
- End Zone--10 yards deep
2. Starting the game:
- A central timekeeper will be designated. All games will begin and end on this persons instructions. He will also announce the time remaining at the 10, 5, and 2 minute mark
- NO PLAYER WILL BE ALLOWED TO PARTICIPATE WITHOUT LEAGUE SHIRTS which will be provided by the Edinburg Parks & Recreation Dept. LEAGUE UNIFORMS CAN NOT BE ALTERED IN ANY WAY, SHAPE, OR FORM DURING THE LEAGUE SEASON. Participants must leave the league uniform as is. Participants will be asked to purchase another shirt, if available, or will not be allowed to play the remainder of the summer league, NO EXCEPTIONS!
- Ball always placed on right hash mark when at the 45-yard line.
3. Moving the ball.
- No kicking/punting.
- Field is marked at 15-yard intervals with cones/yard markers. (3 first downs without a penalty would result in touchdown).
- Possession always begins at the 45-yard line at the right hash.
- Offenses always move in the same direction
- NO PASSER MAY RUN WITH THE BALL. ALL PASSES MUST BE FORWARD. (A pass caught behind the Line of Scrimmage must be forward)
4. Special Rules
- No blocking.
- Receiver/Ball carrier is legally down when touched below the neck with one or both hands.
(Excessive force by shoving, pushing, or striking a blow will be penalized by automatic first down and 5 yards. Expulsion of a player(s) if ruled unsportsmanlike & flagrant).
- Fumbles are dead balls at the spot with the last team retaining possession. A muffed snap is not a fumble/dead ball. The 4.0 second count remains in affect on snaps.
- Each team will have 25 seconds to snap the ball once it has been marked ready for play; delay of game penalty will be a 5 yard penalty.
- The QB is allowed 4.0 seconds to throw the ball. The Official timekeeper starts a stopwatch on the snap of the ball from center and stops the watch as soon as the QB releases the ball. If a quarterback tee is used, the automatic timer will start and a buzzer will sound once the 4.0 seconds expires. If release is under 4.0 seconds, the play goes on. If the timekeeper sees that the clock has exceeded 4.0 seconds, he waits until the play is over (the play is not blown dead), then brings the ball back to the original line of scrimmage with loss of down. (The timekeeper will be an official or coach from a team that is not playing) Game manager - placed on the 50 yd. line to keep score for his/her field (both games) and to assist with crowd/player control. (This may be a coach)
- Defensive Pass Interference will be a spot foul (1st down at the spot).
- Responsibility to avoid contact is with the defense. There will be NO chucking, or deliberate bumping or grabbing. These actions will result in a "tack on" penalty at the end of the play (5-yard penalty).
- Offensive pass interference is the same as NCAA rules.
- Interceptions may be returned ("no blocking" rule applies). If an interception is returned beyond the 45-yard line (the offensive origination point) it is a touchdown and point after attempt should ensue. Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot. Clock does not stop and any delay by offense in retrieving and returning the ball TO THE REFEREE will result in a delay of game and will be a 5-yard penalty from the succeeding spot.
- The offensive center is not an eligible receiver (teams must have a center). The center is responsible for establishing the succeeding spot as designated by the Referee.
- The quarterback or designated player for each offensive team will be responsible for setting or re-positioning the football stand at the line of scrimmage.
- No taunting or "trash talking". (5-yard penalty & expulsion if flagrant or repeated).
- The offense must gain at least 15 yards in the first 3 or less plays or the defense takes over. (There is no kicking). Four down territory occurs only after offense proceeds to or inside the 15-yard line cone (third quadrant).
_ Each player must play a minimum of 15 minutes per game to ensure that each player will develop his skills, teamwork, team sportsmanship, and have fun.
_ The field captain and/or quarterback may request the amount of time left in the game from the officials at any time. Officials will be expected to give the correct time.
5. Scoring:
-6 points for TD, 1 point for PAT from 3 yard line, 2 point PAT from 10 yard line (interception on PAT is dead ball). Official score is kept by field referee and game manager.
6. Tie Breaker:
-After coin flip to determine first possession, teams will alternate 4 down series from the 15-yard line. A winner is determined when one team scores during its possession and the other does not. If a second overtime period is necessary, each team must then go for two points on the conversion attempts.
7. Time:
-20 minute halves (continuous clock for each half--see: "starting the game").
-No time outs. (EXCEPTION: Injuries. Both games on the Field will halt until player(s) can be removed as soon as safety dictates).
-5-minute half-time/5 minutes between games.
-7 on 7 league/tournaments require that all games start/end at the same time. If a team(s) are late and cannot start when the tournament officially starts, they will begin play with whatever time is left on the league/tournament clock. (Not to exceed 10 minutes of 1st half. Forfeit will occur after 10 minutes of the 1st half) IT IS IMPERATIVE TO KEEP TO THE LEAGUE/TOURNAMENT TIME SCHEDULE. Teams must be on site and ready to play when scheduled. Injury time outs may reduce the amount of time between halves and/or between games to maintain the game schedules.
8. Secondary Coverages:
-Cover 1 (man free), Cover 2, Cover 3 & Cover 4 (quarter-quarter halves, or straight quarters)
9. Team Rosters
-Players: Maximum of 15 players per team. Minimum of 10 players.
10. Officials: (2)--Referee; Field judge.
11. Coaches-Fathers:
- No High School coach/Middle School coach may serve as a coach or stand with the team on the sideline.
- Each team must have a coach accompany it to any/all events to serve as a school Administrator on duty for their particular team(s). This individual is responsible for the ACTION OF THOSE REPRESENTING HIS/HER SCHOOL!
12. FORFEITS:
_ Game time is forfeit time; officials are required to start games on schedule. Any player that comes in late must report to the scorekeeper, no exceptions!
_ Teams with three forfeits will be automatically withdrawn from the league. No refunds requests will be granted.
_ Should a player/coach be ejected from the game, or asked to leave the city/school grounds by an official, the player has one minute to leave the playing field and two minutes to leave the facility. Failure to leave the facility will result in a forfeit of his team=s game.
_ The use of ineligible players will result in a forfeit. The following will constitute an ineligible player:
1. Player not of legal age. 2. Player not on official team roster.
3. Player playing under assumed name. 4. Player who has been suspended and has not been reinstated.
13. PROTESTS:
_ Protests will not be accepted on any judgement call by an official.
_ Eligibility Protests must be presented to the Edinburg Parks and Recreation Department in writing within 24 hours after completion of the game in question, on weekend games is next business day.
_ Protests on team=s won/loss record will be thoroughly investigated by the league director.
_ Eligibility Protest will be investigated be The Edinburg Parks and Recreation Department and will rule at its discretion. Only Coaches and Assistant Coaches will be allowed to request an eligibility protest.
14. OFFICIALS:
_ Officials have the final authority on all matters concerning league play. Officials will not accept abusive language or rough play and may forfeit games at any time.
15. SPECIAL RULES:
_ Food and soft/sport drinks are allowed only on the stadium bleachers. NO soft/sport drinks, food or gum are permitted field area. Absolutely NO alcoholic beverages will be allowed on city/school grounds.
_ Anyone playing under the influence of alcohol or any illegal drug will be suspended. Repeat violations will result in an indefinite suspension.
_ Fighting will result in the suspension of all participants involved from the league or play-off, regardless of the aggressor.
_ Games may be postponed if deemed necessary by the Edinburg Parks and Recreation Department.
_ Make-up games will be played at the discretion of the league director.
_ The City of Edinburg Parks and Recreation Department has the final authority on deciding rule interpretations.
16. LEAGUE TOURNAMENT (If scheduling time is allowable):
_ Standings will be determined by won/loss record for the purpose of seeding for the league tournament.
_ The league tournament will determine the league champion, regardless of the team won/loss record.
SPORTSMANSHIP
1. Any player/coach/spectator involved in a fight will be automatically ejected from the game and will be suspended for a minimum of one game. If the incident is serious, the player/coach will be suspended additional games or removed/ejected for the remainder of the season upon discretion of the Superintendent of Recreation, regardless if its regular season games or tournament games.
2. Vulgar language, obscene gestures, threats and physical violence - regardless which player(s)/coach(es), spectator(s) or volunteer(s) started it will result in a minimum suspension of one game to removal from league play or a maximum of life suspension from any Edinburg Parks and Recreation Department league, regardless if its regular season games or tournament games.
